Still working on the build, but I believe I've found a way to use sets in Aim and Build Up to get an additional 4% Damage Bonus. I'll get the extra slots necessary by slotting Swift with only 1 HO instead of 3. The sets I'll put in Aim and Build Up will not only get me more +Damage, but will actually get Movement Speed bonuses that almost make up for the slight loss in Run Speed, and actually MORE than make up for the slight loss in Hover Speed.
I think TicToc (or was it TopDoc?) gave me a similar recommendation earlier, and I said that I didn't want to sacrifice recharge and tohit in Aim and Build Up, but on further consideration, the amount of recharge and tohit I'd be sacrficing is pretty much statistically insignificant, since it would increase their recharge by a second or two at most and I'm capped for tohit almost all of the time. -
A Blaster needs about +33.5% Max HP total to hit the cap.
Portal Jockey, Task Force Commander, and Freedom Phalanx Reserve give you +20% total between the three of them.
The build you've posted here gives you +15.4%
So with all three accolades you'll be about 1.5% or 2% over the cap.
I don't think it's possible (without gimping yourself) to get near +33.5% using only set bonuses, you will need the accolades as well. -

Well, it's not great, because the damage isn't great. But, like all Blaster ranged attacks, it recently got a lot better than it was. The animation is pretty fast, so you can make a decent 1-2 aoe punch with Energy Torrent>Explosive Blast, but I don't take it in my builds.

actually, I really like the way you put it now, the 'variable cone' explanation is quite useful, and not a way I've heard it explained before.
one more thing you might add though, is a description of the use.
that when used up close it can be a good 'get the hell away from me' power, but when used like that frivolously breaks the rules you set out before regarding location and maximizing aoes
and that used at range it can be as useful as a cone (moreso because of higher target caps) for positioning mobs. packing them tighter rather than spreading them out, by knocking them to a wall or corner as you describe elsewhere -

Targeted AoE. In this attack, the target is knocked away from the attacker, and all the surrounding bad guys fly away from the target. These attacks can be some of the more annoying if used improperly, because they are not high-damage attacks, so you generally end up with a bunch of scattered, partially damaged, and highly irritated goons. Wrong, wrong, wrong.
Go, test it. Now.
When you use such an attack AT RANGE, all the enemies will be knocked away from YOU, the attacker. It doesn't matter if you target one in front or in back. This INCLUDES use as KnockDOWN from above. Go test it.
If you use these powers in melee range, with mobs on all sides of you, THEN they will be scattered radially, because they are all being knocked Away from YOU. NOT away from your target.
Knockback powers NEVER knock enemies toward the source of the knockback. -
Explosive Blast and other similar powers do NOT cause Knockback in a Radial pattern.
They Knockback away from the caster just like all other Knockback powers.
If you're standing in Melee range when you use it and there are mobs behind and to the side of you, then they can get knocked AWAY from you, in a Radial pattern because you're standing in the middle of them.
If you use this and similar powers (M30 Grenade, Explosive Arrow, Luminous Detonation, etc) from Range, you will Only Ever knock the foes Away from you in the direction that you fired, regardless of which mob in a spawn is your target. Try it and see.
If a teammate uses another knockback power from a different angle though, things can get funky. -
what I found was that without Miracle I got drained in long fights when I was running Assault
by adding Miracle I'm able to use the Total Focus, Bone Smasher, Power Burst, Power Blast attack chain (basically the best I can do, since I don't have Energy Punch) for a Long time without running out of end -

Well, I'm usually always capped, but there are still some very high defense mobs that having that much tohit helps against.
And the CP thing is this: I don't ever need CP except right after I Nova or right after FoN drops. So I want it to recharge as fast as possible. The third slot gets me an additional 22 seconds. It's worth it to me, in this build that generally deemphasizes recharge (no hasten, no +recharge set bonuses, just 2 LotGs and slotting). I like to be able to use Nova fairly frequently, but I like to have CP up when I do it, but even with my current slotting Nova still charges faster than CP does.
Also, the Miracle is Better than anything I can get with more slots in Stamina, Because the Miracle is active at any level where I have Health available. I did a lot of math to figure this out, the Uniques in Health are better than any combination of set bonuses I can get in Stamina or anything else I didn't slot with Sets.
When I planned this out, I too was like "damn, wouldn't it be nice to get even more set bonuses", but every combination I tried (in Stamina, Aim, Build Up, Temp Invuln, FoN, etc) required me to sacrifice things I didn't want to. -
oh, uh, well, it's not a bad idea. But I don't know if NCNC would go for it... I guess I didn't comment on that because that's more about character transfer than about new slots.

We moved like 6 and 6 (his and my acct) to Freedom from Virtue because we had no space.. and with the option to now adjust your character line up.. I could have page 1 all villains.. page 2 all heroes.. and page 3 a mix of both.

