Out of electric armor, you can possibly skip grounded if you take combat jumping and put a KB IO in it. You can also skip powersurge as it isn't that big of a deal in the first place when a few orange inspirations can do the same thing.
For claws, you should skip either swipe or strike. I lean towads dropping swipe. I'm not fond of eviscerate, and have avoided it in my builds. -
Your power picks appear to be fine.
One small thing: If you are planning on keeping hasten active, rage does not need as much recharge.
You do want set IOs. Just because you can't fork over 20 million easy on a recipe doesn't mean there aren't IOs out there for you. Here are some cheaper IO sets that will drastically increase your performance and efficiency without breaking your budget.
To begin with, the comparative cost of crafting a 49 vs. a 50 recipe is substantial, while the difference is minute. Save a bit of money when you can and buy the 49.
1) Doctored Wounds (5 set) - total cost 20 million
--This set works great in energize. You will cap your recharge and gain some great bonuses. This is the best thing you can do.
--Use Heal, Heal/Rech, Heal/End/Rech, End/Rech, and Rech (skip heal/end)
2) Multistrike (2) - Total Cost 2 million.
--Great efficient option for Lightning Field
--Use Acc/Dam/End and Dam/End
--Unlike cleaving blow, this one doesn't require rare salvage
--The more expensive twin of Scirroco's dervish (this requires rare salvage) complements this nicely.
3) Adjusted Targeting (2) - Total Cost 2-3 million
--Handy to slot in rage
--Use Recharge and To-Hit/Rech
--Add 1-2 more generic recharge IOs
4) Titanium Coating - Varied total cost
--This set is the cheaper of the two level 50 sets, but it can still be expensive.
--If you want some melee defense, you can 6 slot this.
--If you simply want a bit of efficiency, the res/end IO is a good way to go.
5) Mocking Beratement (1-2) - Total Cost, 1-2 million
--This particular set is great in attacks for the 1.88% end bonus.
--Almost nobody wants these, so you can get them cheap!
--Use Acc/Rech and Rech IO from this set for a decent recharge bonus and a bit of accuracy.
6) Thunderstrike (3) - Total Cost 2-3 million
--The three triples in this set will put you well on your way to slotting Mu Lightning effectively.
--If memory serves me, this set also does not require rare salvage!
7) Devastation (2-3) - Total Cost 5-6 million
--Picking the quad (acc/dam/end/rech) and triple (acc/dam/rech) from this set to complete mu lightning.
--If you want, pick up the proc (chance for hold) and add a 6th slot to mu lightning for fun. The hold animation is the tesla cage, so it fits perfectly!
--This set does require rare salvage, though the recipes typically are reasonable. Don't confuse this with decimation (the more expensive one)
8) Force Feedback Chance for +rech
--This works great in footstomp. As the chance for this to work increases with each enemy you hit, it is perfect for footstomp.
--It's cheap!

It seems herostats isn't cooperating with me tonight, so I'll use dropstats. As far as I could tell, all I have to do is feed it a CoH log, so I'll feed it today's log that I just created.

My fear is that it is working as intended as a way to counteract drop-farming. I play redside, and a drop reduction would further cripple the market.
I'll be posting my runs tonight from herostats. It won't be pretty, but it will get the job done. -
I remember reading a post like that but have been unable to find it again. The closest post I found was related to ticket drops on the new difficulty settings, which I believe is also gone now.
Considering that I play mostly redside, I was hoping for a more abundant market as well as an increased profit from drop-farming. I just ran through two story arcs set for 8 and the total recipe drops had a profit of about 1 mil. -

I just soloed two entire arcs set for 8. I filled my salvage twice, and only got a pittance of recipes. I'll start recording drops as well, as others have already shown that the rate appears to be lower than is expected. -
The real question is whether this is intentional or a bug.

Elec/Shield shouldn't have too much of a problem on that team, especially with 3 veats helping to cap your defense.
The problem you are going to have is maintiaining aggro if you do not take taunt (and I don't take taunt on shield brutes due to wanting to softcap builds) -
Didn't you ask this about another willpower brute?
Willpower can solo AV's, but it works better at soloing multiple enemies at once, due to how rise to the challenge works.
The AV solo builds in the scrappers forum typically have these combos:
Claws/Regen (better vs. single targets)
Claws/SR
DM/Regen
DM/SR
DM/SD
The idea behind all of these builds is that you aren't getting hit and can rely on aid self to recover. Now for a willpower brute, you'll need to herd some weak minions around you to boost your regen in order to take on an AV. -

