Taunt can be pretty useful on a scrapper, it still does -range and in 2v2s or small teams you can taunt the target off of your teammate.
Taunt CAN be useful in some situations, my point was that it's not nearly as useful as IH on a Regen, but it is fair to point out that Taunt isn't utterly useless. I think for general zone play, taunt on Scrappers is fairly useless, and I doubt this guy is going to take his KM/Regen into arena matches. -

As for a corr, the only reason I would make a corr is for Poison, as most corr combos are outperformed by their Defender counterparts, but Defenders obviously don't have Poison. -
lol... @Neeto, I would take IH over taunt, taunt is pretty crappy on Scrappers, not sure why it's even an option for you to take taunt over IH. IH is one of the things that makes regens, well, regens. There's no Regen build out there that doesn't have it.
There's also more or less no KM build out there without Siphon Power... even though it's not a real BU, it still gives you a noticeable damage boost, particularly in long fights.
Also, I'm very dissapoint in myself for offering advice to someone making a KM/Regen. My REAL advice is that you don't roll a Scrapper at all, but if you must, then read above. -

Hay, Zwillinger, do you know that there are still people who haven't received their codes yet, including somebody very important? You know, just that guy who lead this league single handedly, no biggie.
Also, to be fair, I did PM you about this and never got a response over the past 1-2 weeks now. That Rulu-Shin thing is amazingly cool, and I want it. Make it happen. -
The only one of those I would NOT reccomend is dark/mental, dark has much more synergy with EM then MM. If I had to choose one... I would go dark/em, was fun on a cheap build when I had mine for a week or so.
Also, proc'd out Blaster Dark Blast can wreck faces, especially if you can get your attack chain off quickly (which is another reason EM is nice, for BR). Powerboost gives a noticeable boost to your heals and -tohit, coupled with frozen armor you might even drop people's chance to hit you! -

As much as I like to continue to crap on this game about it's flaws and how I think pre-i13 was better, looking back at it logically, i12 had as many broken things as post-i13. There are a lot of things about post-i13 that I absolutely hate, but not all of it is bad. The problem I have is this idea that because something about the game changes, it allows bad players to become instantly good. The gap between bad and good IS smaller then it was pre-i13, but if you were bad pre-incarnates, you will be bad post-incarnates. There is still a noticeable difference between good and bad players, and claiming somebody is only good because of their build or incarnates is pretty ridiculous. Barrier covered most of what I would argue about post-i13 vs. pre-i13 in his own way.
To clarify, I still think this game is in a pretty bad state, but I think at this point it has a lot more to do with the community then the game itself, and also the lack of any dev support. For a long time I was comfortable to rebuke any statement made about people turning away from PvP due to the community, but lately I am seeing how that statement can actually be pretty justified in some cases, and I am by no means a care bear or anti-trash talk.
As much as I love being a dick around here, I would be the first person to help a new player because I really do think the community is the problem, not necessarily the game in every case. I may not play this game much anymore, but I think it's pretty obvious at this point. I would love to see all of us bitter vets replaced by newbies who are starting fresh, we've been around too long and it shows in the way we act. I also think that this applies to the development team, who apparently have a hard time of adapting to new demands in the MMO industry (See: Bad developer posts). I would love to see Posi replaced by somebody fresh and new with new ideas for this game, for example.

The only thing I would argue is that 1v1s and the like have slightly more emphasis on skill and tactics then people give them credit for, though I would still put emphasis on build at about 70-80%, so builds are still the most important thing in 1v1s. To think that 1v1s are somehow completely void of any skill is pretty naive though, or you wouldn't have people that are consistently winning duels. I would also say that skill is the wrong word to use, because skill in this game is more about tactics and logistics then what video-game skill would normally equate to.
ANYWAYS, this post is borderline srs, so I will stop here. -
So, yeah, ignore people who QQ about Purples and PvP IOs, you can still make a viable zone toon without them easily, and I will second Elec and Regen as your best options for KM. I would also strongly recommend Devices Mastery or whichever the one is that gives you Webnades and Targetting Drone, and then probably SS/SJ/Phase/Tough.
