Could be a whole bunch of issues if you're able to log in but not access the servers. I'd really recommended contacting customer support.
Have you tried logging into a different server? Have you tried logging into the test server? Have you tried logging into Virtue with a friends account? Have you tried letting a friend log into your account from a different PC? Trying all of this will help Customer Support pinpoint the problem. -

Wolverine is a Claws/Regen scrapper. Adamantium is definitely an enhancement to his claws powerset.
Wolverine is also resistant to psychic attacks due to high level psionic shields put in place by Professor X. (This is similar in function to IO sets such as "Ghost Widow's Embrace" or "Numina's Convalescence" - being granted enhancements by other more powerful heroes.)
His skillsets; such as being a ninja, knowing various martial arts, knowing pressure points, are all enhancements to his natural powersets. (Similar to SO's such as "Back Alley Strike" and a whole bunch of natural-themed SOs.)
Even if all of this is incorrect, even if Wolverine in fact doesn't have enhancements; it's not really relevant to the matter at hand. Enhancements & IOs exist in the game lore. If you ignore them, then you are ignoring part of the game's story. -

You may wish to explain why this isn't as hypocritical as it looks. Because I am totally bookmarking this thread.
I personally think absolutely anything goes in PVP zones, including disrupting other peoples' farms. I've never done it, and it happens to me all the time, (PVPIOs are my chief source of income in game) but I still think it's fine. That said, I'm not going to disrupt someone's PVPIO farm if i'm later going to ask for their help. That would be counter-intuitive.
It's kinda obvious. If you took off your anti-PVP rage goggles you might be able to notice. Now please go back to the badge forum and rage about how much the devs need to decrease healing badges or whatever you PVE kids talk about these days. You know, the important fixes that ACTUALLY GET MADE. Cool badge titles are much much more important than PVP.

The only place a rad/psy is currently good is on some arena teams, combined with blasters. Solo, and in zones, they're not that great anymore. Having to take phase, means you can't have any perception, which means you absolutely need buffing teammates to see anything.
Between AM & CP you should be fine on end. (In arena matches you can also rely on geas.) -
Stalkers don't need -res procs in PVP.
Primaries: Elec & Spines are the best two. Any others will do. The only attacks you're going to use are AS, Sharks, and Thunderstrike(elec) or Impale(spines.)
Secondaries: Willpower, Regen, Ninjitsu. -

I roleplay when i'm in PVP zones.
I have to arrest the villains and defeat the heroes! I have to stop my enemies from getting Shivans, collect bounties on my rivals, and stop my enemies taking over pillboxes. (The future depends on it!) I can't stand by and let anyone, hero or villain, get nuclear weapons...think of the trouble it would cause!
I find it annoying when people grief my RPVP with OOC requests to stop attacking them. They often call me expletives in broadcast and send me loads of abusive tells. I don't know why they are so rude to me. It's completely unprovoked, childish, and uncalled for.
...if anything. It makes me doubly sure to keep attacking.

Stick with Regen. You can always pick up Focused Accuracy/Targeting Drone when stalkers get scrapper epics in GR.

All I remember is that the lag was totally unplayable. I was completely frozen for most of the match. I think it may have been something to do with my computer, but also there was some issue with the raids being much laggier than normal PvP for some reason.
I'd love base raids to come back though. It is doable. Just have the items of power stored in an instanced pallete stored off-screen. By this I mean that your custom base would have a door in it somewhere which led to an instanced part of the base where items of power were stored. This instance would be a non-customizable palette (a map that you could pick the theme of - magical/tech/etc - but could not actually edit in any way) that you could only enter during base raids. The normal base would not be accessible by the enemy during raids, just the non-editable instanced part that housed the IOP.
It's a pipedream. But if we got base raids back they would have to take that format. -

The demand for PVP is low because the PVP system is bad. All successful MMORPG's have active PVP communities regardless of niche or theme. If the PVP system was better then more people would PVP. As the PVP system is so bad, few players bother with it. This in turn puts it as low priority on the developers "to fix" scale.
Unfortunately for the devs, PVP is integral to MMORPG's. Good luck competing with Blizzard & Bioware when you have a PVP system your players don't want to use.
All of this is irrelevant anyway. The thread I linked to is about bugged powers. Powers that don't work as they should. Issue 13 was a deliberate change and sending bug reports about that is pointless. (Although I did laugh at the "my slow powers slow me more than my enemies" comment. Too true.) -

I would be fascinated to see how Paragon Studious manages branding when they're competing with behemoths such as Blizzard and (soon) Bioware. With (arguably) the worlds' two biggest RPG gaming brands investing in the MMORPG scene it would be of much interest to know what "guerilla tactics" NCSoft uses.