Many people seem to forget that there are other things to farm besides XP, such as badges and drops.
To answer the OP, yes there will be farming. And no, you cannot be on my team of one. (gags at army advertisement reference) -
Thanks for the suggestion. There must be a serious issue here as I'm getting the message on tweakCoH of "An invalid argument was encountered".
Unless I can wipe out the UI file, I'm probably going to be stuck reinstalling it. -
I logged into CoH today after running Aion Open Beta. To my dismay, my gamma level has dropped so low I cannot make sense of the screen. I tried to navigate from memory, but I'm unable to turn my gamma back up.
Is there a config file I can delete to reset it? -

That gives me moderate accuracy and hits the ED cap for damage and end redux.
I find on defensive builds that I don't have the slots leftover for end mod. -
I rely on the arsenal of AoEs available to elec/elecs, and that does certainly include power sink. It works, though I might slap you upside the head if you slot the thing for taunt.

At this point we can start looking at soft-capping the build. This is not cheap to do, and will take some time. Many of these sets will cost you a good amount of infamy to acquire.
I'm not comfortable offering a soft-capped build because there are two variables:
1) Do you want a patron power pool? If so, who?
2) How much are you willing to spend?
3) Do you want hasten to increase your recharge?
With that said, IO sets that will help you on the way to softcapping, in order of their usefulness:
1) Steadfast Protection 3% defense
---3% defense to everything for one slot? Yes please.
---It's going to cost a bit.
---Slot it in a spare slot in true grit to make life easier.
2) Blessing of the Zephyr (travel powers)
---In 3 slots, it offers 3.13 defense to both Range and AoE.
---Typically placed in both Combat Jumping and Superjump or Superspeed
3) Gaussian's Synchronized... (to-hit buff)
---In 6 slots it offers 2.5 defense to all positions
4) Obliteration (PBAOE)
---The ever-popular set. 5% recharge and 3.75% melee def? yes please!
---It isn't very helpful to an endurance bar
5) Touch of Death (single target)
---3.75 melee defense for 6 slots? Wonderful!
---It's risen in price over the past 3 months, due to increased demand.
6) Thunderstrike (ranged)
---3.75 range defense for 6 slots?
---Quite an affordable set to get.
7) Scirocco's Dervish (PBAoE)
---3.13% AoE defense? Sure.
---Much cheaper than the other sets. It works nicely 5-slotted in Shield charge with a generic recharge IO in it because procs don't work well in shield charge.
8) Mako's Bite (single target)
---3.75% ranged? Not bad if you need it.
---Quite a cheap set to get, because not many people want it. Keep it in mind, though hardly the first choice.
Perhaps some can pick up where I left off in this. I'm not comfortable offering an end-game build for fire/shield. I am a fan of dark/shield, due to siphon life, soul drain, and dark consumption, coupled with the -to-hit to help shield along. Not to mention that shadowmaul is a great place to stash an obliteration set...
But a concept is a concept, and you can make a fire/shield character quite powerful.
However, here is a rough end-game build. It is hardly complete, but it will get the job done.

At this point you can begin examining the market for affordable inventions and slowly wean yourself off of SOs. Given that IOs at this level are more effective than SOs and that there are many IOs that can be acquired at very affordable prices, you can save money in the long run, rather than having to upgrade your SOs every 4-5 levels.
I have provided a sample build using what I believe to be cheaper IOs currently available on the redside market. In any case, you'll be able to find some that cost around 5,000 inf to buy, even if the particular ones I chose from the set are less common.

Your goal here will be pushing forward to stamina and SOs. Luckily enemies don't hurt too bad - yet. Your travel power is basically already a given, since it offers a small defense bonus, to start you on the way toward decent defenses. That's right, you'll be a jumper.
We also will be taking Aid Self to minimize down time between encounters, and to make the overall leveling up experience less painful. Just remember, the power is interruptable, so you'll not usually want to try this in the middle of a fight.
If you are certain you will not be doing any soloing and will have teammates to help deal with the incoming damage, you can choose to skip aid self. Otherwise, your life will be easier with this.
If you notice, I've chosen to slot accuracy and endurance reduction first. This will help your blue bar so you can concentrate on maintaining fury. You will be slotting for damage soon. Don't worry!
I also have slotted active defense with 3 recharge SOs. This will allow you to make sure your mez protection is permanent.

You are going to feel very squishy on your Fire/Shield brute, and be incredibly reliant upon inspirations. Fire has no mitigation, such as knockdown, in order to reduce the amount of incoming damage. On top of that, you won't be looking at softcapping your character until at least 47 (and then it sounds like you have limited funds).
With all that said, you can make it work. Here are the first tips:
1) Buy and carry around plenty of [Luck] inspirations. This will help you hit the softcap and drastically increase your survivability as you level up in the game.
2) You're going to want to team with support characters, especially those that can give you extra survability, such as forcefield and ice characters.
