4. False. It was supposed to be that way, but Premium's are able to edit bases if they are of a rank that has that permission.

Back Alley Brawler is gone. Castle is gone. pohsyb is gone. Ken Morse is gone. JLove is gone. Hero 1 has moved to the other project. The Dark Watcher has moved to the other project (I think Vince was part of that group but I could be wrong).
Considering that the group that stayed on the game was known as the Freem 15, well, that's a good sized chunk of the Dev team that made up NCSoft NorCal (NCNC) after Cryptic sold their share of the game to NCSoft.
And considering that this was planned for Issue 3, I'm not even sure that BAB or Castle was working there yet. pohsyb did so much bouncing back and forth it's hard to tell if he was part of the CoH team at that time and it might have even pre-dated JLove's tenure there. I think Manticore and Gilgamesh were still on the game then working from Austin and possibly Arctic Sun, although I might have my timing wrong on him.
So yeah, we have a few Devs that were here then (Positron and War Witch, possibly Ghost Falcon, anyone else?) but a large number of the ones that were here when the SSOOCS was being worked on are likely long gone.
In any event, the Devs have stated that they'd prefer to work on implementing new ideas that the current team comes up with rather than digging up discarded ideas that someone that used to work there came up with. That's not to say that an old idea might not be a jumping off point for a new thought process for something else that's similar or uses a similar theme, but it wouldn't likely be exactly the same thing that was proposed before. -

Something from a developer that has long been gone from the company is pretty much dead in the water.

You could take a screenshot using Print Screen then alt-tab out to Paint and paste it into a new image there.
Alt-tab back to the game. Then scroll down to get the powers that weren't visible in the first screenshot and repeat the process.
Or you could install the Titan Sentinel from the Titan Network and have it Export your build into Mids. -

After selling their share of CoH to NCSoft, that same company and team started working on another superhero MMO. That was CO.
Neither of those was CoH2 despite both being superhero MMO's with some of the people working on it that had previously worked on CoH.
What was the difference there? They were each a different IP. One IP was the CoH universe. One was the Marvel Universe. One was the Champions universe. Same genre, different IP for each game.
Because "an exciting new IP" doesn't say "same universe from before, just with a new engine". It says "new universe, new settings, new characters". -

According to ParagonWiki, the recipe will allow any Titan Weapon's user to use it, no matter their level.
It's the purchase of the Costume part with Empyrean merits that is only good on the character that purchases it since it is the part itself and not a recipe. -

The card that went out is a 5850. They put in the old 8800 as a temporary step so they could get on the computer.
They are looking at the tiers from the 5850, not the 8800.

Mobs in Dark Astoria don't drop Shards, they drop Threads.
You don't have to have Shards to craft the components, you can craft them from Threads as well.
Also, if you run the story arcs in DA, first by running through the story arc and then running them through Ouroboros, you can get a Reward Table at the end of each arc. You can choose a Random Incarnate Component as a reward. It will make a random roll to see if you get the Common, Uncommon, Rare or Very Rare table and then you can choose the component from there. The first time you run through each arc you don't have a time-out on the rewards but subsequent runs give a 20 cool-down timer on each choice. You must run the arcs through the normal level and contact introductions first before you can run them through Ouro.
You could also choose Threads as your reward, or an Incarnate Merit which will give you a random roll for Astrals or Empyreans.
If you talk to Taskmaster Gabriel and run the arcs, he'll give you 2 Empyreans for completing each of the DA arcs (first run through or through Ouroboros after the first time). It is on a one week timer. -
Luckily, you aren't forced to do them when you repeat these missions through Ouroboros.
