I can't believe they didn't mention of non-tier 9 VIPs will be able to buy the mech and celestial costume sets. These have to be some of their best work ever and beats stuff like retro sci-fi and other recent costume packs.

This build is close to the one I ended up with on my actual toon. It is a bit cheaper and has improved recovery. Even with the better recovery, I still struggled until I got my alpha-cardio slot. -

I just wonder why they keep adding some of the best stuff as VIP only sets. We've been asking for stuff like celestial for eons. We've wanted mech for a long time. These sets seem better than anything they've put out in....maybe ever... -
I just got mine to 50 and will include the build. I think yours might have serious END issues. TW is just an END hog...very annoying. I wish I could have taken pyre epic pool for the AoE damage or Mu but the END issues seemed too significant.

All I was saying was that posting your own build for critique would be a better idea than just asking for one that someone else created. This is good as a good starting point for any build would be including powers that you like and not ones that someone else may prefer.

Yeah I was looking at the glad etc as well. I like your version but I am not rolling in INF these days. I am casual and debating staying on with this game after the tier 9 costume rewards BS. Anyway, I might have to see if I can scrape up some INF for the proc...I know its much cheaper.

Does anyone have pics of all the options? I know I'll never get to see these as a player so if someone has take pics of each piece, could they post. I am still mortified over making such a sought after set a tier 9 VIP rewards.

You should post your own build instead of asking for a handout. It is much easier for mids fu masters to critique what you post rather that talking about something that may not even exist yet.
The patch to mids just came out a couple of days ago, and no one may have even completed a build. Let alone the fact that they may not be willing to just hand it out...
Anyway, I think I've been around much longer than you...on the forums for MUCH longer, that's for sure. I have no idea where you think this is a handout. Tons of people post builds. I really don't know what your damage is? Maybe you're a special needs child and if so then I sincerely apologize for the snark.

So, I've started out with one of these and was looking for a decent build idea. I am kinda not doing so well. I am looking for survivability and AoE damage. Has anyone put anything interesting together? I also don't use purples or the PvP procs

It seems MMOs, much like most of society, strongly believe there must be the 'haves' and the 'have nots'. It isn't a terrible idea for a game but whatever.
My concern here is putting the best costume sets (for some of us) as the tier 9 reward. Add some stuff in the tier 9 rewards for those long time customers but does it have to be some of the best stuff ever created? There are 2 costume sets in the tier 9 slot and now they're adding mech. Many of us have been wanting the mech gear and stuff like celestial for years. Sadly now we are teased with them and they are kept out of reach. Maybe they will release them to the store one day SOON(tm). I guess they want many people to first drop a ton of cash to get the tokens to get to tier 9 then release them once that market is done. A very nasty sales tactic.
The mech and celestial packs make most of the recent purchasable costume packs look pretty lame. It is some nice stuff. I really don't get what Paragon is getting at by doing this to the rest of the loyal players.
Yes, have some tier 9 stuff but does it have to be stuff players have been wanting for so long?! It seems this game is all about dangling the carrot just beyond our reach...making sure we can't have our cake and eat it too. I think somewhere along the line people forgot this is supposed to be a game and fun. I think some of Paragon marketing might be out of touch with the players.
Finally, I am all for any other method than this extortion plan Paragon marketing has put in. I know many people that dumped a pile of $ to get to tier 9 just for the Celestial pack. It is rather sad this is happening. I never have ever felt so betrayed in my life...the game I supported since 2007 has stuck its dagger in me....it has cut deep.... -

