Alright. So do you want to be able to gain Incarnate powers or something analagous without having to participate in a particular storyline? Do you want more arcs at the LVL 50 cap?

It would have been obvious and easily believable.
Certainly, but we've no way of knowing what development's reasoning from over two years ago was without them letting us know. Do you want Hero-1 to have recieved his power from a different enigmatic source other than the Well and its entity, and other Incarnates from a pantheon of different enigmatic sources, or do you want characters to become Incarnates after meeting certain criteria, with no sort of 'patron?'

Interesting. Is the difference that your character could have said "Fark you and fark your Second Rikti War" to keep leveling, or is there a difference in moving through the RWZ story chain and the Incarnate story chain? (It'll probably get bigger with time.)

As an aside, or possibly related, I'm still wondering how there are more player Incarnates than just our own individual characters, at least in regards to Issue 19. (The BAF will unlock the Alpha slot). Does Ramiel get sent back to the present by each player character, does the Praxidae source of the Well get disappeared each time someone wants to be an Incarnate, etc, etc.

    I dunno.

Not yet. I do remember that the Time Echoes in Ramiel's first mission tell us that the we've been poisoned by the Well. The players are currently meant to be seeking the power of the Well by any means, currently to fight back against Emperor Cole's Incarnate-buffed invasion forces, and eventually to stand a chance against the big bads of the Coming Storm. This doesn't mean that there's not another shoe that won't drop sooner or later, and I fully expect one to.

Yes, it ties into Incarnates, but only because Praetoria is run by evil Statesman. You truly want player characters to access godlike power that might turn them evil, megalomaniacal and insane? Tie it into some of the established godlike entities that players actually want to know more about, like Mot and Lughebu and Rularuu. Don't tie it into boring Mary Sues and their magical Well of New Powers as the Plot Demands.
I've seen posts on the boards about people wanting, waiting to become Incarnates since Issue 6: Along Came a Spider. It's not so much a matter of what the plot demands, but what the players demand.

No, I want the content to be written in such a way that my actions seem to matter. If I'd spent the first 20 levels of my career knowing the Rikti were going to invade again and trying to stop it, only to have the Rikti invade again anyway, and only being able to stop it at level 45, it would have been just as bad. But I didn't. At level 20 I put an end to Dr. Vahzilok and the Clockwork King. Those things mattered. Praetoria doesn't, because Tyrant invades primal earth anyway, and we're eventually going to beat him anyway, Resistance or no Resistance.
Emphasis mine, for the developers. This seems pretty important.

It'd be pretty shocking if the invasion actually succeeded, but then players would be even more irritated, I imagine.

Note that I did not say I wasn't willing to stretch my belief, but my belief has its limit. People can write science fiction about time travel in spite of science fact because we don't have the theory nailed down very well yet. People being altered rather than outright killed by gamma radiation was a concept used in science fiction at the time when radiation was still a sort of scary and nebulous thing, but you don't see it very much these days.

I will grant that City of Heroes was originally written with a Silver Age mentality, so we have stuff like gamma radiation origins and still have stuff like cloned robots and genetic memory, so I may just be forgetting how to have fun in the first place, which I am willing to admit is entirely possible. There may be an issue with the players and the tone of the game maturing at different rates, which goes back to what Eva was saying about the change in the status quo. It has been seven years.

We have people getting hit by gamma rays and turning into big green monsters because of it. It's just the nature of the genre. You might as well ask 1930s pulp stories to not involve ancient temples with magical relics.
    Apples and oranges.

"Some people get blasted by gamma ray bursts and die horribly, but others thrive and gain super powers."
"Some ancient temples contain magical relics forgotten by time."
"The human genetic code, in its natural state, contains molecules that record and store your living memories."

The first two statements I can get by and enjoy with guilty pleasure, but the third one is really stretching it too far even for me. I equate it with the idea of more or less than 79 protons in a gold nucleus, or closer to superhero antics, with Tony Stark creating a NEW ELEMENT in the second Iron Man movie.

I liked it, by the way.

Cheap, eh? Well, perhaps. Even so, I'm not sure how you can hold it against the developers for making the effort to turn it into something more interesting than straight "My Evil Twin!(TM)", or just leaving that particular plot thread dangling as mentioned in the OP for who knows how much longer. I've seen posts on General wondering if we'd ever get to deal with Praetoria in a more involved fashion for years, and considering that we had Praetorian Earth before the Shadow Shard or pretty much everything else in the game, I'm not suprised that it was revisited first. I'm even less suprised since, as I said earlier, it might give someone a better perspective on the power of Incarnates and the Well, which ties into content to come.

