I'm fine with normal procs becoming PPM. It's a better system than legacy procs. What I'm not alright with is a 90% cap to the proc chance and the use of modified recharge for various reasons - all of which have already been stated in this thread. I don't think that creating parity between SBE procs and standard procs is a bad thing. SBE procs still have the tremendous advantage of being attuned, which is becoming more and more attractive to me with SSA content and other new contacts/zone revamps etc. often taking place at level ranges that aren't 50.

Not only, in doing this, did you 100% ruin the only 'perk' of buying SBE perks, but you're also nerfing them because "Oh no people are squeezing performance in City of Heroes!".
I know your EULA has a small clause stating we can't flail our arms and scream about these changes, but I also know an EULA is easily thrown out in court if you break a greater jurisdiction law. I really hope, for Paragon's sake, nobody has the willpower to take this to court.
I support the idea of making all procs PPM.
I do not support the idea of ludicrous caps that dynamically change the game.
I do not support 'subtle, accidental' Bait and Switch.
PS: I am also neeeever buying an IO off the Paragon Market again. Too subject to be randomly nerfed and the value going down. Yay for useless Mako's Bite procs.
You really need to refund these, Paragon. All sales are final is one thing, laughing at your player base because design made a boo boo is not kosher.
If absolutely NOTHING else, the Paragon Market versions could have a small advantage by having a slightly higher "proc cap" or whatever the heck. I don't know. I do know Stalkers are going to be screwed and the "Working as Intended" Stalker ATO proc will suffer for this.
That is a pretty nice bait and switch for anyone who purchased Super Packs specifically for that proc.

I've been sold a tonic that worked for a few days but then stops working once the vendor has gotten my money.
I don't deny them the right to change things. I do however take issue with being denied my right to return said product for a refund.
If a refund is simply not doable then grandfather existing SBE Procs and sell only the "new and *sarcasm* improved" SBE Procs in the store from here on out. If this happens without customer recourse it's a crime.
If they refuse to refund me my points I'll simply stop my subscription until the point total + what I lose from my VIP bonus missing months as a subscriber (which I think should be able 4 months to break even). My vet status is enough that I won't miss much if anything and I'll deny them my patronage and dollars. If I can't make them see reason one way I'll show my displeasure by speaking with my wallet. If I cant get my refund in one fashion I'll simply TAKE IT in another. -

Seeing as this game is almost exclusively cooperative and not competitive, it's also perfectly viable to not use any SBEs at all. It would be very very difficult for someone to convince me that they need SBEs to succeed. -

I'd support Boomtown or the Shadow Shard. Both have compelling reasons to be co-op and both have a plethora of story material that is ignored for no apparent reason.
Why in the world would they have just left Boomtown completely destroyed for all this time? There should at least be a government/Vanguard presence in there looking for extant Rikti bombs, clearing out 5th Column and Council cells, and keeping the Clockwork from taking everything that isn't nailed down. Speaking of them, it could be a prime opportunity to expand the story presence of the primal Clockwork. They've been harvesting the ruins in Boomtown for years. Surely they could have built the Clockwork Castle by now. Just saying.
The Shadow Shard received a pretty big cameo in WWD with Rularuu's involvement. I never understood why there weren't actual missions in there. It seems like the Task Forces (most of which are rarely run anymore) were some kind of attempt at a chronological story for the Shadow Shard. I think all of them could be updated and the zones revamped. Mole points should be bigger, bases fortified, and Vanguard should be there. Also, the villain groups that went there have been there long enough to establish footholds. Nemesis had a whole base there back when the Midnight Squad were probably the only other people that knew it existed. I liked the Nemesis air ship idea someone posted. That's what Nemesis is missing. He has all that steam powered old fashioned tech. He needs a war zeppelin. -
This PB build would be meant mainly for incarnate content. Human form is mostly for buffs/nukes. Nova would be where I'd spend most of my time. Dwarf for emergencies. I built for high recharge mostly, with some S/L defense to combine with Barrier. I'm at a bit of a loss really for what else to do with it. Any and all input is welcome, particularly suggestions for my incarnate abilities. Also, what judgement looks best with the forms?

