I would go for +recharge first...and then go for defense.

My problem is Regen seems to want a considerable amount of slots compared to other scrapper secondaries, to the point that I can't effectively slot my attacks. I've read several guides on Regen, and I swear one of them had suggested slotting that used more slots than are available, or at least enough suggested slotting for your primary/secondary to where good luck if you need some slots for your pools/epic powers.
From my understanding in general you need to 5-6 slot your click heals, 3-5 slot Fast Healing, 3-4 slot Integration, 3-4 slot Quick Recovery, and 3-4 slot MoG. That's anywhere from 27-36 slots used. Given with most scrapper primaries you'll have 5-6 attacks that you'll definitely want at least 5-slotted and Build Up then you're spending 28-39 slots on your primary. At best that leaves you with 12 slots for pools and epics. If you take Tough/Weave there's at least 6 slots gone there. Hasten gobbles up another 2 and that leaves 4 left over slots for Epic powers. Dunno about you but that doesn't seem like enough to me.
It seems if I ever want to play a Regen scrapper I'm always going to have to choose whether I want to have my cake or eat it, and I hate making those kinds of decisions -

It's that pool that takes away the ability to have both.

Out of those I would suggest /SS. Footstomp and Rage will help any set...especially one with a damage aura. -

If you HAD to go one way or the other which would it be...Hasten or Tough & Weave?

They do not...however Fire Aura's Burn does.

Follow up question...
If you add in Weave your basically trying to up your defense...
How much defense warrants enough to add Weave?
Example: I add Weave but it only ups my total defense to 15%...is Weave worth it then? -

High recharge will let you bring up Shield Charge and Footstomp and Knockout Blow more often -- these are all hard-hitters that include substantial mitigation. Note that Airhammer's point is you can still soft-cap and have good recharge.
One thing about Perma-Hasten -- as a Shielder, you'll already have Active Defense, your status protection clicky, on auto. So you won't be able to put Hasten on auto anyway. So I wouldn't bust a gut trying to get it exactly perma, since you'll be clicking it manually anyway. But more recharge is still nice, of course.
Active Defense's recharge will easily be down way below it's duration...therefore, putting it on auto will make it overlap which will make it more endurance costly. -

Have any of you scrappers (non /SR or /Elec) not taken a travel power for regular play (not AV soloing builds...PvE builds).
If so...what run speed do you try to get to? -
