Well the first thing that hit me was that it was in Atlas till I read that it's in 19 zones.
And possibly the best part is picture 8 where you can set whether or not your boss runs away. That will be set to 'does not run away' for every mission for me. -
Now that is odd, I will make a few search attempts myself to see if I can check this out.
On the flipside; this highlights the possibility for villains on hero search so finding members for co-op zones should be possible no matter which side you belong to. -

I got an invite from the refer-a-friend program but when I go to apply it to an existing account, I'm prompted to create a new one.
My first thought is that the refer-a-friend is different to the invite-back one; would I be correct in thinking this? -

I did not even know that one, I do not tend to read about the things I can not get.
I doubt that that I will ever make it to 60 months, it is still another 3 and a half year away for me. Further more I do not find the argument you only have to wait 5 years to be able to get a travel power with one power choice a valid argument. If that solution is technically possible it should not be limited to 5 year veterens. If anything it should be a argument for redesigning the 60 month vet reward.

You describe the requisite power as a 'throw-away' but I find that there is always one useful power in all the travel pools:
Leaping/Flight - The attacks for both have a form of knockdown which stops foes attacking you and the other combat toggles provide a small amount of defense to ALL damage types.
Speed - Hasten is not only good for increasing your attack rate but counteracting those slow powers that get throw about by various foes, usually in the form of ice or psychic blast.
Teleport - Recall friend can make you the toast of the team, brining people quickly back to the fight and TP-Foe can help to pick off enemies that you want to fight first.
If you team often (like the aforementioned sewer run) and stick to one alt at a time then you will get to the current travel power level of 14 before you know it. -

Second, the above commands tend to fix the problem of not being able to move, usually plopping you where you first entered the zone.
Thirdly, the only thing it might be is a place where there are big doors; most of the entry/exit doors are single-width.
If all that fails then you can petition the GMs under the option of 'Stuck' and they'll move you back to Mercy so you can get your bearings. They did it for me when I had similar issues while zoning. -

All my defeat badges are done, most of my achievement badges, I've just worked all my Ouroboros condition badges for the first 4 level bands. Only the PvP and healing badges (plus miscellaneous TF badges) to go. -

They'll leave basic support staff in place to run and administrate EU servers, but the most that'll happen to us is getting the forum merged into the US one so they can roll all community support together.
Essentially, now that money isn't so easy to come by, NCSoft are, like many other companies in the current environment, streamlining their operations and trimming the fat in a way they frankly should have in the first place but never bothered to when things weren't so difficult.
City of Heroes is still an NCSoft moneymaker and marginal as we may feel or possibly even appear, the EU servers aren't going anywhere because of that. NCSoft is cutting its overheads, not us.

They were there mainly for Tabula Rasa which isn't even going to see March. City however has always been managed in the US, as per our odd mid-afternoon updates to co-inside with the devs being awake in case the worst happens. The servers themselves are probably maintained by a team already, located in Germany somewhere and the dev team has remote access as we all do. -

It hasn't really changed much the last two years, has it? My first Valentine's was the same as the last one and the redux. The one before didn't have the reward menu but I gather was the same mission.
I'm actually glad there's nothing new. Yes; the new larger dev team could spend time making new stuff but for what? A two week event that has to be made fair for every alt from 1 to 50?
I understand the idea that new is better but last year it felt nice to catch up with all my badge collecting on my alts and not have to worry if my main was missing out.
I'd rather they keep the events the same from now on. At least if you've got all the badges you want, you can help out the new players, ignore the event and do some regular teaming or nab the badges on your alts. -
Well how about alternating or coupling the heal farm with a PvP session? Either together or apart. Get people in the zone battling it out for the Disruptor badge while those with the badge can either join the heal farm or help others get the relevant badges.