I love the knockback because with combat flight I can control most of it, so I can turn it into knockdown if I want.
Solo I have enough damage and enough defenses to run -1/X5 at level 39 with near perma light form.
On a team I am even better at taking the alpha, and putting out near blaster damage. RO teams tend to have a bunch of defenders so I get alot of damage buffs.
I use my photo seakers as a crashless nuke (I only summon them when I have a bunch of mobs around me). Works great as is.
So far my PB is more consistant than my warshade for offense and defense. If my pets die on my warshade my damage output goes way down. If I am fighting 1 hard target my warshade has trouble with defense and offense. Not so with my peace bringer.
So what I would recomend:
1. Toggle suppression while form shifted.
2. Conserve energy recharge = 300 instead of 600, to assist the PB prior to light form because the attacks are very expensive in end relative to the damage they do.
I think I am fine with the Psy weakness. Without that my PB seems near unkillable. -
I would love to see toggle suppression, and wouldn't mind seeing Photon Seekers and Pulsar brought in line with Dark Extraction and Gravitic Emanation. Other than that I actually would prefer Peacebringers stay how they are. I don't want or need my Peacebringer to be an SoA.
In fact, things I wouldn't change:
1.) Knockback to knockdown. It's really not very difficult to control the knockback in most of a Peacebringer's powers. Knockback is actually highly useful in a lot of situations since Peacebringers have no defense but high resists. Most enemies lack a substantial number of ranged attacks, and attack much less often when they are at a distance. That ends up increasing surivability substantially and doesn't have to be a huge inconvenience to everyone if you use corners and walls to your advantage. The sole power where I can see some merit to the argument for changing it to KD is Solar Flare. However, with instant form changes I'm no longer willing to listen to that argument. We now have two versions of that power available to us without a 2 second wait - the high damage KB version in Human form and the lower damage KD version in Dwarf form. It's been said that the KB is in Solar Flare to keep it balanced, and I'm fairly certain that a KD version of Solar Flare would just be a clone of Dwarf Flare. I'd rather have it how it is now.
2.) An added attack to White Dwarf. It's no longer necessary. Convenient maybe, but far from necessary. All this would do is steal slots from my other powers to deal not a lot of damage. If you need a lot of damage, you shouldn't be in Dwarf. Even if you need to be, in most cases you are now able to drop Dwarf, hit Radiant Strike, and instantly turn Dwarf back on. It leaves you vulnerable to mez and damage for an instant, but you can heal back pretty easily with Sublimation and even if you get mezzed it won't stop you from shifting back to Dwarf.
3.) Making the nuke a crashless Nova power. I can see the merit in that, but I like the higher damage devastation we can cause with Dawn Strike right now. Something is just insanely satisfying about flying into a group of enemies and exploding into a giant white energy blast of insta-death that sends the few survivors soaring away from me so I have a second to pop a blue and finish them off. -

I don't believe the Rikti's story is over. The first mission of Ramiel's arc has text that says their story has changed so much since "then". Since that specific text is in the description of an echo of Hro'Dohtz (or however you spell his name) "then" must be the second invasion. Also, IIRC we have made peace with the Traditionalists. The Restructurists are currently in power both here and in the Rikti Homeworld. There are specific examples of text that clearly indicate Hro'Dohtz is essentially the dictator of Rikti Earth as long as a state of war exists. There also seem to be suggestions that he is interested in extending that control to a more permanent basis.
Seeing as The Battallion is inbound, and the Rikti have already beat them once, I could see the Rikti being a potential ally as well.
Either as friend or enemy, the Rikti will be in the spotlight again. I wouldn't be surprised to see a journey to Rikti Earth involved in that. -

I think, but I could be wrong, that there is an as yet unused level of set bonus in the tables isn't there? If so, it's theoretically possible that this next generation of ATO will use that superior table and not the standard superior table. I would go so far as to say the change was never needed. Every Kheldian I know has a ton of binds and macros already. What was the harm in having another one to drop Combat Flight and fire off Solar Flare? The split second of vulnerability right before everything around you blasted away from the KB? I'm pretty sure you can survive the handful of hits you might take. But yes, footstomp back please.
Side note: Can't they have it play a different animation when it's in the air? I can think of several powers that have different animations when flying. Why not play the footstomp on the ground and the handclap in the air? -
I'm posting this in the general discussions forum because it technically applies to both Brutes and Scrappers. Is it theoretically possible to attain 59% S/L/E/N defense with the Invulnerability secondary? In my head it seems like it is, but every time I try for it the sacrifices are insane and I don't even get there.
What's the highest you've gotten on your /Invuln? -
Dark Melee gives -ToHit on your foes, that's functionally identical to +Def except for fighting against AVs. AVs will resist the debuff so much that it won't be reliable for much.