On the other hand, making a player feel as if they have more power over the direction of the story can get them more involved and attached to the game. It's difficult to strike a good balance, but CoH has been going for seven years, so the development must be doing something right.

This kind of "clever plot" requires an extremely clever writer. Unfortunately no matter how clever you are there is always someone else clever enough to figure it out before the end, but the nature of the game forces you to keep going through the motions even if you've figured out how to skip to the end. Don't try to fool the players. Just don't. And don't try to fool the characters with obvious things like Mender Silos. It isn't clever and it isn't cute.
I'd just like to note here that as I actually thought about it some more, I can't remember the last time that I actually managed to outthink the plot of any given arc, and noting your given example, I didn't realize what happens if you rearrange the letters in 'Mender Silos' until someone on the boards posted about it.

I guess my point is that if one person realizes what's coming up in a plot, it doesn't mean that everyone else will too. Or, perhaps I just have less plothole-detection than a six year old.

This is, in fact, how the original writers of the game treated it once upon a time - as serious fiction.

These days... I don't know. It feels like slapstick and laugh tracks. Corny, zany, campy stories without much of a semblance at a serious plot, cheap laughs instead of good writing, jokes instead of plot points... This does not make for a universe I can care about, because very little seems to matter.
    Whoaaaaa--

I think you're pretty off-base, Sam; in fact, I think you're amazingly off-base. If anything, the plot has gotten less zany and campy recently, though perhaps just recently. Since the Second Rikti War ended, we've traveled back and forth in time under the guide of a Reformed Villain From the Future, fought an Alien-Powered Roman Emperor and monsters from Greek myth, took a break to mess around with holodeck technology, returned to fight Resurrected Evil Nazi Buffalo Marcus Cole and last but not least, My Own Clone!(TM). Pretty much Adam West Batman stuff. I wouldn't say bad, necessarily.

Could it have been done better? Maybe? As previously mentioned in this thread, the players have (and still do) let the developers know when the new content doesn't jive with the older canon content, and in the response the developers have made (and still make) some efforts to patch up the plot holes as best they can while not tearing apart what's already been made too much. I mean, jeez, they even kicked Incarnate stuff back an entire friggin' issue because the players said that becoming an Incarnate wasn't nearly as epic as they'd thought it'd be.

I'm not sure if the aforementioned "campy" stuff was made just to be there, though; I mean, if you're planning something big for the future, why not make the effort to create stuff that might actually be capable of supporting it? Take a look here:

Sharp-eyed fans will note that we’ve been working on these two characters for a while, as they had their “birthdays” listed in the online calendar we released for the fourth anniversary of City of Heroes, over a year ago. Although Desdemona was listed as Pandora on that calendar, it just shows how fluid, and long, some of these ideas take to come to fruition.
That means planning and character concepts for Going Rogue were being worked on going at least as far back as April 28, 2008, between the releases of Issue 11: A Stitch in Time and Issue 12: Midnight Hour.

If I understand correctly, there was a time before Marvel or DC had their cross-title events just about every other week or so. Maybe the plot didn't seem related to anything in particular in between those events, but in that period individual things happened which were related to the greater whole. If City of Heroes' 'cross-title event' is related to the Well of the Furies, the Incarnates, and the Coming Storm, then some perspective needs to be gained on the subject before the event so we don't have a shallowly-developed 'SUDDENLY INCARNATES AND THE WELL AND THE STORM ZOMG' situation. This is something the developers have been trying to avoid since the 'SUDDENLY THE COUNCIL ZOMG' situation. Of course, if the subject matter is Incarnates, then before Issue 19: Alpha Strike, our only understanding of them was that they were present in:

    1) Modern-day Incarnates like the Statesman and Lord Recluse (we didn't know about any others on Primal Earth at the time)
    2) Incarnates in antiquity (well, guess we gotta get there somehow...)
    3) Incarnates not from Primal Earth, like the Reichsman from Axis Earth... (guess he's gotta show up again somehow)
    4) ...and Emperor Cole, a.k.a. Tyrant, from Praetorian Earth.

Even though the scenarios in which the different Incarnates appear are unrelated to one another, this is just the nature of what the developers could offer the players regarding Incarnates given what was available in the canon before allowing the players to become Incarnates themselves in response to Tyrant's invasion. As a practical matter apart from the plot, these scenarios also give support to the Incarnate System.

Okay, so many of us agree that the Tip 'plot' is pretty scatterbrained. It's not the only thing going on here, and I am pretty sure the "zany" stopped when players started being given the option to blow up senators, nuke a civilian population, deny clean water for innocent citizens for an extended period, murder potential allies in exchange for brownie points, break up and ruin families, and condemn children to slavery and brainwashing...or not, all in an attempt to topple a fascist, false-utopian state or support it.

