On the other hand, the Seer network was left largely unguarded, and Vanessa DeVore, the woman who was personally shielding hundreds of minds from the Seers, said she was going to free Katie herself. Odds are once the whole thing was over she could just walk right into the Seer network and unhook Katie herself, with no need to trouble your character over something so trivial.
  2. Non-combat NPCs for some reason are still beholden to the normal NPC perception rules, but since they are non-combat they can't be given powers or AI to see through stealth. Combat NPCs, however, can.

    They tried to get around this with the Negative Stealth power that you'd get whenever you rescue an NPC, which would render you visible but at least still able to benefit from the eother effects of stealth powers, but it never worked properly and they had to axe it.

  5. Hey, I think it'd be cool if you could choose an emote for your character to be performing on the character select screen as an alternative to the normal standing around animation. For example, your patriotic defender of innocents could do herostance2, your wacky clown could do popdance, your scheming mastermind could do /e plot, and your attention-seeking gentleman adventurer could do the loyalty animation. It'd add a bit more personality-at-a-glance to our characters if we didn't see them all doing the same animation at the character select screen.

    A ranged attack that happens to have the exact same range as all melee attacks? Sounds more like a melee attack to me.

    An you know, melee cones need a target, should they use targeted AoE sets too?

    I'm pretty sure he only said it's a targeted AoE because it literally is a targeted AoE. To my eyes that makes it more likely to be a mistake, since it means that whoever set the IOs for it didn't realize the existing rule of thumb, and just gave it the name of the set category that matched it.
  7. Um, no. That won't change the fact that it's a melee power, regardless of how it chooses targets. The targeted AoE sets are for ranged attacks, which we established as self-evident due to the fact that most of them contain range enhancement.

  9. You can't deny the PBAoE sets are better than the targeted AoE sets. However, the devs have repeatedly stated that they do not balance the game around IOs, so it's a moot point. All we're left with then, is the fact that this is a melee attack, not a ranged attack, and it should take the melee attack IO set.

    Also, apparently melee attacks are once again being affected by range mods; that is almost certainly a bug.
  10. On my Corrupter I find it worthwhile since I don't kill as fast as a Blaster, and if it Scourges you get all the extra damage up front.
  11. I'm pretty sure the disintegration spread is actually part of the powers that cause it, so you'd have to slot them for damage instead.

    Not sure why you wouldn't want to slot Disintegrate for damage anyway, though.
  12. Being able to combine 3 insps into 1 of any other insp is nice, but I think we should do more with it:
    • Enable combining of tier 4 inspirations
    • New combining option: combine any 2 inspirations t2 or higher to get one inspiration one tier lower
    • New conversion option: instantly convert any t3 or t4 inspirations into any inspiration two tiers lower

    All combined would greatly improve one's ability to get a desperately needed inspiration mid-battle.
  13. You're both missing the point. The fact that those sets contain ranged enhancements at all just shows that targeted AoE sets are meant for ranged powers, not melee powers.

    And Spinning Strike IS a melee power, just look at its info; it's typed melee (and smashing), not ranged or AoE.
  14. I'm pretty sure they changed melee attacks ages ago to be immune to range enhancements/buffs. Not to nerf the frankenslotting potential, as you might guess, but because Hurricane could debuff melee attacks so much that it was impossible to melee the target while in the 'Cane.

    Also, to expand on what Claws was saying regarding range enhancements: When i9 was on the horizon, a dev spoke on the topic of PBAoE vs. targeted AoE sets. They said that the rule of thumb would be that if the power in question could slot for range, then it would take targeted AoE sets. If it could not be slotted for range, then it would take PBAoE sets.
  15. So it seems Spinning Strike in Street Justice takes targeted AoE sets. While it is technically a targeted AoE, targeted AoE sets are supposed to be for ranged attacks; just looks at the names of them. As Spinning Strike is a melee attack, I'm pretty sure it should take PBAoE sets. There's precedent; Thunder Strike, the only other melee-ranged targeted AoE takes PBAoE sets.

    You can only have one FREE respec. Veteran respecs are not free respecs.

  22. I don't want to start any wild rumors, but Street Justice is listed with the rest of the melee sets in the character creation screen. Clicking the store link for it gives an "Unknown SKU" error in the market right now, though...
  23. A blue inspiration from 0 end is not gonna be enough to use Burnout unless you've slotted it heavily.

    Glowing Eyes is still in there. All you have to do is select Supernatural Face 13:


    Make sure the Pattern selected is None:


    Click the left arrow on the patterns entry once...


    And voila!


    It's the exact same thing you do to get any costume piece's unique pattern, like Justice or Defense.
