I understand wanting to solo. Sometimes teams can be very time consuming to get rolling. If you are leader, you can put the "foot on the pedal" a bit.

One way to get it is to go to PI or Granville and pay 10k to the Jet Pack dealer.

Getting the Raptor Pack could save you two power picks early on.
If you are solo, Superior Invisibility is very useful at the lower levels. It is, however, very endurance intensive. I would get it as soon as I could for a solo character, but that's me.

I had characters that could never get enough lot for enhances, and I'm practically playing Scrooge McDuck with characters that I have had for less than a week because of the Market. -
So I made a quick arc to test this out. Freaks vs Warriors. Cleared the map an started 24 battles with Freaks versus Warriors. Freaks won, but I think the first side in a battle may have better numbers. It seemed like it was 3 versus 2 on the solo level 25 map, so I'll have to try again with Warriors in the first enemy position.

Rez Power are very powerful in combat because you are resurrecting your team mates to full hp with full end instantly - Mutation even makes rez'ed characters temporarily more powerful! This means that they can immediately toggle-up and get back into combat! -
You have several issues that you are dealing with here.
First and most important, are you trying to make a character that is
- Character conception -or-
- Mini-maxed
Though many players do, you do not need to mini-max your character in order to have a playable character. Character conception characters can and do function well in the game.
[A quick note though about the SSK (SuperSide Kicking) system and how it will effect a lot of build planners. I think there will be a lot more exemplaring going on than what has gone on in the past as characters can be exemplared to a lower level and still get xp. Therefore, it becomes important in regards to what order you pick your powers even through respec-ing. If you pick you pick power order based on slotting alone during respec-ing you will end up with a weak build when exemplared.]
That being said, working to get Stamina by 20 or shortly afterward is a good goal for almost all AT's.
The next consideration is if you are trying to make a solo, team, or team-support character.
These are three very distinct builds.
Solo ::Obviously, as a solo character you don't need group invisibility. Superior Invisibility will do. Also, you don't have to worry about powers that will help teammates. No need for Recall Friend if there is no one to use it on.
Team :: If you are on a team, then you may or may not want group invisibility. It can be very helpful if you can make the rest of the team invisible except for any scrappers or tankers on the team. This allows the scrappers and Tankers to keep more of the agro. Superior invisibility can be useful, but if other characters are holding agro then you won't need to keep it on all the time. If the melee characters have the agro, then you can use more AoE's.
Team Support :: Team Support characters focus on powers that can make the team more powerful. You still want to pick some attacks, but the major focus is making everyone else more powerful. You can probably just go with group invisibility for this kind of build.
Note that all characters have two-builds, so you can have one for soloing, etc. and another for pvp, team, team support, av fighting, etc. You can also move your character over to the test server and test things out there before making "final" decisions on live.
I try to take all of this into account when building a character, but I always build based on character conception. Then again, I don't use respec-ing very often (I think I've used less than 10 respecs - probably less than 5). I like the flavor of my characters. To me, using a planner is kind of "cookie cutting". It's one thing to end up with that kind of build, it's another just to take it because "it's the only build for that AT and power sets". And that is because it isn't "the only build for that AT and Power set". But that's me.
The important part is to have fun. So create your character the way you want to play it. If it isn't fun to play, then try building it a way that you think would be fun to play. -
I filled all three mission arc slots and then rotated in at least 3 missions arcs using the three mission arc slots we were given. I am work on more mission arcs to rotate in and out of the mix.
Any hope of getting an Arc rated several hundred times amidst the sea of of hundred-thousands is slim unless one actively promotes and runs full teams repeatedly through their own missions. I have no patience for this behavior. My Arcs are not one-mission so-called "very short" or "short" arcs. The shortest of my presently posted arcs is "long" while the others are "very long". I enjoy making mission arcs for the AE and I enjoy running them, but, no-farmer, I have no desire to even run my own missions so many times as to give them the votes required for their advancement to anything other than normal-AE mission state. Having said this, running my "long" and "very long" arcs are quite time consuming.
Therefore, there is no reason for me to buy more slots as the votes and ratings seem fairly useless on many levels. Even if I wasn't tight with my money at this point, I would not buy more AE slots even if there was hope that some of my arcs would one day become DEV's Choice or Hall of Fame (which would free up mission arc slot so that I could post another mission without the need to buy more slots).
I'm sure that there are those that had all three of their arc slots locked-up with banned missions that did buy more AE slots. Through this manner, they could repost the arcs that caused their slots to be locked and return to the behavior that they were involved with before that mission arc was locked. A small monetary penalty for some; more revenue that the DEVs can use to make this an even better game for the rest of us at least. -

