Having multiple builds won't really help me. Even if I had 2 builds, I'd have the exact same dilemma.

There is no way I'm dropping the fitness line, and I don't really care about Snow Storm at the low levels.
Anyway, I'll work something out. I may just move Recall Friend to 22 and move Steamy into the 1-20 range and shuffle some slots.

Here is my personal build. Maybe it will help.
It has a couple of unorthodox choices:
1) I don't have Snow Storm (I find I never remember to use it)
2) I don't have O2 Boost (I know you wanted it)
3) I have Hasten + Super Speed + Hover (instead of Hover + Fly + Hasten)
4) I actually like Thunder Clap and Short Circuit
The issues are easily solved if you have different preferences.
For the travel power issue, simply take Swift instead of Hurdle, and shift the order you take the powers (and maybe the levels you slot them). Fly will be 1 mph short of the flight cap with a level 50 Flight IO. I just prefer Super Speed for the full stealth with Steamy Mist, and I still get to Hover in combat.
For the other issues, the build is highly customizable. If you don't like Thunder Clap or Short Circuit. switch them out with O2 Boost and Snow Storm. Maybe you dont like having the Hold powers? Again, just swap them out for something else. I like damage and hard control, and I don't like healing others (or worrying about their mez/status) so I skipped Snow Storm and O2 Boost. No biggie.
Anyway, hope this helps. My goal was just to get all the powers I find fun, while picking up a bit of global recharge.

My main reason for wanting Recall Friend at a low level is that I like to be able to port teammates around, especially when I have the ability to go full invis and help ghost missions. Now, its true I do have Assemble the Team, but it is on a long timer. Therefore I'd have to be more choosy about when I decide to use it.
Well, I'm in no rush to decide. I'll sleep on it. Any opinions are welcome.

Well, I'm asking because I *do* want Steamy, and I'm trying to figure out how to squeeze it in. I'm trying to figure out which of my goals is the one that should lose ouit.
Snow Storm I don't really care about. I tend to be so aggressive with the other powers (Hurricane, FR and attacks) that I don't get around to using it much.

But again, now I'm all paranoid. I'll have to go home and check. If you are right, that will pretty much force me to put Steamy Mist in place of Super Speed and move my slot from SS to Steamy Mist and get the lowest level Karma KB Prot I can get. But, I don't think it works that way. But now I have to check.

Since we've got the advance notice that the Positron Task Force is being split into two sections and is also being re-vamped, I have decided to re-vamp one of my favorite characters to fit. Obviously, I can't know anything about the new aspects of the story, but I am assuming one or both of the missions will remain at level 15. Since we keep access to powers as if we were 5 levels higher, I'm trying to tighten up my level 1-20 build.
My goals are, in order of importance:
1) Full normal stealth for ghosting missions
2) Ability to teleportport team-mates
3) Access to the important Storm Summoning powers (FR, Hurricane, O2 Boost)
4) Knock-back protection for me
x) Steamy Mist for team resists and team stealth
x) Soild attack chain for contributing damage
x) Endurance Recovery for me
x) Access to super speed for quick mission travel
NOTES: x) indicates a lower un-ranked priority. Also, I have access to City Traveler as well as Assemble the Team, so I can take a travel power without the pre-requisite, and I can port the whole team if necessary. I also have access to Ninja Run as an alternate travel power, as well as a Stealth IO in Sprint (for stacking with Super Speed or Steamy Mist).
I will post my build below. Basically, I have everything available to me by level 20 in my build except for Steamy Mist, which I don't have until 22. I can't decide whether to go with the build as-is (losing access to Steamy Mist for the task force) or not. If I take Steamy Mist I could lose access to Stamina, but I'd still have my Health with Numina and Miracle in it for endurance. I could also push Recall Friend to 22 and rely on Assemble The Team. I could also consider dropping one of my 4 attacks, but I really like having all of them. I could also move my knockback IO to a cheaper Karma and throw it in Steamy Mist so that I could move Super Speed to 22, and then rely on Ninja Run, but I find that a bit slow.
I'm hoping some of you might be able to give suggestions as to which option is more valuable to a team. Or hey, maybe I've overlooked something altogether which would let me have my cake and eat it too.

