You haven't disabled the built in "Network" account by any chance?
Hyperstrike's suggested resolution may be the best in any event.
The link I posted earlier to Experts Exchange explains the reasoning fairly well. The same reason that the File Missing entries show causes the Unknown Owner to show.
I can run a scan on any of my Windows 7 64-bit systems or a Vista 64-bit system and get the same erroneous information in the HJT log. -

I'd recommend lowering the graphics settings to the minimum and then adjusting them one at a time and testing to see if the system runs stable.
Don't crank AA to 16x.
I'd recommend leaving Ambient Occlusion set to Off.
Also, some people have been reporting having problems with City of Heroes and Steam lately. Shut Steam off completely (Services included) and see if that helps with the problems.
If you still haven't found the source of the problems after that, launch the game in Safe Mode and run it for a while to see if it does the same thing. To launch the game in Safe Mode, right-click the game entry in the NCLauncher and select Properties. On the Properties page, put a checkmark in the box labeled Launch in Safe Mode and then click OK. Then launch the game.
Skyrim runs on DirectX and City of Heroes runs on OpenGL. Two different graphics engines run the games so comparing how they run is useless. -
Actually, the "file missng" entries is a known problem with HiJackThis and 64-bit Windows. The only time it's truly of concern is in the BHO and Toolbar entries (the O2 and O3 entries) or if the filename is a known bad file,

We had a thread started by someone trying to claim NCSoft was pushing Pando in their games in the Tech forums a while back. It was shown then that the claim had no merits as it related to CoH. Also, it was pointed out that an Aion Facebook page update made it clear that the NCLauncher was no longer going to prompt people to install Pando Media Booster in order to play Aion: Ascencion and that that game could be updated completely through the NCLauncher.
My post here made it pretty clear that Pando wasn't being installed by updating the Test client. -

The even runs until July 31. That's over 30 days since it went live.
That's going to get them somewhere between 20 and 30 days of running it on 10 characters per day allowing for days that they don't play.
That's between 200 and 300 enhancements.

I updated Test after reading your post and got no prompts to install Pando Media Booster.
I've checked and it's not installed on my computer so I know it didn't do a stealth install.
It sounds like something else was running (possibly a program in the system tray or something in the background) that did the install. -

Ah well, I'll eventually get to watch it in a format that isn't such poor quality. It says it's available in HD, but I can't find any settings to turn HD on.
But, since I'm not the target audience for the Summer Event I guess it isn't that important anyway.
And, like VC, I've never heard of them before today either. -
Considering that Microsoft is not good at providing drivers with full OpenGL support in their built-in drivers and this is likely running the integrated 2500 graphics as M_B mentioned earlier and I doubt that Intel's OpenGL support has improved much in their integrated graphics, I don't forsee being able to enjoy playing CoH on it.

It's a shame this isn't posted on the YouTube site that is listed at the end of the trailer.
The video on gametrailers was poor quality and I wasn't impressed with the GT logo being stamped in various places during playback.
EDIT: It's an uphill struggle.

Your graphics chipset is the biggest limiter here with the amount of memory being the second biggest limiter. In addition, your free space is at 4%. Windows has problems when Free Space gets below 20%-25% and being at 4% it is definitely going to have problems. Free up space on your hard drive, buy a bigger drive and clone this one onto it or add a second drive and move your documents, pictures, music, etc to that drive to free up the space.
You have a PCI-Express x16 slot in the computer that should be able to take a better graphics card. Of course, your power supply may need to be upgraded to be able to use a better power supply.
A RAM upgrade would help, but you are still limited by the sub-par graphics chipset.
Without spending any money, you can do the following in the in-game settings.
Lower your Particle count to 25050 or lower.
Lower Anisotropic Filtering to Off or 2X.
Lower the Physics Quality.
Lower the Water Effects.
Turn Bloom to OFF.
Lower the Shader Detail to Low or Off.
In the Startup section (O4 in the HJT logs) turn off Adobe ARM, Java Updater, DivX Updater, Google Update and possibly the MotoLauncher. Those programs don't NEED to be running at startup, take up valuable and limited resources and will launch when they are needed or you can manually check for updates to the various software.
Changing these in-game settings and stopping the extraneous programs from launching at Startup won't resolve all of the problems but they should alleviate them somewhat. -

There is an option in the Edit Options section of the UserCP called Default Thread Subscription Mode that you can set to either Do not subscribe or No email notification that will likely do what you are looking for. -
An ipconfig /flushdns from an elevated Command Prompt might be worth a try.

Do you have the Remember Account Name box on the Login screen checked?
If not, this is a moot point since I don't think it will create the playerslot.txt file if that is unchecked.
If you do, since the game appears to be installed in the default folder (ugh!), it is likely that the file is in either the User folder in AppData or some other folder.
I can't give you the exact path on that since I never install games to the default directory structure.
You can likely find it by searching the computer for playerslot.txt but you may have to set your folder options to show hidden files and folders. -

Its not a problem blueside because there are so many blue enemies that dont have any mezzes at all, which is why they get so farmed.
I seldom have that problem with my Hero blasters unless I'm on a ship raid and someone kills those keeping the Mez protection going.
Even then, I can still fire back, unlike the old days when I just had to stand there being mezzed if I didn't have a Break Free. -

If a player has run any of the side missions (in the original run through or later in Ouro) and later only runs the final mission in Ouro, they still have the helpers as if they had run the side missions again.
If they were to give the reward table only for running all of the arcs, there isn't an easy mechanism to track that it was done that way on each run in Ouro.
If they were to set it so that you only received the reward table for running it without help, it would only work in the original run through or through Ouro only if the player had NEVER run any of the side missions. Since it likely counts being on a team doing one of the side missions, even if it isn't your mission, as having completed one of the side missions, that would create a huge problem with the reward tables. Players would be punished for helping someone on a team by having their solo reward removed.
That's my suspicion, but I haven't asked anyone specifically if it was right and don't plan to. It makes enough sense to me. -

Reboot your computer.
After the reboot, Right-click on the Launcher and select Run as Administrator.
