Are you behind a proxy of some type or using a web accelerator? Does your modem have router capabilities and if so, does it include any web accelerator (possibly undocumented). If so, you may need to make an exception in them for the forums.

I haven't been hit with any of those debuffs in ages and I always take down the Lab Equipment.

The game engine is aging, badly, it's basically held together with duct tape, spit and hope at this point, they have no documentation on the Engine, all the old people who actually worked on the game and knew how it worked have actually left (BaB was the last one who really knew the guts of the engine IIRC).
BAB knew the animation side of the engine very well, and knew some about the rest of the engine. I don't think I'd characterize t as really knowing the guts of the engine. Castle left after BaB and knew the engine pretty well. pohsyb knew it much better than either of them (both from being a programmer and from having worked on the game longer, including Beta) and he left after Castle. Neither BAB nor Castle originally worked on the engine. They came in later, much like the current team.
TheDarkWatcher knows the engine very well. Synapse knows the engine very well. Black Scorpion knows the engine pretty well. I'm not sure how deep Positron's knowledge of the engine is, but I'm pretty sure he has a good understanding of it.
People working there know the game engine better than you think they do. -

When was the last time a Dev or even an OCR even responded to something in the Suggestions forum?
As mentioned above, the move from Development to For Fun shows that it is now the place where people put out ideas for people to daydream about, nobody takes the Suggestion section seriously anymore, not even the Dev team, so what is the point of posting in there?
OCR? Twice in May. I stopped looking once I got to March 30 since it was 14 pages into the Community Digest.
Just because they aren't commenting in the threads doesn't mean they aren't reading them.
I heard some things mentioned at both Pummits in various conversations that had been under discussion in the Suggestion and Ideas forums.
I think they are reluctant to post there as some people have taken that as support for their idea and expected it to be implemented into the game within a few months.
One poster a while back even claimed that a Dev was supporting their idea when all they did was comment on some tangent brought up by a different poster that had nothing to do with the OP's suggestion. -

City of Heroes Game Time Cards and NCSoft Game Time Cards don't work that way.
I've used them on my second account as needed. I've also given them as gifts.
Black Pebble has given them out at the Pummits (and likely elsewhere).
There is no activation at a register for these. -
Another reason, along with their idiotic naming policy, that will keep me from using Google+.

This appears to be the patch for the Panther issues and possibly some database maintenance to fix those characters that were affected. -

Since I never could find the chat logs where I was told this line (it was said in a global channel by someone that worked with the game developer), I don't put it in quotes or attribute it to that game developer.
Also, if I were doing it as a quote I'd have asked his permission first. It's the polite thing to do since it wasn't a statement made in an interview, on a forum discussion or similar.
Without his permission, I won't even give his name. Similarly, without the permission of the person that told me I won't give their name either.
EDIT: I've been asked a few times about the signature but have never told where it came from in full. This is the closest I've come and likely the closest I'll ever come to telling the entire story. -

There are times that the game and store don't sync properly. When that happens, you can usually correct it by logging out and logging back in. Some find that it corrects itself if they choose a different server.
If that doesn't correct the problem with the IO's, be sure to file a /petition in game about it. If the responses aren't getting it corrected or seem to be responses that don't apply to your situation just stay polite and ask that the ticket be escalated to a senior support person. Sometimes it takes a bit to get someone that actually reads and understands the problem fully as well as how to correct it.
As for the costume parts, they've shuffled several of the costume parts around and that will often flag an item as an Invalid part. One of the big ones recently dealt with combining "Standard" and "With Hair" in the Masks sections (I think those were the two that were combined, but it could have been something else beside Standard). It usually just involves selecting the costume pieces again from where they've been moved to.
If it was the sync issue causing it, it should clear on it's own when you get the store and game to finally communicate together about what you've purchased in the past.
Again, if that doesn't resolve it, file a /petition stating what you've purchased and what specific costume piece from that purchase is showing as locked. Stay polite and ask for escalation if the initial responses can't get it resolved or seem to not apply. -

I've seen the name changes on the Friend list happen on a few characters.
Some I've spotted in the game and immediately added to my Friend list thinking "that won't last long" and kept an eye on it to see how quickly it was changed.
I saw one changed just as I finished adding it to the Friend list. Name, costume and Description all gen'd.
I've also added them to the Friend list just based on a comment someone made in a global channel wondering how long before they were gen'd. Some didn't take long at all. -
I haven't had any problems logging in today (or previous days) using IE or Firefox.
The only problems I've had was a week or so ago when no one could log in (including the OCR team). -

That's why you get market access before getting IO access. More than just IO's are sold through the WW/BM auction houses. -

But I'd still recommend contacting the OCR team first. If you are interested in possibly donating some of the cards for use as prizes in a player run event or contest (such as the FART Battle) mention it in the PM and they can tell you specifically if that case would be allowed.
EDIT: You can't PM Black Pebble, he has PM's disabled *glare* although I understand why. Zwhydoiputupwithtjspellingmynamewrong, Hit Streak or Freitag would be the current members of the OCR team, unless we've got a new one we don't know about yet. *glances at Moderator 09 wonderingly* -

Characters logged out in Galaxy should still be in Echo of Galaxy City at this point. They *did,* at one point, force you into Atlas, but don't now.
The teleport beacons for Galaxy now point to Echo: Galaxy City.
The train should give you an option to go to Ouroboros.
Recently I tried that with a character I had logged out in Outbreak and it sent me to a totally empty GC. I had the same issues with the tram that the OP. The train didn't give an option for Ouroboros, just a message saying "You cannot enter".
Also, the map and /whereami all said I was in Galaxy City, not Echo: Galaxy City.
If I go to the Echo: Galaxy City on any of my characters. the map and /whereami both say Echo: Galaxy City.
I think something broke recently in relation to the code that was handling where to send players if they picked Galaxy City as the starting zone from Outbreak and for where it sent players that had logged out in Galaxy City.
EDIT: I just double-checked by logging that character back in that is listed on the character select page as being in Galaxy City. He's still in what is labeled as Galaxy City instead of Echo: Galaxy City. The character I logged off in Echo: Galaxy City shows on the character select page as being in Echo: Galaxy City. -
