I believe it will enhance all of them. +HP, +Regen, and +Heal.

I think that getting Perma-Instant Healing is impossible due to the Recharge cap. I remember hearing that to get Instant Healing with 100% uptime would require some ridiculous amount of Recharge.

That said, I've never had any problems with exemplaring my builds, which are only tailored for level 50 play. I have never made myself a leveling-build, or a build that still retains most of the set bonuses when exemplaring down. My characters are built well enough that without set bonuses they still dominate the battlefield on lower level content.
Oh! Yeah, I forgot about that mauk2! I've been running level 50 Tips as well, getting Hero Merits for several of my level 50 characters. They have been very profitable thus far.

I know for my Fire/Fire I will be picking a Recharge/Heal boost.

I've never picked Touch of Fear, and in my I19 build I ended up still hurting for slots and power picks.
I do have Char for that build though, which does have some range to it. Could be handy-dandy. -
Holy smokes. From a 89.9% Recharge to a 108.2%! Now that is just incredible!
Can you imagine how the Very Rare Alpha powers would affect your characters? Those ignore 2/3 of ED!

Changing builds has a 15 (am I correct?) minute cooldown, while putting in the Alpha power you've just removed is only a 5 minute cooldown.

For the uncommon Spiritual Radial boost, the info tab basically says
22% Enhanced Recharge and Healing.
11% Enhanced Recharge and Healing. Ignores ED.

Between the two I'd choose Dark Melee. Siphon Life alone makes the set for me; a great attack and heal all in one.
[Edit] Don't forget to consider the upcoming Alpha powers. On the I19 beta my Spiritual Radial boost is healing my character (and recharging faster) for 240HP vs the 196HP on the live servers. A 46HP difference is huge. Both builds are identical. -

Been playing Succubus Kali for a while with the Spiritual Radial boost. Compared to the Pinnacle version, of which has the same build, there has been a huge increase in survivability as well as damage. The difference is definitely enough for me to notice.
