Firstly, I really don't see how this idea is functionally different than the one you posted a day or three ago... other than forcing a player to create an alternate character (but without creating an alternate character).
If this type of "respec" is ever going to happen (which I doubt) I sincerely hope that it does not use this proposed mechanism. Because, what is the point of starting from scratch 2+ times when what you wanted in the first place was NOT have to roll an alt. It makes little sense. That would be like telling people that in order to make cleaning the house easier they are providing everyone with a robot maid... who you have to control by doing the actions you want it to do. Totally defeating the point.

...is there anything more to these "rumors" now then there ever have been? I mean, that's all that type of thing has ever been... and I haven't seen as many posts about it recently as have occurred in the past around certain events. So, I guess what I am asking is why bother to make special comment regarding "now" unless something about the status quo regarding a merge has changed? Do you know something we don't??

With that said, Dark Melee is an excellent set to pair with most anything, the extra Defense in the form of -ToHit really helps out those sets lacking Defense or to add insult to injury to sets like SR. However, IIRC from the OP he already played DM, and that might explain the dearth of suggestions noted by an earlier poster. -

Origin-slanted: It very much appears that this powerset is aligned with a given origin, i.e. missles. This is far less dumb, but I still take issue with things like this on occasion. Though, it may be significant to the argument to take a look at some of the things that people have done, creatively, with backstory. -
