This question is probably from the point of view of finding fun through achieving something. If you have achieved everything for the character, that means you have to find fun differently. For example fun through gameplay, like pvp or missions/tf/ma that can challenge your character. Apart from equipping yourself, there are actually a lot of content in this game, you've to decide whether the contents are fun for you or not. Hopefully, you can find that this game is more than just making an uber toon. At least, I feel that the initial design of the game is not about uber, but maybe recent feature updates does transform the game. -

I like the current system with all levels of IO available instead of every 5. Because it opens up opportunity to buy something cheaper. If a level 35 recipe is expensive, the level 34 and 36 ones maybe cheaper. That's how I can do low-balling an item by bidding 10 different levels. Low-balling will be a lot harder when the recipes are only available every 5 levels because the bids will be more concentrated, and there will be a lot more competition between bids to do low-balling.
But this is from the point of view of buying something cheap. I can understand why you want things to be available only every 5 levels. I think it boils down to your habit of how you use the market. -
Several mentioned that you may be over-slotting your endurance reduction. In fact, even if you replace an endurance reduction enhancement by defense or resistance, you only gain a few percent of your defense and resistance values. So, it is not really too big a deal, but it would be a nice tweak.
I think people have a point that slotting s/l defense probably won't help that much fighting Cimerorans, because the defense debuff can stack pretty quickly. If you can make your s/l defense beyond soft-cap, then it will make a difference. However, you probably need your whole build dedicated to it. On the other hand, some bonus for defense will help in a general situation, so you can still consider enhancing your defense even if it doesn't help that much in Cimerora.
I took a look at your build. There is nothing wrong with your build. I would say it's a typical build with lots of attacks for fun. If you want to increase your survival, you probably need a focus for your IO bonus. Right now, your IO bonus doesn't particularly enhance certain attributes. To focus on a particular IO bonus, you might have to pick other powers such that certain IO set can be slotted. In general, this is pretty hard for us to decide for you. Others have posted their build for your reference, you can play around and have some fun planning your build. -

I wonder what percentage of the playerbase uses the LFT flags. I'd guess it's pretty low...the approved alternate method seems to ask for a team in broadcast every 30 seconds.

I found that "looking for any" might not get what you want. I put no farming in my search comments, and I don't get farming requests now. However, if I turn on "looking for any", I start to get farming again. Apparently, "looking for any" means that I'm looking for farms as well, and override my search comments.
To the OP: There have been quite a lot of suggestions regarding the search. Most suggestions are centered on some efficient ways to put people together. In particular, lfm is a very popular suggestion. I think what you want is a step beyond lfm actually, because you're suggesting to group together people with similar interest, not only grabbing random people together.
I think a better discussion of this topic is not to put it in the context of farming and non-farming, but to suggest an interface that can enhance putting random people together with similar interest. Discussions with farming usually don't go anywhere. The replies here already mentioned several existing tools like joining SG/VG, chat channels, and the search functions.
My feeling is that the existing tools are doing their jobs. I think they are not as efficient as some people wish them to be. For example, if I logon and just ask in the SG and chat channels whether I can join a story-arc team, probably my request will be like going into a blackhole with no response, unless I'm lucky that day. Very often, one needs some sort (not a lot actually) of social skills to get things rolling.
I think a slightly enhanced in-game search can potentially do what people want, just that it is under-utilized. And then it's just a vicious cycle. Team leaders can't find people through the search, so they are not using it. Then people find that team leaders are not using it, so nobody set the flag. -

I don't think there is anything really wrong with your build. People pick those powers that you picked, just that they usually pick some of them at higher levels. If you always play in a team, then you don't really need to respec, you just need to play. When you level, you pick some attacks as other people mentioned.
Long time ago, there used to be some discussions about invulnerability should be called vulnerability. As you mentioned, invulnerability is only invulnerable against s/l, so the name of the power set is in fact a little misleading. I think nothing can be done about it, it is what it is. However, when you're higher level with more inf, you can use IO bonus to patch up the weakness. The bonus works pretty well and it doesn't really take a lot of inf. So, I suggest that you just level up the toon and spend some time designing an IO build for your tanker later.
And actually, it might be good that you go through all these things. I think you should realize by now that you do need the support of other teammates even though you're the tanker. The game is designed such that you need other people. I think there is a bad culture that melee toons always think that they should tank all and kill all by themselves, and ask other people to stand back. -
I think some time ago, there was a QoL thread started by a redname. I wonder how that thread went.
I guess some people will resent the idea of listing primary/secondary sets in the search window because of discrimination. From my experience, if team leaders do care about my powers, they will ask or see my info after invite. If it's the latter, they will kick if mine are not what they want. For such cases, it might be better that the power sets are listed as there will be discrimination anyway. Not to mention that team leaders do prefer certain AT sometimes, maybe the search window should cover up the AT column as well such that nothing can be known about me if discrimination is really a huge issue.
I can imagine that there are cases that a team leader has some slight preference on power sets but not strong enough to cherry pick people. If the search window does not list power sets, he/she will invite whatever but will start to differentiate people if the search does list power sets.
Overall, I'm neutral to the suggestion of listing power sets. I guess it is nice to have for team leaders, but probably will be hated by those who are lft. -
Or you don't really need a fatique state. If a power needs certain amount of endurance and you don't have it, the power will use whatever end you have and lose certain effectiveness as you described.
In principle, if you have zero endurance, a power should be ineffective. That means an attack should do no damage, and a toggle will do nothing. In some sense, this is equivalent to dropping your toggle and prohibiting you from attacking. Under the new idea, I can avoid the hassle of re-toggling. Maybe, do you want the power to maintain certain amount of effectiveness even you have zero endurance?
This thread is probably more appropriate in suggestions and ideas forum. I guess you don't want to post there. -
If there are other levels of the enhancement available, people will try to get a better deal bidding different levels. In general, if certain recipes/enhancements are not in great demand, there is quite a sizable downward pressure on the price because of it.

