To have the connotation you seem to be giving it would seem to require wording similar to what I said earlier.

It's not the first time Texas has made what can be construed as snide comments towards Steelclaw. No doubt there have been others, as well.
I made a joking comment that I was waiting for the rest of the list. I based that on Steelclaw's history of posting lists.
I then made another joking comment that I heard they were supposed to be funny. And I've heard that from several people, some in this very thread.

Did you disable the non-Micorsoft services as well as the programs loading at startup?
EDIT: Also, are you doing this over a wireless connection? If so, have you tried connecting it by ethernet to see if that will resolve the problems? -

I'm not sure if it shows up in the key binding options window or not, if it does it should be like Server Tray Slot or something.
AFAIK there's no way to hide or relocate the tray when it's up, though, which is really annoying if it covers part of your UI. -
Shut off all unnecessary background programs and non-essential services, at least long enough to test and see if that will allow you to change the game settings.
If it does (and I'm pretty sure it will) then you can re-enable the services one by one, launch the game and try to change a setting to see if it still allows you to, then rinse and repeat until you find what it is that is keeping you from changing the settings without freezing up.
I'd definitely recommend turning off Ambient Occlusion. It's a resource hog that has been proven to cause lower framerates in the game.
You may also want to update your graphics drivers. I don't keep up with the nVidia drivers so I'm not sure if any of them are problematic with the game. Hyperstrike would be the person I'd ask about nVidia driver issues if I were going back to an nVidia card. -

I've been tinkering with the CoH forum skins for years. Besides my "tech support" one, I used to have one to replace my characters emulating the pose of the mail characters in the background. (my sig banner, which you probably don't see was from back when the pre-freedom background was up).
I always intended to make more sigs images with my characters standing, but the Statescrotch shot made that idea come to an abrupt end.
Adblock Plus is on both work and home computers. It's fairly easy to understand why they let us install Adblock Plus.
I didn't find any "mail characters" anywhere, so I'm not sure how to replace them. Postal people don't seem to like me much.
Yes, I can see signature images at work, mostly because I haven't installed the GreaseMonkey scripts to block them. At home, I just see a link. I've seen your sig image for a long time. -
Also, you can just install AdBlock Plus then right-click the image and select AdBlock Plus: Block Image ... from the dropdown menu.
It's not rocket surgery. -
All I did was install AdBlock Plus.
I then added a custom filter to block boards.cityofheroes.com/styles/CoH/misc/*
If it is blocking everything except the background image, you are doing it wrong. -

You must have Destiny and Lore unlocked to be able to participate in the Magisterium Trial.
You must have Judgement and Interface unlocked in order to be able to start unlocking Destiny and Lore.
There is no real need for regular iXP once those are unlocked.

Others are reporting having problems accessing the Test Server as well. It seems to be a problem with that server.
You should be able to access the Beta server if you've installed it. -