Well, you could always play a build that has lots of grief potential, so that you'd be extremely helpful, but the very same powers could also let you screw with your own team from time to time.
I'm talking about a Gravity/Force Field controller.
You can use your powers in a helpful way, and that's all well and good, but lets look at the ways in which avarice or incompetence can hurt a team.
Propel -- knock foes into aggro range of other groups. Bonus points for doing this to an enemy that has a toggle on it that will aggro more groups simply by being knocked into them.
Dimension Shift -- make entire packs of enemies immune to harm. Confound your allies, make them wait, etc.
Wormhole -- move enemies into places that will get the team in trouble, or 'accidentally' move foes out of kill zones. Or move extra ones in to see if the team can handle it.
Singularity -- Whoops. I didn't mean to summon/drag Singy through those guys. I didn't mean to scatter all the foes with my pet's repel field. Truly. My bad.
Force Bolt -- another chaos power, if used correctly. Like propel, it is good for taking a foe your allies have cast a toggle debuff on, and knocking him into another group.
Detention Field -- another intangibility power like Dimension Shift, but single target. Perfect for that last boss that is almost dead. Whoopsie!
Repulsion Field -- cast this on a scrapper so that he knocks his targets away from himself as he tries to kill them. "Sorry man, I meant to cast that on the blaster."
Repulsion Bomb -- causes knockdown instead of knockback, but its still got the chaos factor. Also, I *think* knockback IOs in this turn it into knockback, which can always be "helpful".
Force Bubble -- piss EVERYTHING off at once, and push all the foes out of the scrapper's mitts.
Personal Force Field -- for being the last man standing after an "accident". "Hey guys, why is everyone else dead?"
As for the Epics, either pick up Hibernate in Ice for yet another "last man standing" power, or go with Fire to get Rise of the Phoenix so you can survive your own mistakes, or simply go with Primal Forces so that you appear "well themed" instead of "dangerous to others."
Seriously though, I'd limit this kind of behavior to your regular friends when they seem up for a laugh or two, but you've got to admit there is a lot of potential here for fun. The best part is that these same powers (when used correctly) are VERY powerful for helping teams generally, including PUGs.
Another fun combo, btw, is Storm/Energy. I have one of those at level 50. Lots of knockback. But, you know, people are immediately suspicious when they see that combo. Grav/FF is sneaky, and has that honest trusting face that lets you get away with murder.

This isn't really an impressive build or anything but it is soft-capped, and its designed to be played up just as built in terms of when you take powers and when you slot. The only rough spot is until you get to level 8 since I only took 1 attack until I got my second one at level 8.

All,
I was thinking about all the new explore badges coming soon in the new issues/expansions. It made me wish we had a Geocaching system in COH/COV.
It would be cool if the little explore badge marker itself has a log book or GPS info. You'd still get the badges for wandering near them, but clicking on them would give a text pop-up that gives a *useful* text hint as to where the next one might be, and maybe the GPS location (/Loc position) of the nearest neighborhood marker. Each cache (or clickable marker) would tell you a hint to the next one in the same zone, in a loop, so that you might realistically find them all. Each zone would be independent so that you'd have to find at least one per zone from trial and error. Just make sure each zone has one marker/badge in a place that "seems" like it'd be too obvious to pass up for a marker. For most zones, that is already the case (such as the Doughnut in Faultline or the Globe in Atlas).

I leaned on my primary more, so I don't have an Offender build really, but here it is for giggles. It has a fair amount of +recharge and a lot of +accuracy. I haven't started the character yet but I plan to this week. Maybe you'll get some slotting ideas from it, or maybe you'll hate it.

Yeah, I'm not comfortable taking a slot from Practiced Brawler. It would make leveling up hard, and I do exemplar down a bit. As for taking the slot from MG, I'll think about that. I like having the extra rech/end in it, but maybe.