Four 5 slot packages=$80 for 20 slots
Two 2 slot packages=$20 for 4 slots
Total= $100 for 24 slots
As you can see, you can already max out a server for $100
Maxing out all servers would cost over $1000 with the current pricing system.
I should hope that if they add larger packages, or maxout packages like you're suggesting, that they have larger discounts than the small packages. -
My mistake, I thought I read your earlier post as saying that your blaster had higher HP than mine which, since I'm capped, is clearly not possible.
Regarding the Aegis and Steadfast IOs: in my testing these are not really useful. Anything weak enough that I can live without using a Break Free, I can blast with my basic attacks while mezzed and possibly kill before unmezzing. Anything tougher than that I'm going to need a Break Free anyway. The IOs aren't good enough to waste slots on, for my toon and my playstyle.
Regarding Stamina: With the Uniques and Recovery Bonuses I have, I don't need more than 2 slots in Stamina, and the Bonuses I could get by putting sets in Stamina TO ME aren't worth sacrificing bonuses from wherever I'd have to take the slots from.
Once again, I outlined in the OP what my goals for the build were, including things like Range and Speed, and the build successfully maximizes those things. I'm also very clear in the guide about what my goal for the guide is: to demonstrate a way one can be a "conceptual min maxer". You seem to not see that those were my intentional goals, not mistakes I made by slotting in a weak way.
How was I being misleading in my statement about her acc and damage? I never said "better acc and damage then Everyones i4 build", I said MY acc and damage are better now than in i4, and in fact they are.
Power Boosts effect on ToHit Buffs is very useful against extremely high Def foes, like Captain Mako. It's effect on Defense is very helpful against Lord Recluse, among other foes.

You do not have a blaster with higher HP than me, as I am at the cap.
As I explain in the OP, there are several aspects of this build that are 'concept' derived. The high Hover and Run speeds are part of that.
With my playstyle I don't need any more recharge in any attacks.
In i4 I found that with only 1 acc I missed more than I wanted. I like being able to fight +3s without worrying about getting especially unlucky.
Power Boost is very effective for ToHit buffs, Defense (PFF), Hover and Run speed, and Stuns most of all.
Again, as I explain in the guide, this is not necessarily the most min/maxd possible build. I sacrifice some areas (recharge mostly) in order to maintain some 'concept' aspects.
As for the title Energy/Willpower being misleading, I think I explained very clearly in the OP what I mean by that, and why I see the build that way.
Again, as I state in the OP, this guide is not meant to be a 'be all, end all' energy blaster setup. This is an example of one way to use the Invention System to maximize both mechanical and conceptual aspects of one's toon. That's another reason for the title, it's about the concept behind the character. -
3 SOs would NOT be exactly as good. Using Hami Os allows me to enhance both the Run Speed and the Fly Speed.

One thing you might consider adding is a section on Bugs.
I have frequently had Tornado (especially) but also all of my other Knockback powers (Gale, Hurricane, Lightning Storm and Phantasm) get mobs stuck in walls and ceilings, often where my pets can't get at them.
Usually they'll get themselves out eventually, but not always, and it can be very irritating.
Perhaps it's not worth mentioning, but it was something that crossed my mind. -
WTH when are you people going to get it through your head:
The sets they ported had nothing to do with what people wanted and everything to do with what was easy to port.
Scrappers and Tankers get Conserve Power in their Epics, so Electric Armor has to be changed for them, therefore Fire and Dark are easier. What's so difficult to understand about that?
They will give you Electric later when they have had time to modify it to exclude Conserve Power.
You're "so disappointed" because you haven't been paying the slightest bit of attention.
EDIT: "Scrappers don't use Dark"??? Oh, so Spines/Dark isn't the curent FOTM for farming Scrappers? -

he didn't say anything about emotions In General, he said Caring, Compassion, Concern for the pain of another, not typical villain emotions.
also (not sure who was talking about this) if you didn't know yet, although they are giving PSW with Blaster Mods, they are making it a standard AoE. PSW for Doms is an AoE that uses Single Target damage mods. That makes it more than 4 times as damaging as a typical AoE. -
Just like Stalker EM was brought into line with the other Stalker sets?

Mental Manipulation IS, quite obviously, a tweaked version of Psi Assault.
It loses Psi Dart and Psi Lance and picks up Build Up and World of Confusion. Other than those two powers it is identical to Psi Assault.
Maybe you were saying you'd rather have World of Confusion than Psi Lance in Psi Assault? That I can agree with. I've never understood why Doms were given Snipes. -
If you read the thread you'll see the theories.
The first 2 attacks of a Blaster primary have to be 1 second and 1.67 seconds respectively. Mental Blast and Subdue don't fit that pattern, but Psionic Dart and Mental Blast do. Telekinetic Thrust and Telekinetic Blast have similar names but are not in fact the same power. I admit it's odd that Psychic Scream ended up in the secondary, but I think it's likely that they dropped it from the primary in favor of Aim.
Psychic Shockwave is not part of the primary and therefore is not redundant in any way.
