I've honestly never had McKnight or any "mission pet" NPCs do that...

The other day, my Mastermind was doing the second of the Midnighter missions, the one where you end up facing Kadabra Kill and his wifey.
For some reason I can't fathom, Kadabra Kill spawned as a +6 Hero (I was playing on Villainous, the minimum difficulty). I was able to peel away his escorts and defeat them all (tough to do, they were all purple conns). I then went after the hero himself.
He's a Grav/Kin character with healing, holds and so on. He was capable of one-shotting all my soldiers at once. He slapped a hold on me, used siphon speed and ran away at mach 9. In a matter of seconds, he had healed all the damage I had managed to do (which wasn't much).
At one point, I actually got him down to about half health (much resummoning, and many inspirations), at which point he siphoned speed and zoomed away to regenerate. It was physically impossible for me to catch him, slow him or immobilize him. Tar Patch had no effect once he hit siphon speed.
If he would have stayed and fought, I would have eventually beaten him. As it was, I had to drop the mission entirely because he kept running away.
This IS a problem, and I think it's fairly serious.

My Crab has no problem, but he forwent a Travel Power in favour of Hurdle (2xJump) + CJ. I can actually outrun the mobs now. But yeah, it's kinda annoying.

Well, one thing is... Don't chase the runners. I know it seems counter productive, but I've noticed that when chasing after early runners, a lot of time, they'll stop, turn around, see I'm still chasing them and start running again, leading me on a merry chase if I'm playing melee. I suspect that there is code in there that makes runners check to see if they are being pursued, and if they are, they keep on running. But if you don't go chasing after them, they tend to forget they're being chased and either slowly walk back to their point of origin, or just hang out where they wound up.

I've seriously never seen this happen in 4+ years of playing. I see them stop if I get an attack in on them while they're running, but never just stop on their own a short distance away and come back. Stopping and waiting for the runners to come back to me usually would mean more time standing around than playing. They tend to run until they're far enough away for the AI to wipe aggro.
What you may be seeing is some ranged attackers will run until they're at range and stop to attack. Longbow Eagles and Family Hitmen, for example, tend to do this. Others will pause to take a pot shot then continue running. -

Are you kidding? You get a short arc every 5 levels at least until 25 for them, probably farther. You HAVE actually gone to the contact you get referred to by the VEAT starting contact, right? Then the one he refers you to, then....etc.

the issue after HEATs they got all there contacts and there sf. there arcs are longer and go past lvl 25. Heros have far more missions plus a far better story line. VEATs story is bleh at best So i dont really see how you can not understand where im coming from.

"Bad story" ( In your opinion ) =/= "No story". Also, you said there were no arcs. I pointed out that there were. The question wasn't of the quality, it was of their presence. If you want my opinion on quality, they're okay. Not great, but not bad. Absolutely more than Khelds had upon release. I'm also pretty sure they didn't have arcs up to 50 in the very next issue. I believe it took a few issues before they got that. -

I've never had any gaps until the mid-late 30s myself. For the first couple years, CoH had the gaps sooner. And, up to about 25, I find I outlevel the zones before I get all of their contacts ( In some cases, before I even get half of them ). Just from one mayhem granted mission contact, Martial Brass, and Willy in Cap, I'm usually ready to move onto Sharkhead. I haven't done, say, Golden Roller in ages.

Heroes don't really need any new zones. Like I said before on hero side, there are still zones and contacts I have never seen or spoken to in 4 years of playing this game.
Villains side, I've exsperienced everything... 5 times. Villains are the ones lacking in the content department.

But it doesn't have the same name. The blaster version is [energy blast.torrent]. Sister Psyches version is [sister psyche.torrent]. It's a different power that does the same thing but has a different color. Mobs simply don't use player power sets. -

The NPCs have their own powersets. They can have, say, red energy blasts because they're not using the Energy Blast powerset that blasters use. -

It's often said that MMO's have pen-n-paper games as their ancestor. There's one playstyle of those old p-n-p games that has never really been supported well in MMO's- the GM. In any pnp game group, there's at least one. Depending on your group size, that might be 1 in 4 or 1 in 10, but that's still a large market to tap into.
1) A market that LIKES telling stories, creating things, and sharing them. Something they can only find in limited ways in other places, meaning CoH can carve out an appealing little niche for them.
2) Almost every pnp GM I knew was also leader/organizer of the community. You often played what he wanted around his schedule. He's also the type to gravitate into organizer/leader positions in online games. If HE wants to check out this game to experiment on this, he's more likely to influence others to do so also.
And... despite there being plenty of pnp GM's out there making their own content, those game developers kept cranking out modules for people that wanted something professionally done....

I have a nagging suspicion this means no xp/influence/etc for these missions in which case. Crappy system and count me out. Not gonna bust my butt to create tons of missions that grant absolutely no reward.

Oh I got the point. I got it a long time ago. This is a great way for the devs to have the players create content for them so that they don't have to. We already provide free Q&A services when we Beta test the issues. Now they want us to be quasi-content creators. Then if were lucky enough to be sprinkled with the blessings of 'Devs Choice' then our mission will give rewards. Great.

You're wasting your time. I see these types on game forums way too often. Viewing test centers and customization features like these as using customers as "free employees". Apparently it's too much for their tiny brains to comprehend that these things are completely optional basis and if they don't like "helping the devs for free", then they don't have to.
As for the mission creator specifically, it sounds like it'll be an absolutely amazing RP tool. -