Also, not all Power-sets have color customization. There are even some powers that can't be color-customized in some power sets that do have color customization. -
Dual wield for the win.
i16 is great. Time to use the AE for it's intended purpose.
I've actually played with people on AE teams that weren't complaining about the fact that the mission arc wasn't a PL/Farming mission.
And the /b air in Atlas is clear as a bell and back to the way that it used to be.

You seem to have left out food and water - and/or money to buy them. For the bus this can mean bottled water (that hasn't been opened) and packaged food. There may be rest stops along the route, but I'd have to say that the buses don't always stop where the food is so good and you want to be well for the whole trip.
If you are on a bus, you have to worry about the security of your stuff. Anything that you definitely don't want to go without needs to be on your person at all times. The bus bathrooms are small, so if it is much bigger than a backpack it probably won't fit in there with you.
Sit as close as you can to the front of the bus.
You are going to have to sleep, so try to sit near a window and pin your backpack (aka your valuables) between you and the window side of your seat.
And you might want to take some toilet paper if you are going to be on the bus for that long.
Don't drink or eat anything that you have left unattended.
And don't forget your superhero gear, you never know when you'll need it.
However, don't pack anything that might cause the authorities to hold you for questioning. So leave the grappling-hook gun at home.
Paper and writing implements are always a must. First aid kits are never a bad idea. A flashlights can come in handy.
Take a minute or two to think outside the box so that you can make sure to "be prepared". -
I think the ticket caps should be lowered.
I've unlocked all the "unlockables" a long time ago. I'd like to see more "unlockables".
For a system that wasn't supposed to replace normal game play by not awarding drops, the ticket system in the AE certainly does allow one to pick-and-choose the drops they get. It seems that tickets are actually a greater reward to some than the random drops in normal missions.
I'd really rather that the tickets only be usable for unlocking "unlockables" and other impacts on the AE system itself. Influence and xp should be a big enough reward for players that are looking for new content to explore.
The AE, after all, is about new content and not about content that can be milked for rewards.
Merits and Vanguard Merits have caused a different kind of farming. Merits were set-up with a system to discourage repetitive farming on the same day.
Raising the ticket caps will reward farmers and bring some farmers back to the AE. I don't expect to see the ticket cap increased. -

I don't have a problem picking new names. I can pick original ones. I can even pick ones that are pretty obvious and I figure would have been picked before.
I'm sorry that the OP has been having a hard time getting the name that they want that is already taken.
If you really want that name, try a different server. -

Secretly, the Rikti have picked up a huge patches of Earth that some of us have called the Petri Dish. Sections of Earth have been sectioned off by membranes that lead us to believe that the sections are actually larger than what they are. We don't even know where the Rikti has taken the Petri Dish. We just know that it is no longer on Earth as we know it.
Unfortunately, none that have traveled outside of what appears to be concrete and forcefield walls have returned to report about what they found. Those that claim to have done so apparently have been "debriefed"/processed by the Rikti - we know this due to "missing" time and other strange occurrences with heroes and villains suddenly appearing and disappearing from thin air with no knowledge of where they were taken during this "missing time". In fact, many of returned with knew skills that they believe that they learned from their "day jobs", yet no other heroes or villains have seen them performing these "jobs".
It appears that we are trapped within this Rikti experiment in which they prod humanity and beings from not only the past and future of earth but also from other worlds and dimensions.
Is it an experiment to see if we will learn to work together?
Or is it an experiment to see how we will react when we are given strange "superhuman" powers?
I have to go now. I think they are coming. They probably know that you are reading this.

