Either your friend is in the Closed Beta, or he's mistaking the Beta server with the Test server. The Beta server shouldn't be open to subscribing players until "4:00 p.m. PDT ( 7:00 p.m. EDT / 12:00 a.m. BST / 1:00 CEST) on August 9".

It was my fault, I thought the Beta Server and Test server were the same.

I am able to log into the Beta Server, but I am unable to get passed the server select. I get the message that it is not open to the public. But my friend was able to enter in fine 22 mins earlier. Am I missing something?
