Looks good to me. I'd switch Focused Accuracy for Conserve Power so that you can have something to fall back on in case you get hit by some -Recovery or even as a recovery ability after One with the Shield crashes. You won't be needing the Interrupt IO in Aid Self, so instead put another Heal IO in said power. That makes the HP/sec of that power about 7 more, as opposed to putting a Regenerative Tissue proc in Health, which would be about 2 more HP/sec.

Shadow clones. Duplicate your Incarnate essence several times to confuse enemies on which you is the real you. Each rank produces more clones with the first rank only producing one.
Upgrades to Primary/Secondary powers. Fire Blast DoTs are now guaranteed. Golden Dragonfly now extends the cone of damage out to 15 feet. Moment of Glory animation is now interruptable with no Rooted state from the moment it is clicked. Etc.
Upgrades to Inherent powers. Scrappers now have 10% to Critical on Minions, 15% on Lieutenants, and 20% on Bosses/EBs/AVs. Brute Fury now raises X amount of your Secondary stats (raising Fury would net more Def for SR, more Res for FA). Blasters can use higher Tier abilities with upgraded Defiance. Etc.
Allowing ATs a limited selection of other AT powers. A Scrapper could grab Heal Other (Empathy), Pistols (Dual Pistols); a Defender could grab Knockout Blow (Super Strength), Parry (Broadsword) and etc.
I could go on, but it's 2:21 and I should've been out the door a minute ago. -

I'd keep on Grant Cover, as it gives you Defense Debuff and Recharge Debuff Resist.
If this character is going to progress through the Incarnate abilities, I'd drop the Medicine Pool and instead pick the Destiny Incarnate power Rebirth. It can be upgraded to be a large area heal that also gives large amounts of Regeneration. You can even upgrade the power to be perma on the Regeneration. With those power picks and power slots freed up, you can focus on other aspects of your character.
I wouldn't skip out on Parry because there are enemies that have +Accuracy/+ToHit. To counter those situations a Broadsword/Shield Defense character can build up an incredible amount of Lethal/Melee Defense.
Use of Enzymes and Membranes in Active Defense is recommended for a higher end build, to give better Defense Debuff Resist. If you double-stack Active Defense, you should be very close to the cap that most (except to Base Defense) Defense debuffs should not affect you in any meaningful way.
Do you know what your attack chain will be? Perhaps you could switch over to the Spiritual Core Paragon Alpha ability to get you a good attack chain going.

Can they make Combat Jumping and Super Jumping an exception as well? I'm tired of having urine vapor coming out of my hands and feet and ghostly onion-rings appear whenever I jump about.

You say an abundance of high level melee characters. Does that include Scrappers? If not, I'd say go for that.
Something paired with Willpower would be good at the start and a smooth ride to 50. Perhaps Katana/Broadsword or Dark Melee? -
My brother is in the Northern area of Japan. He arrived in Japan a day before this disaster shut down the airports. I've been talking to him on Skype, and his Internet is not so good right now but he is doing fine. Nothing major in his area happening. Thank goodness.

Not my style, but still fun to watch.
The only other "non-Melee" character I really enjoy playing is my Dual Pistols/Energy Manipulation Blaster. I say that with quotes because she does have some rather powerful Melee attacks that I use once in a while. -

Softcapping typed Defense with only one foe in melee is more of a high end purpose for things such as AV soloing or protection against cascade Defense failure. That test to see how long I could live without retaliating against an aggro capped group of +1 Cimerorans? I gave up waiting to die after over an hour and it was possible because I had 56% Defense to typed Defense. That's 11% Defense that can be debuffed before you even see any chance of cascading Defense failure, not to mention any debuffs are cut by 50%, thanks to Invulnerability's Defense Debuff Resist in Resist Physical Damage and Tough Hide.
If you're lacking Fire/Cold Defense, a 3 set of Aegis is key to upping that significantly. -

God I need to start one of these. Oh, wait, I have a Dark/Invuln Brute. I should probably do it as a Scrapper, though.