In celebration for all the great new changes in i16, I'll be working to get other players to help with a "Raptor Pack" shuttle once i16 drops in order to teleport character to the gate of the Shadow Shard so that they can get a Raptor Pack.
The plan is to put a character with Recall Friend at the Green Line Tram in Steel Canyon, one at the Peregrine Island Ferry in Talos Island, and one at the Dimensional Gate into the Shadow Shard in order to form a teleport circuit for moving characters the the Shadow Shard for the purchase of Raptor Packs.
The characters at the Ferry and that green line can move into Peregrine Island and Talos respectively to teleport characters back to the Green Line tram. (It should be easy enough for them to "fly" back to the Yellow line if they desire - or possibly we could gain another character to be stationed at the Yellow Tram in Steel Canyon for tp back to the Yellow-line rail-head.
Who knows on what server(s) or when I'll show up to get this thing going, but I'm planning on proving 10K influence to (at least some) characters under level 14 so that they can by a Raptor Pack in the Shadow Shard.
I'll be using the [Help] Channel to recruit characters with Recall Friend and to announce that we are in place and ready to go!
If anyone is up for helping out with this in any manner, go for it.

Of course, I don't want to discourage any "naked noob"/level 1 races to Peregrine Island. Rewarding all participants with a "Raptor Pack" seems a great reward for cheap!

(btw, you crafty villains could always go to Grandville at level 1 and get Raptor Packs for 10k - well, as soon as there were Raptor Pack vendors at least - as there was never a hazard gate on Grandville.
Also heroes and villains could both get raptor packs before level 10 (I think as early as level 5) by successfully completing an Atlas Park bank/newspaper safeguard/mayhem mission.
And there is that little known - pay as you go - flight pack booster that you can strait out buy and use at level 1 - not that I think that this is worth paying real dollars for.) -

When you pick a bigger plot, you get to pick how it "fits" around your existing plot.
You can also drag rooms around without the items inside being deleted or re-arranged.
I'm pretty sure you can even rotate them with the r-key, but I haven't messed with moving rooms for quite a while. -

There is no way to see which players are giving you "bad rep" and vile-comments. But you can probably guess who is doing it if you are getting it for anti-farming comments - it's from a Pro-farmer - and from one of the more obnoxious ones ... there are quite a few to choose from.
The REP system is worthless as it is now.
It is used as a popularity contest, artificially inflated or deflated, and used for generally mud-slinging.
If the DEVs and MODs want the REP system to really be worth something for this game, the DEVs and MODs should be the only ones voting on REP.

I have sent several and have had the worst of the comments removed.
If there are people making anti-semitic comments, it appears to me that is pretty clear that banning should be the minimum action and that they should have their accounts terminated for repeating this kind of behavior. Hate-language is clearly not acceptable in the forums or in-game. It has no place here.
Of course, hate-language should be reported. This isn't some minor behavioral issue like calling me a moron, crazy, insane, illiterate, a jerk, etc - which is harassment and the forums and game do have rules against such behavior. Hate-language leads to crimes against those that it targets. It breeds hatred and indifference.
I get quite a number of nasty comments from the pro-farming crowd.
Like I care what they have to say.
I used to tolerate farming pre-AE, but the AE farming/PL-ing situation and the behavior of the nastier farmers (which seems to be the rude contingent in this game as I don't see rude comments in the forums once these individuals are on ignore) has lead me an absolute anti-farming stance.
Farming is dragging down this game at this point - from the behavior the players that come here just to farm (from a certain other game apparently) to the damage it can do to new players that are here to play a super hero/villain game.
This game used to be known for it's friendly and helpful player base. These same players that are slinging mud in the REP system are the same players that are helping to drag down the image of our community.
I may be anti-farmer, but I go out of my way to help other players.
I'm sorry that you experienced the same kind of behavior that I have. The comments that these other players send is just wrong. They are intentionally hurtful. Yes, they are intentionally trying to harass you, but, if you take a moment to think about where the comment is coming from, it really isn't worth the time of day and neither are the kind of players that would send such messages.
Use the ignore system, it is there for a reason - but always report what you think is hateful or harassment. Other people aren't as thick-skinned as some of us. -

