Mostly likely he doesn't IO his toon till lvl 47. I have seen some of his build and he as no purple sets. Some people like to play there toons at 50 and build for the toon to play at lvl 50. It is a lot harder to plan a build for lower lvls.

BrokenPrey is correct here. I love the journey to fifty, but for me the game begins at
destination awesome (AKA: Level fifty.) Thus, my builds pay almost no attention for IOing as I level.
The purple IO set bonuses usually don't suit my style, so I never go for them.
