Yes, this give-away is definitely a power, just like all the Halloween temp costume powers. This is not player costume pieces.
The Praetorian Clockwork Gloves leaked during Beta may be part of a player costume release in Going Rogue, or, an NPC part that will disappear soon. -

Everyone should stop trying to format your links, please. The skins highlight them already in their own unique way. If you don't like they way they look, then there are options on your end to make them all look the way you want (see my sig). Trying to force everyone to see them they way you want is not that nettiquettey. I'm especially looking at those used to the old Hero skin and try to make their links bold and green, which looks horrible on a Villain's skin. -
It's possible that if there is indeed a bugged drop rate, it might not be affecting every recipe pool, meaning that Purple drops may still be normal, but not Pool A.

Make every spawn use the Purple-Scaling Code!
This includes not only the the Zombapocalypse and Giant Monsters, which already use it, but the GM spawnlings (snow creatures, pumpkin creatures, and unseelie); and the door tricks; and the present trick.
Basically: All outdoor special spawns (including ambushes) should use the scaling-battle code so that they're neither too hard nor too easy for *anyone*. -
Normally, and we're talking the norm, what happens all the time, the servers are down 2.4% of the time in the space of a week for maintenance.
This week, the week of an issue release, which happens, normally, at most three times a year, the down time is 5% of the week.
Next week, it will go back to 2.4%.
So... let's cut out all this talk of "Zomg! why is it *ALWAYS* down!!!!!11!111???" -
That's 6 secondary powersets.
Get in line behind MMs which only have 5 powersets in their primary and Controllers which only have 6 in their primary and Dominators which have less permutations of primary + secondary than Blasters. -
It gets a little tricky with Accuracy since there's two types of accuracy: ToHit Bonus, which is an additive bonus (a 10% ToHit bonus would make 50% become 60%) and a multiplicative bonus called Accuracy (a 10% Accuracy bonus would make 50% become 55%).
Enhancements (whether normal enhancements or IOs)which enhance the Aspect of Accuracy are true Accuracy and are multiplicative.
Accuracy from IO Set Bonuses are also true Accuracy and are multiplicative.
Accuracy of 6% from the Kismet Special IO is misnamed. It is not Accuracy but an additive ToHit Buff globally applied to all attacks. -

These programs are running in the background: 2 antivirus programs (!!), Yahoo, itunes, web cam, skype, msmessenger, walmart (?!), quicktime, windows update, nVidia 'helper' programs, et al.
I'm surprised you were able to play the game at all previously.
You've let too much invasiveware infect your start-up registries. Any one of them, or a combination of them might be the cause. Also, you've used up 4/5 of a 116 Gig Hard Drive, so, I'm guessing the .dlls are a mess, too.
Also, your graphics card is a generation too old and 4 levels of sophistication too low to really run a intensive 3-D game (it should be a nVidia 6600 or better). That you were able to run CoH at all in the past is remarkable.
So, you need to deep clean your computer:
1. Make sure you have a Windows reboot and install disk.
2. Back up all your data.
3. Reformat your hard drive.
4. Reinstall Windows, and update it. Update all drivers.
5. Reinstall your applications and run HijackThis after each one to see who's intruding into your start up registry.
6. Reinstall your data.
If that doesn't get CoH up and running, then you need a new Graphics Card. -

Correction: who in turn hired all the developers at Cryptic who were still working full time on CoH, plus some others who used to work on CoH but were moved to other projects.
Jack had already moved out of the 'CoH dept' long before the IP buy-out, although, you can make the case that as chief creative designer for Cryptic he was an ex officio developer of every project at Cryptic, including CoH (in fact, he did help out with Issue 9 as did some other devs moved over to other projects to wrangle the massive Inventions issue). -

Overheating, bad driver, dying graphics card are the usual culprits.

Go to the forums of Malwarebytes and follow these directions and post your HijackThis log in the HijackThis forum and those more knowledgeable than me will help you from there.
Malwarebytes was able to get rid of what Spybot, Adaware, and AVG couldn't on my machine.
Also, update Vista and get rid of other background processes such as:

Even if it is legit, if you didn't install it, then it is, at least, intrusiveware and thus should be deleted, which you did. You can use HijackThis to remove the registry entry altogether.
If it was a trojan or malware, keep an eye out for other unexplained files to pop into the registry. -
