I haven't tried arena farming for them since the change, so I don't know. But I don't recall hearing anything about that. As far as I know, the only requirement is that it is a rep capable kill, because it is tied to the same 5 minute timer. It should work whether or not the match is rated.
Note though that the rate is so low, it is unlikely you'll get one in an Arena match unless you can get a lot of people. -
This is a power that carries over to the pets themselves. Whenever they launch an attack, it has a chance to go off. If you have Fire Imps, each Imp should have that chance to build up on themselves each time they launch an attack.

So in a perfect world (according to Chriffer and Ragman), all Inf rewards would be cut by a significant amount, and the Market would have price caps. How many other ways can we find to massively benefit Marketeers?

According to Synapse, Merits are balanced at 8 per hour doing Flashbacks, or 20 per hour doing TFs. I know you mentioned that you can't do TFs due to familial duties, but honestly it is supposed to take you 2.5 times as long to earn Merits if you use Flashbacks rather than TFs. Obviously there are exceptions, as there are fast and slow TFs, fast and slow Flashbacks. But reconsider TFs. Join a mature big SG/Coalition that is family friendly. They understand "kid agro". Then just stick to the short TFs. Katie Hannon (30-35) is still very short, the ITF (35-50) can be short, there are others that people can do in under an hour.

I will decide how I use the Market. There is no absolute morality. We're talking about shinies in a video game after all. There is no absolute fair price. The Market is a consignment house, not a store. No one knows what I am buying or selling. No one will ever know if I'm using the Market improperly (which is ENTIRELY subjective), so why should I care? In fact we probably disagree as to the proper use of the Market. There's no reason for norms to even form.
I suspect most Marketeers (including me) view the Market as a minigame, where the object is to earn Inf or get what you want from others in an indirect PvPish setting. Everything about the Market seems to support that view. Telling Marketeers to stop because you want to get some shinies ("win" at their chosen game) is just plain stupid. It's like standing in a PvP zone and asking the PvPers not to fight back, because you want PvP IOs or the 400 Rep badge. You are asking them to stop doing something they enjoy, so that instead you can do something that you enjoy. It's just not gonna happen.

We are PvPers, but the Market is our battleground. We beat our opponents just as badly as veteran PvPers beat newbs in the Arena or zones. Veteran PvPers put a lot of time and effort into their characters, and most are perfectly willing to discuss tactics and such with anyone willing to listen. We put a lot of time and effort into researching the market, and we are perfectly willing to share our tactics with anyone willing to listen. Unfortunately, too few are willing to listen. They have learned through experience that whining and complaining will sometimes get them what they want. We need to learn what the rich people in real life probably already know. Poor people will hate us for being rich, just because it's human nature. It doesn't matter how we got rich, or how easy it is to get rich, in fact logic doesn't really have much to do with it. It is simply human nature to want more. It's probably a survival instinct. And with it comes resentment of those people who have more.

For the 10-14 range, it certainly looks like Impervious Skin is the only x5 weight. In the 15-19 range the x5 weight probably is closer to 70. That makes the lower range look better. For the 20-24 range I think the x5 weight is a lot lower, like 50. For 25-29 the x5 is probably in the low 30s. -
I'm going to assume that the weight for a given IO does not change based on the level. It may show up more or less often based on how big the pool is for a given level. For example, a Freebird +Stealth will show up twice as often in the range 15-19 as it would in the range 30-34, just because there are roughly twice as many IOs in the 30-34 pool.
Given that assumption, we can get weights for every IO by concentrating on the 25-29 and 46-50 ranges. The 25-29 range will give us all of the low and mid range IOs, while the 46-50 range will cover the remaining ones. Covering just these two ranges will also let us see if my assumption is wrong. There are about 40 IOs that overlap, and we'll see if the weights are the same for those in the different level ranges. Plus we already have a lot of data on the lower ranges to compare them against.
So everyone, please concentrate on the 25-29 and 46-50 ranges.

I'd say wait on more rolls. If you want to do something, take a stab at figuring out what the weights are in the 15-19 range based on the data Leandro posted. I'm hoping some obvious patterns will appear, and will be related to the category (melee, hold, etc). That's what I plan to do when I have time. Then I'll compare those weights to the 10-14 range, to see if there are any differences.