Or make a way-point for the glowie when you're close enough. Then show on-screen something like "Clue is near." The way-point will also show the direction in the navigation compass as well. This should be clear enough, I think. Maybe make the way-point disappears when you move away.

I tried to assemble my own computer with some help. In my opinion, it is pretty easy. The only issue that I found is that if certain computer part is not working, then it can be pretty hard to diagnose the problem. It is not rare to have faulty memory or motherboard even I buy them brand new. There are many threads in the forum that are about crash. If I assemble my own and CoH crashes, it is really a headache if I don't have spare computer parts to swap in and out to test things out.

For fighting hard-hitting mob, it might be better to have resistance. The hard-hitting mobs don't necessarily mean EB or AV, red or purple bosses can hit pretty hard. Very often, I take my soft-capped EA brute to the northern part of Rikti War Zone to solo groups of level 52-54 Rikti spawns, I can only take 2-3 hits from those Chief soldiers. A spawn there have a few bosses, you don't really need to be Unlucky Pete to face plant there.
I guess there is a personal preference here. Some people enjoy getting out of a tough spawn unscratched. Some like the incoming damage to be more predictable.
Actually, I really want to try out a melee with capped resistance for most damage types. Apart from psionic resistance, it is pretty hard to get sizable IO bonus for resistance in general. -

The Taser has such a short range that I'm actually in melee to many foes and it has about a 3 second disorient, making it useless. Targeting drone is handy, but I don't notice much difference yet.

There is something called beginner's luck. You get +15% to-hit bonus at level 1, and the bonus diminishes with increasing level, and finally disappears at level 20. Since you're level 10, you might not notice a difference with targeting drone owing to the bonus. -
Actually, putting an xp rate cap cannot really do the job. If I have a character that hit the cap, I just need to logon another character. After the second character hit the cap, I logon the first one again. So, instead of leveling 1 character, I can alternate 2 characters to defeat your cap, unless you put a rate cap on the whole account.
And also, you can refer to my first post in the thread, it is just a matter of time that players can figure out the rate cap if it is put in. After the cap is figured out, say 4 levels under 30 minutes, then it would just be what Positron said, players will make sure that they gain 4 levels in 31 minutes. -
I think the dev is more concerned with the methods players use to level fast. Usually, this points to something bad in the content design.

Not a bad idea. If you play CoV, some mobs in Legacy Chain have some kind of earth blast (maybe it's more appropriate to call it earth manipulation). It seems like they have an earth/plant theme. If there would be an earth blast, I wish that the set could be more flashy than just hurling rocks.

Because it's ok to type for the slotting of a power or two. It's better to shove you the whole enhancement window if you want to know more.

I recently respec a couple of my toons. I would appreciate a way to handle my leftover IO as well. I think it is a waste to just cash them for inf. It may be convenient if we can pick some enh to go to the empty transaction slots in the market. They look ok as a temporary storage.

I'm neutral to the suggestion. I'm ok to share my build with my in-game friends. But there better be an option or a window that will ask for my permission.
I think there could be a little revamp of the info window. For example, the list of set bonus in the powers tab is not really informative most of the time. The list is too long for a build with IO sets. Up till now, the only comment that I get from other people is "wow, nice sets of bonus!"
For the badges tab, I'm a little annoyed that I can't hide my veteran badges. Occassionally, I get comments about my veteran badges, which I'm not sure if they are compliment or sarcasm. Not to mention that some people judge me just from the veteran badges alone. Finally, it would be nice if I can pick one badge and allow it to be shown on my costumes. -
Currently, the players who level too fast will be flagged. If you put an xp rate cap, players will figure out approximately what the cap is sooner or later by collecting statistics from the community.
Maybe it is a good idea just to let players level in whatever rate they can, such that they can fully utilize whatever tricks they have. In this way, the dev can figure out more easily where the problem lies. If there is a rate cap, people will stop what they are doing when they hit the cap, or tryng to alternate different tricks to avoid hitting the cap, these will just make it more difficult for the dev to find out the problems. -
If you're sure that you're on heroic, you can petition in game and have a GM diagnose the problem with you while you play. Maybe this can give you a clue.

If you decide to go for a high defense build with fighting and leadership, the build will be pretty tight if you also take most of the powers from EA itself. If fitness can be skipped, it will be easier to go deep into patron power pools to get pets for example. There is a fun factor here, which is not something you can measure in numbers. If you can skip fitness, you can try something that you haven't tried before. And you can do it just for fun whether it is useful or not.
The flexibility of EA to skip fitness is pretty clear. However, whether this brings you a significant advantage is not very clear. It boils down to what you'll take if fitness is skipped and how those powers help in a particular playstyle. -

Currently, I don't think anyone can perma conserve power. If you have two conserve powers, you can chain them to make it perma as SpiritChaser mentioned. First of all, do you think that it is ok or not? I think it's not clear. It's probably not too big a deal, it's not like one can perma a tier 9 god mode.
Actually, SpiritChaser nearly said it all. Let's say two conserve powers are fine. Do you really need both of them? Of coz, you can say that if you don't need it, you don't need to take them. But since power proliferation is a unique opportunity, something extra can be done if two conserve powers are redundant.
If you look at the last few posts, you can see that we all want to preserve the essense of conserve power. Suggested substitute powers all have an endurance component that can be made equivalent in strength to conserve power. Hopefully, the proliferated set can be better and the substitute power can be ported back to brutes as well.
I think EA is not broken. Probably, we are just a bunch of passionate annoying people who think that something more can be done. And hopefully, you don't feel that we're trying to make it worse.
