How about if they integrated it into something already pre-existing? Like say mission recipes that are redeemable in a police hq or supergroup kiosk. You put together the salvage, or evidence, needed to do the mission and ta-da new mission arc.
That way, you use a pre-existing set of things that lead to new story arcs. Granted, that means that there would be even more salvage needed to do the new misssions, but if you limit it to common and uncommon salvage, that'd be relatively quick to garner from AE ticket redemptions, and you'd always be collecting evidence to further investigations.
Okay, granted a whole new set of salvage called Evidence Salvage might be a better way to go, just so that you don't end up further buying out the pre-existing Invention salvage. -

AR/dev blapper. Because you can't be gadget Batman in-game, other than Safeguard side mission temp powers. No (or almost no)AR powers, not taking gundrone. I am considering M-80 grenade and Ignite just to have one explosive and/or ignite for "distraction". Otherwise, it's all fighting pool and /dev and vet powers I can muster. Probably going to take one or two leadership powers or maybe the Presence Pool for the Fears. Using Flight, mostly because of Air Superiority and he seemed like he should have some sort of travel power. At the time, we didn't have Ninja Run.
Note: I don't inflict him on anyone without telling them first. Also, stick primarily to radio missions and try to solo default setting. So far, up to 22 and he's doing relatively well. -

Another thought: Instead of AVs, I think a standard EB would make more sense, that way a decent number of ATs would be able to handle it solo or duo'ed. Make it more accessible to run across and handle than if it were an AV, and a little more in-keeping with standard superhero tropes.
At the very least, scale it down to something a decent 3-5 person team can do easily -

Seems like it might be a prime time to push a new set of costume set for purchase with animal heads, if you ask me. -

More practically, you can get the expansion prepurchase and get dual pistols and demon summoning, or you can wait for the complete version and NOT get dual pistols and demon summoning early. Since you can grab an upgrade to the full version later anyway, I fail to see why I'd want it. I don't care about the cost at this point, just the availability, and if I can go Expansion Only -> Expansion + Item Pack, then what else is there to think about? None of us posting here are new players anyway. -
Yeah, but at least with Tankers it at least keeps things near you running solo and you don't waste a powerpick/use/end using taunt.

Because all the inherent bonuses come from being in teams, therefore, it's advantageous to be in them most of the time with Kheldians?
Personally, I like soloing my PB most of the time. That, and I don't end up screwing a team over because there was one of those surprise Nictus crystal things during a run. -

Mind you, I'm don't particularly like the way mezzes work in the game. It's not because they don't fit the genre, however, it's because the way they're handled is rather inconsistent with both the genre and reasonable interpretation of our characters. Consider: in an actual comic, which is more likely to be vulnerable to mental control, a powerful psychic, or a really strong guy with tough skin? (Hint--it's the opposite of the answer in City.)
