Oh, I think Castle (maybe someone else?) mentioned somewhat recently he'd ask about revamping the respec system, but not to expect anything from it until much later.

It is an always-on buff. Regardless if the power you put it on is turned on or off.

The same goes with Nemesis and defeating Lieutenants. You don't want to off em' right away, because that would give Vengeance to the entire surrounding group of enemies. So players (again, theoretically) adjust their playstyle.
Many other enemy groups have their own shtick that help define how you play your characters around them and I suspect Going Rogue will have more tricks up its sleeve in this regard. -

Can't say much about how it would fare in PvP, but Electric Armor has had its Conserve power changed to Energize (http://paragonwiki.com/wiki/Electric_Armor#Energize) which now gives:
60% Endurance Reduction for 30 seconds
25% Heal for Self
100% Regeneration for Self for 30 seconds
With good Recharge and Heal slotting you can get it to be up every 60 seconds, Heal 50%, and Regenerate 200%.
Other than that singular power change, Electric Armor is pretty much the same. I think.What you'll get as far as Resistances go, should be around 40% across the board, save for Negative which would be slightly lower. Get the Tough power and you'll be sitting at 60% Resist for Smashing/Lethal. Some pretty good numbers, which get even better when you get some IO bonuses for Defense. Once you get Energize and Power Sink, Endurance management will be a breeze.
Electrical Melee got its Chain Induction buffed a little. Can't remember if they've fixed the bug with placing an IO proc in the attack. In any case, it jumps to other targets more reliably now and I enjoy using it regularly. -
Having Energy Aura would be excellent so I can pair it with the upcoming Kinetic Melee.

I'm hoping a Regen will go through a balance pass when proliferated over to Tanks/Brutes. Always thought something like Resilience could be turned into a toggle that gives you more Resist per enemies in Melee range, up to a certain point. Whatever the case may be, think about how easily squashed a Regen would be with the Incarnate challenges. Regen, Fiery Aura, and probably others are bound to get a look at before or when the tougher stuff arrives.

I actually want it all for my Scrappers. I have absolutely no objections to any of them being proliferated over.
War Mace so I can finally make my War Mace/Shield Defense Scrapper. Ice Armor for a Spines/Ice Armor. Ninjitsu for a Martial Arts/Ninjitsu. Super Strength for a Super Strength/Shield Defense.
Oh I could go on and on. -

Cyber_naut: As fond as I am of frothing hyperbole, if Shield Charge used the correct values it would still blow Whirling Hands out of the water.
Castle: Looking forward to the FA changes. I am curious though, do you have a rough idea whether you'd be buffing its offensive or defensive capabilities? I know the changes earlier in the thread were mostly about Burn, (removing fear, making it a DoT rather than a placed patch, etc), but given what you said about SD softcapping not being an issue because it'll be needed, I would think FA could use a defensive buff too. -

That's fine with me, but please please please look at the Immunes Engineer's numbers for their Phalanx Fighting. I gather a bunch of them and start the beat down, but the Engineer's chance to hit is the only one that goes down to 5%. All of the others have much higher last chance to hit values in said gathered group of enemies.

I really just want this look with the Icicles toggle added. Probably would tone down the other toggles.
