Snake Temple at 45+.
Then somewhere between lvl 20 and 40 there's some mission filled with only freakshow tanks. I love that mission, but I don't remember who gives it or the level.
While you can tweak the difficulty settings, there are a few all-boss missions in content, though they are extraordinarily rare. -

I really think a lot of your slotting issues stems from not spending a lot of time playing that brute. For example, you really won't be running around with rooted on most of the time, so it's rather silly to slot those uniques there. You're also overslotting powers you'll never use!
You really should take a fresh look at the build. Here's a new build for you to compare with. It costs more, but is much more efficient. The recharge you get from multiple LOTG's can be earned over time doing strike forces, which you probably will be able to manage being a sturdy stone brute. I dropped a few things from your build. You don't need superspeed because it doesn't WORK in granite.
I would recommend increasing your survivability. If you're looking to run AE, then increasing your S/L def would be a very good thing, and that means looking at the Kinetic Combat Set. Recharge will come in time.
A stone brute would not be my brute of choice for TV, because when it comes to nemesis, what matters more is regen or healing, due to their stacking of vengeance. Now, this stone brute would be perfectly happy in AE, but you'll see that even granite can take a beating on TV.
The Differences:
1) I grabbed chain induction and dropped Jacob's Ladder. This let me slot in some kinetic combat sets to increase your S/L defense. If you can't afford those just yet, buy Focused Smite. It offers half the defense (or slot a crushing in the mean time).
2) I dropped Super Speed because you can't use it while in granite.
3) I reduced powers that were over-slotted. Tough doesn't need 6 slots. The only reason I have 5 slots is because of that steadfast 3% IO. It's a nice IO. Oh, and your rooted was waaaaay overslotted. I've reduced it to functional to focus on other sets. Same with stamina. I see what you were doing, but if you compare builds, this is only -2.5% recharge w/o hasten/FF proc, whereas yours is -21.2%.
4) Taunt - well, I really do like taunt sets personally, but I just couldn't sacrifice that many slots on that build. My mace/stone slotted both taunt and provoke, but had a lot of slots available to pull it off so I could hit some defense soft-caps and dig myself out of that negative recharge.
While I personally would spend a lot more time tweaking this build to be happy with it, it is a lot closer to what you want.

I will chime in favor of slotting taunt in some cases on builds. The Taunt sets come in handy on certain builds that benefit a lot from S/L defense. Invuln can benefit significantly from this, but in the case of the OP's build, it is not necessary, as no significant numbers are being stacked.
I think what would help you the most is actually decide on a goal you want to aim for with your build, and then choose IO's to go around that build.
For example, if you were wanting S/L defense, I would expect to see kinetic combats in your melee attacks. If you were going for perma-dull pain, I would expect to see sets like crushing impact, LOTG 7.5, and a better slotting of dull pain.
Instead, I see odd set bonuses. A mix of AoE defense (which is silly to work on with a typed defense set), some HP bonuses, though a lack of concentration throughout for HP/regen.
Once I know exactly what you want to go for, I can critique your build a little more, but right now it's a little scattered for me to offer suggestions on which direction to go. -

Important: FF Chance for Rech does NOT work in Lightning Rod, because it gives the recharge bonus to the LR pseudopet, not you, though I have seen reports of a very rare random trigger of it in LR when it tries to hit you.
I would suggest that you slot swift more to deal with the run speed penalties in granite. Buildup is underslotted as well.
One of the things I do often is take a clean-slate approach to builds. Instead of tweaking builds, I rebuild it in Mid's from the ground up and compare with older builds to see how it turned out. I think you would benefit from planning a second build in mids and see how it turns out.
While my tone was rather critical, I think you would benefit from a fresh look at this combination again. You won't be very satisfied with this build's performance, and your survivability in granite will actually be poorer than other well-slotted brute powersets. -

Another alternative would be to increase the total ammount of recipies and salvage you can hold, as this way you will avaliable to the random drops more often as you cannot get a drop when your inventory is full so you have a 0% change to get the recipy you want whereas you might have a 5% chance if you did have space. and also any other recpies you don't want can be sold for inf when it gets full. i think max 50 recipies and max 100 salvage is a reasonable maximum for a cap, but not necessarily what the cap shoudl be =) -

It's /petition, but there is a string that goes along with that I don't remember.
Instead, go to the menu, and click support. You'll find it a LOT easier to use. -
The other thing to consider is that not every region has excellent snow removal equipment. Some areas don't even understand that pre-treating the roads and actively plowing throughout the storm will mean clean roads. Alas, not every place is used to how to deal with snow.