It's about time for me to get myself a new technology origin character - I have way too many magic ones now - and I bought Beam Rifle a while back but haven't been able to use it. So I'm thinking of going with either a Defender or a Corruptor and picking up Beam Rifle. I'm kind of torn on the other set though, and can't decided which of the two ATs to use.
I've never played Traps long enough to know how it plays with Beam but it would fit the armored hero theme I'm going for. Are Trip Mine and Time Bomb worth taking? Or are they a waste? How's the redraw when Traps is paired with Beam? The -Regen in Traps seems like it would stack well with the -Regen in Beam to help with AVs and the like, and I know Traps is generally well regarded in the community for MMs. Is the set just as good for Defenders and Corruptors as it is for them? Which of those two ATs would be better to use for Traps?
Radiation Emission seems like a good fit as well, but I'm wondering if anyone has played it with Beam Rifle? Do you find yourself having to reapply your toggle debuffs mid-fight a lot or is it pretty much debuff and shoot? Are the Defender numbers better than the Corruptor numbers to the point of being a better choice?
Force Field and Sonic share most of the same benefits, chief among them being their fire and forget nature. Which AT would you use for these sets?
Are there any other sets I should consider? Or a good case for for being a Blaster instead? Anything I should know before making a Beam Rifle character? -

Too bad this game doesn't have a visually appealing and simple way to show me what powers/attacks a targeted foe is using, like Guild Wars does. I guess the combat log works somewhat, even if it becomes a jumbled mess in a big spawn.
That has usually accurate information about every enemy in the game. The newer content takes some extra time to show up though since people have to figure it all out. -
Basically every signature character and AV cheats like that. Not 100% of them, but a lot. A good bit of them have powers from more than 2 sets. Such combinations tend to work much better for NPCs than they would for players because most of those NPCs have innate defenses and resistances, on top of a huge health pool. Players would be defenseless running into melee if we tried to be like Dream Doctor.

Don't discount /Regen either. Staff has the ability to increase both defense and resistance. That should make it an optimal pairing for /Regen which is great at healing but lacks both of those things. A softcapped Staff/Regen will be a force to be reckoned with.

This is the first build I cooked up for my Bane Spider. It's capable of being called a build only loosely since it's just powers. But I finished picking them out and realized I'm not really sure how to slot them. I'm hoping someone will have some advice. My main goals were to have a decent smattering of ranged attacks and control while sticking with a pure mace build and getting all the positionals softcapped. I think this build is capable of doing all that. The thing is the end costs for the melee attacks seem too high to be an actual attack chain. I was hoping to have a chain of Shatter Armor-->Pulverize-->Shatter mixing in Bash as needed (if needed). I guess maybe with incarnates that could be possible. Or maybe just because I'm really tired I'm being dumb and it'll be easy to finish this thing in the morning. Either way, thoughts on this build? Keep in mind I'm trying to avoid any attacks that don't use the mace. Except for Boxing. That's a necessary evil.

Call me crazy, but the vast majority of dialogue is written very vague. Most of the responses in game are more along the lines of "I'll take care of it." or even "Accept." I think that leaves plenty of room to insert your personality and it's much less limiting than any system that might be placed in the game.

I've always loved Recluse. That's why I don't play villain side a lot. My characters don't live up to his awesomeness. Statesman always bugged me a little though, so I'm glad Positron is in charge now. Reading the Freedom Phalanx novel it seemed like he always should have been in charge to begin with.

I'm making a Hero 1 themed character, planning on having him be a mutant child who was 12ish when his father went through the portal. My question is do we know if Hero 1 had any canonical children? He was in a romantic relationship with Lady Jane, but I don't recall anything explicitly saying they had a child. Which would leave room for this character. Am I right about that though?
