Now to the actual idea of IO heal procs, it is already ingame with Entropic Chaos, and it's awful. It could have double the proc chance and it would still be awful. Now if they made a new targetted aoe set (as mentioned by EnigmaBlack, we could really use another one of these sets) and the proc was a chance to heal (10-20%) then it could potentially be good since it would have a chance to proc on every target hit. This is why IOs like ToE +end and FF +rchg IO procs are so good because in powers like dark regeneration and pbaoes with knockdowns they have a chance to proc on every target. With 10 targets it's effectively a guaranteed chance to proc.
This would also apply well to blasters and the like, they do many high damage attacks quickly. Would make them more survivable. -
To be clear. I was clarifying what could and couldn't be used. Mostly because I figured and wanted to avoid this result

I don't have a inspiration slot for every attack in between the drops ... and greens don't drop every time ... So that comment is not accurate.

Though I'm inclined to agree, don't mean I can't hope. Just think how much it would help blaster, controller, dominators, and SRers. almost all other groups wouldn't even need it.

each attack gains MoP Marks of Pain. illutionary DoT damage for 5 secs.
Once you have 4 marks on a target, they can be Suppressed[inherent].
inherent Suppress: recharge 60 sec unchangable. After 4 marks of pain, this power makes all current illutionary damage a reality. (Doesn't heal back) and confuses all targets with 4 marks.

While allowing the passives to be slotted for dam-res would make SR an even MORE slot heavy set, I find that the tradeoff would be worth it.
instead of res scaling from 0-70 (I'm guessing) how about scaling from 20-70. I believe it would make the health loss and the res scaling a little more smooth.
combine the ranges into one power, and move up the toggle AoE. Then add a +HP power. That should vastly improve the survivability of the set.
More HP, a more steady scaling. -

It only gives the impression it actually has an affect on sustained survivability (which it doesn't, unless you're killing minions very slowly) and encourages herding behavior. Worse yet, the moment knockback rears its head, *EVERYONE* complains about their buff auras.
I always viewed the buff auras as a *bonus*, not a necessity.
I'm all for thinking up a new mechanic/power for the set, though. As for alterations to Elude, don't forget the runspeed buff. That's one of the things I use it for. I'd also think about improving its resistance to runspeed and jump debuffs while using Elude. -

What if they made a damage IO set that had a proc that was a self heal ... a % of the damage done is healed to self. They could call it the soul stealer set.

If it isn't, then could you help me make a good regen/staff tank. All the attempts I've made for regen, have come out as me dying all the time. My computer and I are bad at clicky abilities. So, the fewer of those that are needed in battle the better. That includes incarnate ones.

Regen is a passive mitigation ... just like Def or Res. self heal is an active one, like a KB or hold. Regen has 4 active powers and ONLY 3 passive ones. They need to fix this. In a fight, I spend more time trying to stay alive than I do killing.
YAY ... I just healed back 50% of my HP ... too bad I spent the time of 2 attacks to do it.
Crap, all my heals are on cool down, I'll revive when my team finishes the mob I died to.
Regen is a horrific set as is and needs fixed.
in short: a required change is to change at least one active to a passive.
have a 100% buff to the regen ability, or add 3X the current resistance. -

So, if you are in hide, and add a stealth proc ... the knives and the Rikti drones can still see you as you ninja run by?

The copyright laws alow for some concepts to be taken ... but the closer you get to an exact replica the more ability you have to sue.
CoH actually has ALL the elements to make a wolverine replica, costume pieces and all ... but very soon after you made it, it would be changed.
They have cyclops visor too. -
boomerang comes back (not entirely a melee weapon)... net holds him in place for a secure final kill. what if the javelin was thrown at the beginning of the fight and he missed ... he then would have no weapon of offense. What if it the boomerange was knocked down ... boomerang weilder would be with out a weapon. It had everything to do with 2v1 and luckily not loosing their weapons at any time in the fight. a lot of luck and a little stratagy.

Here's how it would work. You get a new power that summons a random Free or Premium player who is online and not inside a mission/trial and teleports them to your location.
You then climb up onto their backs and take control of their ability to move and from there you ride them to wherever you want to go. Once you get to your destination the Free/Premium player is teleported to Atlas Park near Miss Liberty. -

I kinda share this take on the set.
I find the concept interesting, but can't see application. I thought it was a defensive set till you said it wasn't .
Specify some things for us with set ideas.

Whether it's attack or defensive.
A good hint would be to look at other sets that have been recommended to get an idea of lay out. and information that would be needed. And look at the existing sets. They need to follow those molds a little too. -

No. The building crit chance is on Assassin's Strike only, not Concentrated Strike (which is the tier 9).
Placate + Concentrated Strike or having the Stalker ATO proc go off + Concentrated Strike will recharge Build Up, meaning that KM can maintain Build Up for a very high uptime and easily stack it (BU->CS from Hide->BU), and it's incredible with a Gaussian's for potential triple-stacking. I didn't pick it up on beta but some reports in the Stalker feedback thread said that the ATO proc was going off in Assassin's Strike often enough to generate a perma-BU attack chain - that's probably a bug. -
