But, I haven't played them in about 6 months. I can see inherent fitness giving them more end to last longer battles. Perhaps that can make for the leadership pool, which can help with damage ?

I'm a bit unsure about the ranged/melee thing. Are the melee attacks enough better than the ranged that I should be staying in melee range to use them?
At your level, the strongest ranged attack you have is a 2.20 Damage Scale power, Impale. You get this at level 10. Skewer is the first melee attack you have access to. It's a 2.28 Damage Scale power. It has higher damage before even adding modifiers. You get this at level 2. It also has a very quick animation time.
The only reason not to take your melee attacks is build space at level 50, if you're sure you have enough attacks of equivalent power to make up for the loss, and even then I would never advocate skipping more than one.
The reason you're confused about the blapper powers is you're using a Controller mindset. Don't do that. Doms are a dual-nature AT, not a support AT; our DPS isn't nominal like Defenders, it's meant to be used and used often. The melee attacks are good choices because if we're doing our job right, it's safe to use them. -

OP: Yes, they still can be used to quickly build domination same way as always, although there is now Frenzy that pure villains can get that instantly refills your domination bar to 100% once every 6 minutes that has kinda made snipe spamming a little obsolete. -
I have mine HO'd out for full Damage and Mez, so it only needs 4 slots, but it does everything I need it to. Its recharge is very short to begin with.

Not to be a downer, but that's a pretty big task you're asking of us, not only to make a build, but to outfit it with IOs that aren't too expensive. I'd say if you're not that rich, just make a build yourself, avoid the expensive sets, and frankenslot. If you'd like us to critique any build you make, that's more likely to get responses. Makes things easier since we don't know what you like, or what you want out of the build.

Also, Doms have changed a lot since you left.
Domination no longer buffs Damage, but in return we have .95 Ranged and 1.05 Melee modifiers, essentially giving us close to Blaster damage at all times. Damage buffs do more for us than any other villain AT. This is the main part of what is referred to as "The Dom Revamp".
In Psi, every power is better except for Psy Shockwave, which is now just a decent PBAoE attack and not the end-all-be-all of the set.
Fitness is now Inherent at level 2, but you need to /respec to get it on any character that existed before I19. -

Firstly Perma-Dom. this must surely be a good thing, but how does one get it? Is it only a late game goal? Can one work towards it, or will pursuing it be painful at earlier levels, and perhaps it'd be better to respec into. I had undestood that Dom was built by attacking ( making Psi dart not totally suck, but that doesn't seem so from the posts I've read.
It's considered a late game goal, but you can get it earlier with dedication. It costs a ton of Infamy to do it with just the market, so you'll want to do Strike Forces and Story Arcs for the Reward Merits.
With Hasten, you need at least 75% total Global Recharge buffs from any source (but you'll want more for a safety net). Without Hasten you need something like 150% Global Recharge from any source.

Static field is your endurance recharge and opening attack (actually synaptic overload at higher levels).
With some recharge, your chaining Sleet (Ice), Fissure, Tremor, and Jolting chain. Throw in some Chain fences every now and then to keep things close. Got a boss in that group? No problem, Powerboost with Tesla Cage and Seismic Smash if your not permadom. -
It took a long time for me to return, but this is the best I've ever felt. Dominators truly fit the namesake now. You can tell how good life is just by coming to the boards--no one's here, complaining about anything, everyone's playing the game (I'm out of town, so I'm here complaining, just not about Dominators >.>)

specially about fire cages...ive always heard Doms not taking the AoE immob because its not within the playstyle of a Dom and yes...you dont need containment like a controller...but ive always taken it on my Doms...i mean...is it necessary at all? or just a late game addition to your build? because its either going to be fire cages at level 4 or Ring of fire...i refuse to take tremor:P on the same token i dont wanna be the Dom that cant contain mobs since i team fairly often...or should i not worry about that too much...i mean i'll have 2 ST mezzes and 2 AoE mezzes(rather than 3)...still fine hm?
or i just end up taking both fire cages AND ring of fire...? XD
Still, the ST Immob works against AVs and bosses no matter what, so it's still useful. -
Doesn't really matter what you give it to, as long as it has 5 slots or more. The reason to slot purples is for the set bonuses. Optimally, though, give it to a power that you use most often. By the time you hit 50, you'll know what that power is.

Power Customization is the greatest thing ever. I saw people complaining on test that /Energy only got one new animation, but it works so much for Power Burst.
Speaking of which, I just noticed that since our Energy powers are now just the same tintable versions everyone else gets, the "hit" sound effects we have are the good ones that everyone else gets.
Is it just me or did Power Push get a new animation? It looks WAY cooler than I remember. I thought it used to wave back and forth, not split into three bolts and swirl clockwise. -
Really? Man, things really have gotten better since I was gone. If Whirling Hands really did get a 15' radius, I might end up taking it.

I've done franken-slotting and such for a while, I'm only just starting to work towards permadom. Life is good. It's a shame you don't like Mind, it's got a nice bag of tricks.

Controllers are all about safety, staying out of the fray and keeping the team safe at any cost. If you try do that as a Dominator, you'll feel second-rate because we don't have debuffs to mitigate things we don't hold; we trade the second layer of mitigation for the power to do actual killing, which needs to be used in order for us to be effective. Controller vets, funnily enough, sometimes have a hard time adjusting to having a real attack chain, when a lot of them wanted to try Doms in the first place because we get a real attack chain.
Dominators are less about safety, and are all about burst control and mitigating only enough to make it safe for us to enter the fight without worry. We've got the highest damage mods of any Villain AT now, and we're neck and neck with the Hero ATs in that regard, so our attacks really matter. Holding minions for us is more or less to mitigate the alpha strike, after that we should concern ourselves with holding mainly the Bosses, Lieuts, and scary things while standing in the fray with the melees, beating things to death with our attacks. Domination is part of that, too: you're guaranteed to hold everything with one application, and you know it'll last long enough, so you can focus entirely on attacking.
Basically, we're more like Blasters with controls than Controllers with attacks. We're a dual-nature offensive support AT, and since we're nearly the best at everything we do, you have to find the right balance. With our new APPs, we even have a good selection of AoEs to pick from, the only thing we lack is a full-on nuke. I think you'll like it. -
First thing we did after I got settled into HTTT again was get my alpha slot. I'd forgotten how much I love this game.

It entirely depends on how much you like being in melee. Both sets have good melee attacks, but Earth is focused around being in melee, having three powerful melee attacks, but only two ranged attacks. Energy is more flexible and can do both range and melee fairly well, but Earth has by far the better AoE options (Energy's one AoE is so awful that some don't even acknowledge its existence).
If you can't decide based on mechanics, decide based on looks. By that I mean pick Energy. >.> I'm biased though. -