Recruit and do normal missions.
I do and I get full teams to do them.
Usually at least one person on the team is excited about finding a non-AE team.
Usually at least a couple of people don't know how to get to the zone where the mission is but I am willing to help them get to the mission and usually the rest of the team is willing to help as well.
I used to love the Hollows, but I ran there so much before police missions came out that I burned out on it. I've been recently thinking how cool that zone is and how I miss going there.
However, getting around the Hallows can be a challenge, and often teams want to keep the momentum going and the zone often is hard to transverse at the levels that it was built for.
Once i16 drops and I can buy a raptor pack in the Shadow Shard with my low level characters, I'll be more interested in going to the Hallows instead of working to get enough police missions done early enough in Kings Row to get a raptor pack.

The best thing that I have found to do is to put these individuals on ignore both in-game and in the forums. The in-game ignore list is, however, dreadfully small. Once it is full, people that were ignored due to their behavior get kicked out of the ignore list each time a new player is added.
For this reason, I also suggest using your options to set "showing stars" to on and use the "Add Notes" function to rate people that are obnoxious with one star. This way you can see that there is a star over their head and know that they are someone that you want to avoid contact with.
You can't see the stars while recruiting unless you "Add Notes" to check everyone that you are attempting to recruit, but this will allow you to see a problem ahead of time once a team has assembled - and, honestly, I've only run into a player on a team that I have given a bad rating to once since the "Add Notes" feature was added and the individual proved they deserved the rating and were kicked by the team by the leader.
There are still friendly helpful people out there.
BTW, the /help channel - though it is still called [Help] - is accessed by /hc message. It appears that some "new" players were confused because /help did not bring up the help menu which is still easily accessible through the menu options. -

What this really seems to be about is that your sg is no longer #1 and you don't like that your sg is no longer #1. You can say it has to do with buying prestige, but what it is really about is being #1. You want to validate losing the #1 spot by saying that the way that the other group took #1 was wrong.
It could very well be that they broke the EULA to take over the #1 position.
Since it is really important to you to be in the #1 supergroup, and I just want to have fun playing the game - I guess you don't even want me posting about this because I'm not concerned about being in a #1 supergroup and you are.
I certainly hope that it hasn't come to the point where this game is just about being L337, but I guess people have different ways of "winning" this game.
I like playing with friendly helpful players. I could care less if you have a purpled out 50, are great at PvP, or in a top ten supergroup. I just don't want to play with AE farmers/PL'rs.

I have to say I had both experiences today.
I was on several servers and there just didn't seem to be enough characters in the level range of my character that it would be worth starting a team.
I was on another where I was able to get a team of 8 running for a while before it disintegrated rather abruptly.
Last night I was on a team of 8 as well.
It seems more like feast or famine to me.
I thought a lot of players were on Test, but I didn't see many on over there earlier today. Player count does seem to be down a good bit. I think it has been dropping post i15 - I hope I'm wrong. -

I can understand why you are sick of the AE farms. They weren't supposed to be there in the first place and they are a boring grind.
Too bad so many new players were pulled into them and have burnt out on them like you are. They don't know about the "normal" game experience because they were lured into the AE farms and so they what they will be experiencing - the actual game - will not reward them as quickly. I'm assuming many of them have already quit or will quit once i16 drops.
