^ This. Considering how wildly differently some powersets play even within the same AT, it would be downright stupid of them to allow powerset changing like that. But, with how quick leveling is in this game, it's no big deal anyway.

MM sets in general are far more work intensive than other ATs' sets, BM even more so since it's making use of a whole new rig.

Yep, perfectly fine. Especially considering the amount of coding work that was needed for this one in particular. And the rate at which we're getting new power sets these days as a result of some being for purchase only is well worth it.

MM primaries are FAR more work-intensive to develop than any other ATs' powersets. Also consider that Beast Mastery uses the new 4-legged rigs and is probably the main reason they were developed in the first place, the vanity pets and coyote run being just a way to pad the development expense while they finished up BM.