I enjoy playing Super Heroes in a Super Hero game. The Devs may think that means fighting 3 even con mobs. I prefer going as far as the game will allow. My Illusion/Rad Controller has solo'd Lusca and most of the other GMs in the game. My Fire/Psi Dominator could dive into a pack of 90 bosses in AE and take them all down. I have a handful of chars of different ATs who can solo AVs. That takes the best gear in the game, so I farm to get it. Farming is simply a means to an end, and it doesn't bother my conscience like Marketeering might.
If the OP's suggestion was implemented, I'd have 45 level 50 chars who could walk through almost every challenge in the game. TFs would become a joke. Have you even been in a speed ITF where everyone has highly twinked chars? In mission 2 you all split up to take out the cysts. It's silly how fast it goes. That's what the game would turn into. -

The convenience and flexibility of the idea are stellar from the perspective of most players. A VERY significant portion of those who flip and play the market for money will be hammered by this idea. Hence the negative review of it.
Sure what doc said "could" happen. In fact is does happen, but now it only happens with the players who have a LOT of currency. Sound like anyone group we know ? ... marketeers ... who make thier money off the current system ... high end flippers ... big profiteers ...
It plainly obvious that to other players it would be real QoL fix.
So always keep in mind that when the profiteers blast this kinds of idea - it threatens their play style more than anything else. Whether its actually good for the game itself or if it benefits the greatest number of players is irrelevant to them.
You claim this is a QoL fix, but it is not. It would make the game massively easier. If you could unslot IOs to transfer them to alts, friends or SGmates, then everyone would be running around with the best gear in the game. You may think that would be great for players, and a lot of people may agree with you, but a lot of you would get bored and leave the game if that happened. The Devs know that, and that's WHY we have Ultra-Rare items in the game. It has to do with motivation, emotional investment, perceived worth, and various other psychological phenomena.
I've been doing a lot of PUG TFs recently on Infinity. During one someone said, "I remember when TFs used to be hard." IOs have given us back everything taken away by ED and GDN. I regularly find multiple people capable of soloing the TF (spawned for the full team) till the AV at the end, and some could even do that. Damage is up, Defense is up, END use is down. But that's because people have spent a lot of time and effort to acquire the best Enhancements in the game. Give that carrot to everyone and there's one less thing to work for, and one less thing keeping us in the game. And this change really would make the best gear in the game available to everyone. -

I could sell my spares and that would enable someone else to do the same. So we go from 4 twinked chars to potentially 24 twinked chars. That would raise the bar throughout the entire game by significantly increasing the number of silly overpowered chars.
In Diablo II, you could trade gear freely. I built up some powerful rare low level gear I would give to every char I started and it made the initial levels a cake walk. Sure the low level bonuses are small in that game, but they add up when every single item you have has 5 decent bonuses. Imagine if every character at level 10 got KB protection, Res/Def and Def/TP, and Regen Tissue and Panacea uniques. Add a Miracle unique at 20, up to 5 LotGs at 25, and a Numina at 30. Note that you can do exactly this today, and it just takes a single respec (or freespec) to strip out the really nice stuff. I expect some people actually do play this way. But if everyone could do it, the game would just become too easy. -
I think more rolls on the 15-19 range would be great. It has enough variety in categories, sets, and IOs to give us a good breakdown. I've started doing a Posi TF every night, but it'll be a bit before I earn enough Merits to make it worthwhile to copy my char (many times) and start rolling.

I think level 15-19 would show us a bit more than level 10-14 currently. I'm curious about the weighting between sets with one versus two items, as well as the weighting between categories with one versus two sets. The info from 10-14 gives us a baseline, but we need a different set to see if weights are based on category, set, or IO.

I've got a Spines/Dark with Leadership and no Fitness. I think he has 6 DA toggles, Quills, 3 Leadership toggles, CJ/SJ, and Acrobatics. That's 12. If he has Tough and Weave as well, that's 14. But it was made for a SuperTeam of about 5 Spines/Dark Scrappers and 3 Emps who alternate both RAs. I'd need another build for non-Superteam play.

My record is about 4.5M at level 3 in 30 minutes. See HERE. However, someone managed to earn 1 billion at level 1. But your 989k at level 5 is more than you'll need for a long time. And if you keep doing what you're doing, you'll be fine all the way to 50.

I recently leveled up and slotted out a Claws/Regen Scrapper. In my case I went for Melee and Ranged Defense. Defense is a big hole for Regen Scrappers. They can die when spiked with damage if they aren't running MoG. Sure more Recharge will let you use MoG or IH more often, but they do go down.
I took Fitness, so I had Stamina and Quick Recovery. With both of those running, plus the usual Accolades, plus decent slotting in my attacks, I don't have any END problems. No need to slot for extra Recovery or END.
I got some HP bonuses from IO sets as a side effect of slotting the ones I wanted for Defense. That plus Accolades plus slotting Dull Pain moderately was enough to put me at the HP cap of 2409.
Sure I got 25% Global Recharge from 5 sets that grant +5% (Doctored Wounds, Red Fortune, Obliteration), plus one LotG, plus Hasten. But I wanted the Defense more than the Recharge. Last night I semi-tanked an ITF thanks to my Defense plus Ice Shields. We didn't have a Tanker, so I frequently led the charge. MoG was great when it was up, but the Defense and shields are what kept me alive when it was down. I ran through Maria's arc and hardly worked up a sweat fighting all those EBs. I rarely bothered with MoG or IH, as Reconstruction and Dull Pain were usually enough.