Right now, with random rolls, getting those very high-end Gold recipes on average will cost around 25,000 tickets. I can usually get that KB recipe with about 2500 tickets, albeit with some other nice swag on the way. Also, I believe you need 150 merits to get that recipe, so it isn't too equal.
It's a good idea, and I think if the ticket cap was raised it would be perfectly reasonable - especially since players have already begin valuing tickets and merits, so I'm sure a rather equitable formula could be done for all the recipes. -
This is wonderful news! I was so eager to transfer a character over to Freedom to start establishing myself there and now I find that I can do it for free?!

I imagine you'll find brutes to be a lot less painful to solo. I also think you may find soloing AV's on a claws/??? brute a lot more enjoyable than a SS, as you won't have to deal with rage crashes, and it will also be a lot more endurance efficient. -

To the OP:
For a lot of the redside AV fights, I would suggest stacking S/L def on top of your WP build, as well as focusing on recovery/regen. WP has great regen, but AVs do pack a punch, and stacking some IO S/L def sets on top of the paltry bonuses you get will go a long way toward adding some longevity to enable you to solo an AV. I'd look at kinetic combats in your melee attacks - especially since the to-hit of rage helps counter the very poor accuracy modifier of that set.
Although, if I was to solo an AV, I think I'd pick Claws over SS. I really need to roll a claws. In any case, if you can take screens or vids, I always like reading about achievements, as I'm sure do many on this forum. -
I think it would be fun to be a redcap. Jumping on shoulders whacking people on the head sounds fun, although on the other hand, being farmed doesn't.
Then I guess I'll be DJ Zero, just to see exactly what these powers are I'm supposed to have in pocket D. That and to err, crash my own party? -
Full fury should be the least of your concern for an AV fight. If you have a decently quick attack chain, you can sustain full fury (around 90% fury) without any incoming attacks. I would expect at the worst case scenario, you would be at full fury in about a minute. Actually, I guess the worst case scenario is dead and needing to hosp.
How long did it take to kill Chimera? I don't read much about tanks soloing AV's like scrappers, so I'm a bit curious with the details. It's less about doubt and more about curiousity. -
You can build full fury in about 5 second if you're solo. You can also potentially never reach full fury if you joined a team of only storm masterminds.
Building fury is relative to the team, your agro management skills, and your attack chain speed. -
I wasn't aware that tanks could put out the DPS necessary to overcome an AV's regen. By soloing do you mean you actually killed an AV? How long did it take?
In any case, you'll find that you will have different goals on a brute, as a WP tank will have a significant edge in survivability over a WP brute. To begin with, the higher HP pool means that WP tanks have a higher base regen than a brute. Then the higher base resistances and defenses of tanks will mean that they take less damage.
Likely, a WP brute is going go need to herd up additional minions in the area to increase the regen rate to survive the AV onslought. It may also be that you need to build your SS/WP for defense over recharge, since you need to avoid getting consistently hit. -

Many, many people just *don't like PvP*. They've had bad experiences with it, had bad experiences with PvPers, or just flat out aren't interested. Since they don't PvP, they don't build their characters for it, don't know the strategies and tactics involved in playing in PvP, and have effectively no PvP experience. Instead of taking a look at what you're doing and the likelihood that maybe you really are in the wrong with the approach of anarchic combat, you're embracing the entropy that is damaging your experience. You may believe that you're telling players to have a thicker skin, but what you're winding up with is a "holier-than-thou" attitude that is only going to further turn players off from the PvP experience.
We can do plenty well without PvP, and have proven it demonstrably. PvP, however, cannot do without more players. Without the players, you're just floating in an empty zone, waiting for foes who have found that the easiest, and possibly best, way to beat your game is to not play it.

-The controlling side of Recluse's Victory now will gain the chance of getting a PvP IO drop from any NPC in the zone.
-Villains and Heroes can launch incursions into enemy soil on a limited basis. These are limited by events, and appropriate warning for carebears to seek cover will be provided.
-Now not only marketeers can PvP warshades by preventing their purpling. Now you can duel the warshade you kept from getting purpled!