The ramp-up to the 'cross-title' event has just started, and in light of everything I've said here, I think it's completely unfair to say that the developers aren't taking their work or themselves seriously, because they've been setting it up for just as long as Marvel or DC used to, if not longer.

You don't have to convince everyone that your aesthetics are better. You just have to convince the developers. Of course, you'd have to make that argument with the restriction that those aesthetics are better for the business franchise and not just the story, and it's hard to argue with success.

Of course, as DCUO continues ramping up, this argument may become more important.

I'm always for consistent plot/subplot enhanced by themes or morals, but there's always this part of me that starts feeling fussy when the importance of those themes/morals become overemphasized and just turns the plot into a vehicle for them. Then again, perhaps that's as much of a sign of a bad story as a complete lack of those enhancements is.

That said, I haven't tried that hard to identify such features in City of Heroes, so my commentary above is really just an excuse for me to post that link.

The developers like cheap, shlocky stories about time travel and parallel worlds and seventeen copies of a character
I've been wondering for a while: Do you really not like these genres, or do you just think their representation in City of Heroes is made poorly?

I will concede that stuff like Ouroboros, the situation regarding Cimerora, and even the appearance of the Shadow Shard happened without much setup or foreshadowing. I suppose you could consider Ubelmann the Unknown a setup for the 5th Column's presence in ancient Rome, but there was no suggestion that something was going wrong with time right up to the point where Castanella told us 'IT'S GOIN' DOWN RIGHT NOW, MANG, GET MOVIN', SHOOT 'EM IN THE HEAD!'

Of course, there's other major events in the game that I do think have had decent setups. People were expecting the Second Rikti War to happen for years, if not even as a result of Hro'Dtohz's ambitions, then as a result of Nemesis' mechanations or even just the Rikti trying to rescue their people stranded on Primal Earth. People didn't really make a fuss over the resurgence of the 5th Column (post-Cimerora) because not only had people expected that some loyalist cells escaped from the Council, but because Reichsman had been left in the fridge somewhere instead of actually being taken out once and forever. Nobody really questioned the overlay of Croatoa onto Salamanca, because we'd known about the Malleus Mundi for at least a year beforehand as a result of the Halloween Event and most folks seem to accept that magical items that have been lost to the ages, especially those capable of blasting holes in reality, are wont to appear again somehow. It just happened to be coincidence that it blasted a hole around Croatoa and I think everyone acknowledges it as such, so now we have goblins and witches and walking pumpkins next door to the largest metropolitan area in Rhode Island and I think most people are okay with that.

I will agree with this. I've got nothing against cool extra cast members, but when there's been too little character development on them, it's hard to care about who they are or what they do. There's some good stuff with the Rogues Gallery in the Tips content, but most of the encounters with the Gallery that don't contain branching dialogue are too brief and insignificant to hold much development.

Or, perhaps I misinterpreted your concern. Always possible.

  13. Lots of good subjects brought up in this thread so far. I'm also interested in a few things that I don't think have been brought up yet.

    1) When all of this business with the Coming Storm is resolved, for good or for bad, there's going to be a bunch of Incarnates milling about (or at least a few more than there used to be before the Well entity started making a comeback) without any godlike 4D enemy to be united against. There's going to be some sort of ramifications when the 'Hero VS Villain' business gets back into gear...

    2) ...and what about all the non-Incarnate supers in the aftermath? Is there going to be a division between Incarnates and 'standard' supers?

    3) Nick Pocker, a.k.a. "Tempter", leader of the Hellions, has been camping out in the Big Zig for quite a while. As far as we know, no one's tried to get him out. Devil-worshipping gang/cult leader? Humongous building shaped like that thing where they used to toss off human sacrifices? Nothing going on here.

    4) Speaking of the Zigursky residents, we haven't heard anything about that popular guy Upstart for a while. Dreck gets by on inspiring people through strength, but he's terrified of what Upstart means to a lot of the Freakshow. What kind of demeanor and/or strength would someone have to possess for the Freaks to consider them as an anarchistic 'messiah'?

    5) Speaking of people associating with the Freakshow, what's the deal with Weaver-1 hanging out with them in the past? He seemed to be a pretty popular guy. Where or who is he, anyway?

    6) I remember back in the prototype Issue 6 overview, there were a couple of Grandville contacts that never seemed to see the light of day: Marshal Mayhem, Grandville's military leader and global extortionist, and Eliza Silk, Arachnos' 'Keeper of Secrets.' Are they still canon, or did they get transmogrified into a couple of other contacts?

