And when they released information on Staff Fighting at the Pummit, they clearly stated it would be a for-purchase item for all players and that while it would be within the Issue 22 Window it would not be part of the Issue 22 release. -
Another thing that I've not seen mentioned is that you don't have to have a Notice of the Well for slotting your Incarnate Powers. If you select what power you want and scroll down on the right, you will see an alternate set of components that will allow you to Create the power you want without a Notice of the Well.
I've yet to receive a Notice of the Well and I have a T2 Cardiac in my Alpha (also have a T2 Spiritual created but not slotted), a T2 Pyronic Judgement and a T2 Degenerative Interface.
I've also created (but not slotted) a T2 Nemesis Lore, but haven't gotten enough iXP to finish unlocking the slot yet. As soon as the slot unlocks, I'll have the power ready to slot.
Basically all I'm needing is the Rare components to be able to start getting my T3's in my first three slots, and finish opening the Destiny and Lore slots.
All without a single Notice of the Well. -
Basically, when you logged in your account didn't sync to the store correctly, so it can't verify what you have purchased.
As SerialBeggar points out, just back out to the log in screen, log in again and it should be fine.
I've seen reports of a few people that had to close the game entirely and relaunch the game, but those were some time ago. -

No, I haven't seen the game's code, however I know enough about code and working from what several people that have seen the games code tell me, I can draw some decent inferences.
Do I observe people carefully? Yes. And I've had the several opportunities to directly observe several of the Developers in both a formal structured setting and settings that were rather informal and off the cuff. The latter gave a bit more insight as there were occasional slips of the tongue that revealed things that wouldn't have been revealed in a more structured setting and it also had them more relaxed and willing to discuss things in a rather vague manner that they wouldn't have been able to talk about at all in a structured setting.
You may have learned how the people you've observed are through direct observation, but I'm basing mine on direct observation of the Devs themselves, what they've said and how they've said it.
If I were talking to you face to face I'd say pretty much the same things I've said here, without reservation. There are several people on the forums that have met me and will tell you that what you get in person is pretty much what you get here. The only real difference is that in person I don't have to worry about someone else moderating what I've said.
Trying to base other people's thought processes and actions off of what you'd do or what some other people would do is nonsense.

The first-time bonus on the SSA allows you to choose any reward the first time you run an arc and then you can run that same arc again and get the same reward window without having to wait for the timer to run out.
The DA arcs do not have such a mechanic. Once you run the arc and choose a reward, you must wait until the timer runs out to be able to get all of the reward choices again. You can run it again and choose a different reward, but you can't run it back to back and get all of the reward options as you can with the first-time bonus on the SSA arcs.

Ah, sorry about the logo question then. I saw the logo in Archiviste's image and made an incorrect assumption about that logo.
Oddly, this doesn't work on my Test server install, but it does on my Live install. I didn't try it on my Beta install. -

Let's try not to suggest people have no basis in fact for their opinions. They are opinions and easily recognized as such.
The Devs have said before that Ouroboros is a dirty dirty hack. I can't recall if it was something said in a uStream or at the Player Summit, but they did say that as the reason why they haven't combined them.
That's why the "simple" solutions proposed by so many players won't work.
It doesn't matter how many players say that the Devs are overthinking it, the fact remains that this is what we've been told by the people that have actually seen the game code and know what would be required to change it. -
There is still no first-time completion bonus for running those arcs. The rewards are the same every time you run the arc (as long as it has passed the 20 hour timer), whether in-zone" in the first run through the contacts arc or through Ouro.
The SSA's do have a first-time completion bonus. From ParagonWiki:

No, it won't stop you from getting a component drop when you run it at level 50.

I haven't gotten it to generate an image I like yet, but is the logo for the generated images going to be on the left as it is in Archiviste's example? Is there any way you can put it back on the right as it is on the game's current login page? -
Manager of the cinema. You talk to her during one of Officer Fields missions. She's part of the AP revamp that came with Freedom.
Not a leak from Beta, she's been there for several months.
And you just haven't found Capt. Taggart's purpose yet. -

You can create shortcuts for any game through the Launcher so that it puts a shortcut on your desktop that opens the Launcher and starts that specific game.
I have three such shortcuts in addition to the shortcut for the NCLauncher. I have one for Live, one for Test and one for Beta. If I had Aion or Lineage II or some other NCSoft game installed, I'd likely create shortcuts for those as well. -

If you haven't run the first arc, how did you get the rest? Were you running them on someone else's team that had the contacts?
There are a few requirements for getting the intro missions and being able to run the DA arcs. You must be a level 50 and have your Alpha Slot unlocked. Just being in the process of unlocking it with threads is not enough, it has to be unlocked.
You also will need to run the intro mission to start the arcs. The contacts are Captain Nolan for blueside and a Threatening Arachnos Message for redside. Once you run those intro arcs it will introduce you to the repeatable contact for your side and Heather.
EDIT: Even on a Level 50 that has not unlocked the Alpha slot, you can still see the missions in Ouro, however, you cannot select since the message it gives when you try is "You and everyone on your team must be a VIP and have completed Heather Townshend's story arc to run this arc."
I've highlighted the three arcs you mentioned in the OP:
Heather is marked with Green, Mu'Vorkan is marked with Red and Praetor Duncan is marked with Yellow. -
Depending on your Reward level, you may have Controllers unlocked already. Opening Controllers and MM's through the Paragon Rewards system requires filling Tier 5 (13 Reward Tokens owned). The Paragon Rewards system replaces the old Veteran Rewards system. You can read more about the Paragon Rewards system at ParagonWiki.
You can choose whichever characters to unlock that you want, but you can only play them if you have access to that AT. For example, MM's and Controllers require either a purchased license from the Paragon Market or having filled Tier 5 on the Paragon Rewards shrub. Hero and Villain Epic AT's are supposed to be locked behind the VIP level (subscribers) but there are reports of a bug that allowed some players to be able to access their existing Epic AT's on Premium Accounts. There is no Reward Tier unlock for Epic AT's although you can purchase a license from the Paragon Market. You can read about what is available in the Paragon Market at ParagonWiki.
Inventions are locked behind Tier 7 (27 Reward Tokens) of the Paragon Rewards system or a monthly license fee.
You can purchase a license for Controllers in the Paragon Market to allow you to use those characters.
You can also purchase additional character slots at the Paragon Market to allow you to create or play more characters.
And of course, becoming VIP (subscribing) gets you access to almost everything in the game for no additional fee as well as many more character slots. Some of the powersets and such still require a purchase by VIP's to use, but VIP's get 400 Paragon Points each month (550 if Tier 8 (34 Tokens) or 9) as part of the subscription. -

They sell server transfers for a reason. If you don't like the population of the server you are on, transfer to a busier server.
As for Bill's comment of only seeing 50 players on Pinnacle, it's possible that some were on Beta testing out I23. Also, being a holiday weekend you may see less players on. -