NCSoft decided that Mecha armor pieces are special enough to only be offered (at first) to tier 9 VIPs. I am not a tier 9 VIP, but I have no problem with this. I've been playing, on and off, since late Aug 2004 and feel like a pretty long-time, loyal customer (overall). Yet I am not filled with outrage for being treated like riffraff just because super duper cool mecha armor pieces are behind the tier 9 VIP reward wall (and yes, I do think they are super duper cool and look forward to getting them for my own characters). If anything it gives me incentive to keep playing until I unlock tier 9 VIP rewards.
The problem isn't with NCSoft's reward strategies, but with the attitudes of customers who think they should be in charge of determining those strategies (so they can get what they want, when they want, for whatever extra cost they deem acceptible--usually none at all).
Some of us have been asking for mech armor for years and this is what we get? Really? Yep, I am not happy about it. I am letting Paragon Studios know it. I am sure they aren't too concerned with the backlash as I am sure they expected it. The only way they would really make a change is if they did something so unpopular that many people quit over it. That hasn't happened.
Yes, the guys and gals that have tier 9 unlocked should get something. They have sunk in a ton of cash towards this game. I don't think this is the best reward to offer; packs coveted by many for so long (mech and celestial). It was bad enough they did it with celestial and then they went and added mech to the mix too...a bit too much.
Anyway, it really is a shame. It really creates some dislike towards the Paragon group. -

Just an aside to people who consider people that criticize the VIP sets being locked off as having entitlement issues... I think it is a reasonable criticism that the fancy sets they have held back within the VIP options are too fancy to be held back.
It's both positive feedback and negative feedback.
Sure, we can see it as great that they'd throw longtime vets (or large point buyers) such lovely bones... but it is also cutting off some really great and popularly desired options.
Whether that is super cool of them, a shrewd business move or possibly a mistake is for the ancient grazgul zemphlotts, and their infinite wisdom, to decide... Since beings of their kind never post here, we'll just have to argue about it amongst ourselves indefinitely.

Well said. None of the costume items us 4 year vets get can compare to the tier 9 stuff (although samurai is pretty awesome). So, I guess the people dumping that money in must be kinda on the expendable side? Not as worthy? Lesser players? I'm not sure lol
Perhaps they should lower the threshold and say it's free for players that have put some money into the game and pay for free players. -

The people who have Tier 9 have either been paying for this game for several years or have put in a couple hundred dollars in points to buy their way up the ladder. It's also only available to VIPs, who by definition are paying at least $10-15 a month, so the 7-year player who dropped to premium as soon as Freedom launched can't have it.
Sure looks like they're rewarding paying customers to me.

We've never shied away from the fact that we're going to reward our long term players, and prior to Freedom, if you weren't a long term Vet, later Rewards were well out of reach or...well there wasn't an or...that was it. Now, there is the option to move up the tree more rapidly. It's understandable that this isn't a viable option for everyone (my wife would smack me upside the head if I dropped $200.00 at once for a game...however when I space it out she's none the wiser), however it is an option.
I will certainly pass along the sentiment of the frustrated individuals.

I think the work done on the Celestial pack was amazing. The mech pack looks cool (depending on the amount of pieces it contains). I am actually sickened that I have no chance of getting either now or in the near future. Honestly, the costume creator was one of the few things I still really enjoy in this game. Not having 2 sets I have been asking for since...well...i12...it is too much. I am debating the rage quit scenario.
I can't believe these 2 packs are put out in this fashion and we get a mutant pack and this other so so stuff over the last while? Really? The Carnival pack was OK but had few pieces and mostly for women (pass). The CoT pack was solid but you didn't include that cool looking back piece? Seriously. WTF. Are you guys trying to piss off the paying customers here? -

Also it might be cool to provide some rewards like in Morti Kal's SF. Not a temp but a slight boost as you level along the way.
It might be nice to change the dynamic of TFs as well. Perhaps have options where you need to vote on a decision. The entire team gets to vote - if it's a tie then a random result generated by the game. This good be used for moral choice or a pick a path TF. Offering options along the way would keep the content a little fresher as it can be slightly different a few times.
Anyway, I am sticking with my OP and hope the Devs look at something like this down the road. -

I would MUCH rather see this than what we got with the Sutter and Mort Kal TF/SF. Sutter had new art which was underwhelming...a scene from Waterworld; it was filled with the same old Praetorians that we've seen over and over.
Mort Kal had MORE CoT and the art was MORE Oranbega...WEAK, IMO. Then we deal with Warriors who are one of the worst looking groups out there. Ugly street clothes featuring camo. Yeaaaaaaaaah...NO!
The devs have limited resources so why not get more bang for your buck and add some stuff you wouldn't normally see. I think they can afford to do this after 8 years of content.