The main problem I see is that you dont have Conductive Shield yet. That's your resistance toggle vs Cold, Fire, Energy and Negative. I'd get that soon. The main problem is that you have 4 powers you'll be wanting to get before level 32, but you'll only get 3 more powers before then (at 26, 28, and 30). Conductive Shield, Soaring Dragon, Energize and Lightning Reflexes. Decisions, Decisions, eh?
If it were me, I'd take Conductive Shield at 26, Soaring Dragon at 28, Energize at 30, and Golden Dragonfly at 32. Then at 35 and 38 you can take Power Sink and Lightning Reflexes in whatever order you prefer.
I've never played a scrapper with a pure resist set (Dark, Elec, Fire). I'm totally spoiled on soft-capped Super Reflexes builds and Willpower builds. Can anyone comment on how the pure resist sets perform? I'm afraid I'll get eaten alive, but I've been tempted to make Elec/Fire and Dark/Elec.

All,
I've got a build for a DM/SR worked out. It is mostly cheap (other than 3 or 4 specific enhancements) but my problem is that I have to decide between the Kismet 6% accuracy multiplier and the 3rd slot in Hasten.
Which way would you go? I think I should probably go Hasten, the 3rd slot shaves 13 seconds off Hasten's time. Still, I love hitting things more accurately. Which would you do?

I guess the nuke would be pretty good on a Traps Defender (or Corruptor?) since you could hit the soft cap (eventually) or at the very least have a nice defense bonus with the Force Field Generator. Maybe on a FF Defender too.

Curiosity trumps principle, here.
Anyway, I'm against the idea of pay-for level 50 characters, but I'm fine with the idea of a veteran reward (say, at 51 months) that lets you make a new character ONCE on that account that is level 50. I'd use that to remake my DM/WP as DM/SR.
I am against an auto-level veteran reward for all characters to 20 or 22. I want it but I think it would hurt the game by making all the old timers skip past the newbies who are trying to meet people.

That's the build I use too!
EDIT: well except you put an end reducer in Fulcrum Shift, I use 2 acc. And I dont use the Miracle. And my Hot feet numbers are better then yours in the same slotting.I'll talk to you about that later. But otherwise, same build.
OP,
What I do with my Fire/Kin controller is that I have one build that is strongly oriented to recharge and accuracy (to maximize my controls). It is also team-oriented so I can buff allies, port them, clear their mez status, etc. That is the build that I sink money into if I'm just wanting to make the character "more and better" but its entirely optional to do so.
Then I have my second build which is my farm build. It skips Cinders, and it skips Increase Density, and it doesn't have Recall friend, but its still a perfectly fine build for using in a team (it has speed boost and inertial reduction, and you could pick ID instead of IR). So, it COULD also be your only build. It has some global accuracy (25) and some global recharge (46) but its main focus is to defense-cap smashing/lethal. This is not only good for the Battle Maiden farm, but frankly its good for most foe types. Lots of smashing/lethal gets thrown around in the game.
Just remember that (IMO) it is better to keep your farm build cheap if you can. The Fire/Kin build SBeaudway and I use is dirt cheap by most measures. We do have some sets in there, but they are generally relatively cheap, and you could build the same character using only SOs in the character, with the exception that you'd need to still buy the steadfast def/res (20 million) and you'd need to have the 2 sets of enfeebled operation (very cheap). You'd also need Combat Jumping, Weave, and Rock Armor, but you could use SOs in them, and in the rest of the build. You could let the 1.25% smashing/lethal bonus from tough go and just stick the steadfast there, and you'd still be at 43.5% s/l defense. Talk about dirt cheap. The stuff beyond that in SBeaudway's build is strictly optional.
The goal of a farm character should be to make you money, not cost you money.

I need more than 36 slots too, or will soon. I have 4 slots left. I am trying to save those 4 slots for sets that MAY get proliferated. I want a /Dark, /Traps, and /Poison controller on my main account, but I also want to put a new Storm/Dual Pistols and Dark/Dual Pistols and Traps/Dual Pistols on my main account. I could spread 2 of them to my 2nd and 3rd account but I'm weird. See, I have Traps defenders and storm defenders on accounts 2 and 3 already so I need one on my 1st account. I also want the Dark/DP to be on my main account because my concept is cool!
So, I either need more than 36 slots, or they need to have cross-account character transfers (limited only to accounts linked to the same master account). Either one would fix me up, since I have 12 or so potential slots on my 2nd and 3rd accounts.
I could also stop being so uptight/ocd about my characters and which account they go on, but that will never happen.
