Okay, I'm still having trouble with this.
Also I'm pinging cohupdate.coh.com and getting General failure back.
Tried to tracert to it but got General failure again.
I can ping and tracert to other sites, just not cohupdate.coh.com or cityofheroes.com
EU user.
Edit: Tried cohupdateeu.coh.com too, again, failure.
Edit 2: Sorted it, was a program I was using which blocked it. -
This is much appreciated, my account had lapsed at some point before the deadline and the reminder came too late for me to resub in time. I resubbed a few hours ago after finding this out.

Got a reply from support, they're working on fixing it asap. Which is all we can ask right now. So thanks for that.

Logged in last night around midnight BST and I can make characters, log in this morning and I can't make a new character because the store is down. Last night I had the problem of being stuck on the "Connecting #.." part of the updater, which meant my girlfriend couldn't make the characters she planned on making before going to bed. Now when she gets up she STILL can't make them because of this stupid design.
Typical, really. -
Nevermind, it fixed itself eventually. Turning my firewall off might have helped, not sure, something fixed it anyway.

I can't remember them ever not putting "on the test server" after something intended for the test server. -

Not that it makes any difference, but no, for this stage I am not in the beta. I have been in several of the earlier ones.
But I have also played on Test server for years, and yes the occasion to be auto-leveled does sometimes come up but not often as this would be counter productive to the testing purposes as none of the lower level powers or content, (whatever is being worked on) would not be tested correctly.
Why would they even announce it if it only relates to the test server?
Why would they advertise such a perk for pre-ordering if it's test server characters only?
Pretty sure you're gonna be holding up that sign saying you're wrong man. -
Enemy intelligence should be increased when you up the difficulty level, leaving the lowest level for those who just want to come home and bash a few heads.
I'd love it if the enemies were more 'realistic' in this game, it's really immersion breaking when you blast something that's standing 2 feet away from its friends that don't even flinch. -
I really don't think that's moving hair, I think it's just a new, fluffier hairstyle.
I want that beard. -
The AI is broken. They need to make it more unpredictable and dangerous. It'd be nice if I'm beating up some Hellions and their friends standing 20 feet away notice and try to help them out.
Some pedestrians that are 'have a go heroes' would be nice too, instead of running all over the damn place in a panic.
The vehicles are broken, they don't offer the right kind of atmosphere. You know that they won't stop if you stand in front of them, though a real person probably would. They always travel at the same speed and never crash.
A little more attention to the atmosphere of the game would be a major boost to this game. -

You could buy it for like, the extra content going into it. You don't HAVE to move your heroes when you buy it if you don't want to.

Great. Thanks guys, really makes us on the EU servers feel special when this happens. You could have given out a warning that we're not getting into the I16 beta at all.
And great way of wording it:
"The Open Beta for Issue 16: Power Spectrum is now available to all our City of Heroes and City of Villains players!" -

They're in the Rikti War Zone Vanguard base too, not sure if that uses the same list or a separate one.
