Yeah, the text in that error is really old and needs to be corrected.
I believe it references posting it to the Beta boards, and I think (not certain anymore) that it still references Cryptic. That may be a different outdated error message however. -

Nope. Those are the drivers for the 32-bit Vista.
These are the Catalyst 9.5 drivers for Vista 64-bit. They are working fine on my system.
These are the 9.6 Catalyst drivers for Vista 64-bit. I'm hesitant to upgrade to these yet as I never like going with the newest drivers when they first come out. -
Get a new video driver from ATI. Follow the instructions in BillZBubba's ATI Issues and Settings Recommendations thread to properly uninstall the old driver and install the new driver.
You can download the standalone installer for Service Pack 2 from here if you are not able to follow the instructions to get it through Windows Update. -
Have you filed a support ticket at the PlayNC website so that the Technical Support staff can try to assist you in resolving this?
If you don't file a support ticket, they don't know there is a problem and can't help you. -
Update your video drivers.
Update Windows Vista to Service Pack 2.
Both of these were instructions given in your earlier thread, but they still show the same.
Turn off the Dell Dock.
Right-click your CoH shortcut that you use to launch the game, click on the Compatibility tab, put a checkmark in Disable Desktop Composition and in Run as Administrator then click OK. -
Here you go. Easy steps to resolve the problem are on this page.
I don't think CoH installs or uses this dll file, so you may have to hunt around to find out what you have installed on your system that uses this file so that you can repair it correctly.
I've searched all 3 of my computers that have CoH installed and none have this file. -
Have you filed a support ticket on the PlayNC site so that they can work with you to try to resolve the problem? And so that they are aware there is a problem in the first place?

Okay, download TweakCoH and adjust the settings before you go into the game.
I'd also recommend setting it to run in Windowed mode instead of Fullscreen. At least while you are troubleshooting. -
Gol to the Start button, go to All Programs, go to Windows Update. Have it check for updates. Service Pack 2 should be in the list of what it finds.

No. It's fairly normal with a new Issue for people to have connection issues or problems downloading all of the patches.
Remember, you don't have a direct connection to the update servers. There could be a problem between your computer and the update servers that is causing the problem.
We have no way of seeing that connection or testing it, which is why I recommended filing a support ticket with PlayNC. Their support will work with you to try to resolve the problems and has all of the information needed as far as server IP's, server names, etc. -
The 186.18 driver was working fine for Mateo when he tested it on XP, but it is causing problems on Vista and Windows 7 installations. The 185.85 driver is the previous version of the driver and works well with XP and CoH, and is the most current driver working with Vista or Windows 7 and CoH.

If it were a problem with the update servers themselves, NOONE would be able to connect.
I'd recommend filing a support ticket through the PlayNC website using the Ask a Question tab.
You may want to also file a support ticket with your ISP as well. You can get the IP addresses of the Update servers from the Wiki page. -
He already has the 185.85 drivers.

Also, since you are running an ATI card, check out the stickied thread by BillZBubba titled ATI Issues and Settings Recommendations.
All you need is the first post. Set your settings as Bill recommends and then you can tweak them later once you get things running stable. -
I'd recommend starting with Zloth's ++ Common Solutions & Posting Guidelines ++ thread that is stickied in this forum.
Secondly, post a log from running CoH Helper as it will give information about your system and the CoH installation and settings.
Thirdly, post a log from running HijackThis. This will show what else is going on on your computer while you are playing CoH. -
Not necessarily the Update servers. I believe it is a hop or two before the Update servers where things slow down. Someone mentioned what the hop was and that they are throttling connections to give priority to THEIR main business needs.

Install Service Pack 2.
In your ingame video settings do the following:
Turn off Vertical Sync. Turn off Anisotropic Filtering. Turn off Water Effects. Turn off Bloom. Turn off Depth of Field. Basically, open BillZBubba's thread named ATI Issues and Settings Recommendations that is stickied in this forum and follow his settings recommendations for in the game and in the CCC. Also, Bill gives the correct procedure for properly updating your ATI drivers.
Update your video card drivers. Update your audio drivers.
Yes, the logfile from HijackThis that it saves after scanning is what we are asking for. Just open the logfile, hit Ctrl-A to select everything, hit Ctrl-C to copy, come to forums and start a Reply then hit Ctlr-V in the text box to paste it here. -
Please file a /bug report ingame. When this happens you may also want to file a /petition in game to get the rewards issued that should be issued.
This is a section of the forums for Players to assist Players. The Devs don't come 'round here much. Or at least, they don't say much here.

Ok, so since you haven't provided the requested CoH Helper or HijackThis logs, it's time for rampant speculation.
Make sure you've updated to SP2.
If you have an nVidia card, don't use the 186.xx drivers, use the 185.xx drivers instead.
If you have an ATI card read the first post in BillZBubba's ATI Issues and Settings Recomendations thread stickied in this forum. Set your settings to what Bill recommends in the first post.
Before clicking I Agree, put a tick in the Safe Mode box. If it will load in Safe Mode, that will be useful information for those in this sections of the forum to have.
But the best thing you can do would be to post the logs from CoH Helper and HijackThis that Father asked for.
Then we don't have to try to play Psychic Detective. -
Install SP2 then. It includes the update. Of course, if you already have SP2 that would be why it is giving you that message.
Oh, and if you don't have Vista or Server 2008 it will give you that message as well. -
Just file a /petition that the character is stuck and unable to log in. You can also put a description of what was happening to make them aware of the issue so that it can be sent up the line to be looked at and fixed.