Look, man, be the witness of your own thoughts, so to speak. You're not in a rational mood when discussing this stuff. You didn't even understand what bAss was saying about self-inflicted wounds: nobody but you can choose whether or not to participate in the newest content.

Man, I haven't used that team finder window in forever...but, I subscribe to a few good global channels on Justice.

The only people that I know of who still use that thing are folks checking the number of players in The Hive before or during raids.

I also came across a female NPC in a Train Station in Paragon who seems to serve no purpose, but when I talked to her she just said something in a chat bubble, no dialog window popped up. (Unfortunately I forget her name and what she said.)
Yeah, a few of those characters with purple rings around their feet have been around for many, many issues, n' I keep wondering what's gonna happen with them. I've even seen a Jenny Adair clone with a male name hanging around behind the Talos Island Wentworth's for some reason; I bugged it at one point.

I think actually being able to call the contact I've mentioned in the OP is better for being able to check the calendar anywhere you like.

An alternative to having another contact in a player's list is to make the calendar accessible from the ingame main menu.
  19. I don't really know how the developers intend to announce the different Strike Targets coming up with the Strike Pack / I19.5, but not having an in-game announcement, and/or reasons why these Targets are selected/who is doing the selection, is sort of an immersion break and also not as effective as it could be without a little assistance.

So, here's my idea, not knowing if something like this is already being implemented. Each player gets a new contact that they can phone, much like Redemption and Pit. Let's call them Longbow Threat Assessor and Arachnos Strike Coordinator for the hero contact and villain contact, respectively. We now have ingame entities doing the selection.

When you call the LTA or ASC, there's of course the introduction text. There should be two options for further dialogue: One for discourse on Strike Targets, and one for showing a calendar for current/upcoming strikes.

The chain of discourse ought to go something like
What the role of the LTA/ASC is, and why Strike Targets are being chosen -> Why you should participate in dealing with Strike Targets (i.e. rewards, or spooky-ingame danger, etc.) -> When Strike Targets change, and an explanation of a redside/blueside target or a co-op target -> GOTO 10. Insert as many other links in the chain as you like.

The player should always have the option of viewing the calendar, no matter what point in the chain above they're in. Why a calendar, you ask? Well, why not a calendar? Players like to know what's coming up; maybe they need to have time to make plans to participate, who knows?

(To be honest, an ingame calendar for all major events would be good as well, such as holiday events, Rikti raids, 2xXP weekends, contest deadlines, all sorts of things. That's for another thread perhaps, though.)

Assuming that you don't want the Strike Target 'calendar' to be very complicated, text should suffice; just a few lines in the format of "[Start Date] - [End Date]: [Strike Target Name] - [Level Range] ([Co-Op / Not Co-Op]) - [Rewards?]" should do.

There should be a pop-up on login whenever the Strike Targets have been updated (the pop-up should explain how to call the LTA/ASC.) This isn't to say that you shouldn't announce the Targets on the board; the more notification you make available, the more people may take notice. That's a practical reason for implementing this suggestion.
  20. OP: There's no trick to it at all. Just keep running ITFs and LGTFs until you have the number of shards you need. Running almost any other TF to get salvage is rubbish.

I'm looking for something that's EASILY affordable, which means PvP, TF-only and Purple sets are out, and I'd ideally want something at 50. Well, there really is only one single melee damage set that's like that in the game, namely Crushing Impact. I don't know how expensive this is to buy, but I know I've been getting drops of the recipes a lot, and I can see it only uses common and uncommon salvage, which should be easily doable.

Here's the question, though: Is that it? Am I seriously suppose to use just this one set over and over? Or am I expected to use lower-level sets, as well?
There's an actual term for using different sets in one power: frankenslotting. I do it a little bit, if I really need a certain type of set bonus and there's more than one set for a type of power that gives it, or if the use of one set doesn't satisfy my personal requirement for enhancement on a power.

Note that this question arises particularly as a result of the restrictions you've set.

    Quote:
Mostly, I'm looking to exceed the standard Acc/End/3*Damage slotting, and I'm not sure that's doable with just Crushing Impact. Moreover, trying to get too many of that one set will most likely prove to be problematic, considering a melee character typically has seven powers that can use that one, if not more.
Well, there's nothing saying that you have to slot every power with a set.

    Quote:
In a way, I suppose it comes down to this: Were I convinced to go with Set Inventions, how much would I expect to HAVE to look for sets and enhancements below my level?
If you're not worried about overstacking set bonuses, perhaps a little. You may want to mix and match different sets or sets and IOs/HOs if you really don't want to use sub-50 sets. Really, it depends on what kind of set bonuses you're looking for. If you're looking to stack a lot of a particular kind of set bonus, you will have a lot of trouble attempting to ignore sets that have at least one Rare recipe.
