If you mean the "We've detected fraudulent activity" stupidity, then the only "solution" I'm aware of is to wait 24 hours and try again. Frankly I'm convinced that NCSoft don't want our money because trying to buy anything off their website is an exercise in frustration.
However, the Paragon Market should (generally) work OK. What options does it give you for payment other than credit/debit card? Do you have the Paypal option? How about any others? Have you tried any of those?
Some of the interface design is really misleading; for example when I first went to buy points, it had my credit card information pre-filled from when I used the NCSoft Store, *however*, I apparently hadn't previously ticked the "save this information for later purchases" box so even though it actually had my credit card information, it refused to use it until I'd gone into my account settings and re-added my card with the stupid box ticked. -

It would also be benefical for people like me. I like going the endgame content, I like having the perfect builds. But I don't want to have to spend hours upon hours of farming in order to get the stuff that is needed for it.
You already sell some IO's in the Store (which I have made good use from some of them) so I doubt selling Inf would make a great deal of difference in that regard, however it'll be a massive help for players like me who cannot spend 20 hours farming in the AE for 1 or 2 IO's.
Not only that, but it would inevitably lead to massive inflation, which means you'd be exactly as badly off as you are now. If you could just buy inf at will then all the recipe and IO prices would rapidly skyrocket and you'd only be able to afford the best gear if you could literally afford to pay real money it, because no amount of farming would allow you to catch up with someone rich.
Edit: Also, if you're taking 20 hours in the AE to get 1 or 2 IOs then you're doing it wrong. All the non-Purple, non-PvP IOs can be had for 1 or 2 HVM which are available once every 40 hours per character for around 2 hours work. Convert 2 merits into one LoTG Recharge, Kinetic Combat or similar high-value recipe and sell it for 100+ million, which will quickly allow you to afford whatever you want. -
That is awesome, I'm now really tempted to get something done by that guy, his work is top notch.

Interestingly, I find that "combat" NPCs have no issue seeing through hide/stealth whereas non-combat NPCs literally can't follow me as if I move far enough away to trigger their pathfinding it's also far enough away for me to become invisible to them.
It's a major pain when you're trying to lead someone out of a mission and being hit by ambushes when you rely on stealth to help you survive. -

You can only cast Veng on fallen player characters that are part of your team, for obvious prevention of exploiting your pets to veng everyone without any real "loss".

I think it was based on the 4.5 hours that most players spend in the costume creator before entering the Tutorial with a new character.

Do you have the Super Science booster (or equivalent from the Paragon Market)? If not then you can't change your appearance after character creation.
Edit: I think you have to use the Cosmetic Surgeon in Icon/Facemaker to do it. -

Having the case open probably doesn't help; most cases are designed for airflow in through the bottom of the front and out the top of the back so having the side open can actually make things worse. The orientation of the case shouldn't make a noticeable difference, but again the case is probably designed to be upright.
How hot is hot? There are plenty of tools like http://www.almico.com/speedfan.php that will tell you if your card/drivers don't offer a thermometer. -
Sounds like it could be an overheating issue; what resolution/detail settings are you running at and does dropping them affect the issue?
Does the PC shutdown gracefully or does it just power off? -
Your datalink is broken and you haven't posted the datachunk, which makes it really hard for people to get a "proper" look at the build.

Well let's be honest, the "tutorial" is *NOT* a tutorial, it's an intro. The first 4 contacts are, partially at least, the tutorial but are also flawed in that a) They don't cover all the important stuff, b) they get diverted by the detective/broker and c) It's easy to outlevel them all if you're DfBing.
Also, what's going on with Lv20 and the power pools? Who's been feeding what misinformation to the newbies? Because I've had a lot of people asking in help to be Power Levelled to 20 so that they can "get all the pool powers", which makes no sense to me and nobody I've asked about it seems to know *why* people are asking for this.
