Have them run a trace route to those East coast server IP's. They'll see where the problems are occurring.
Actually, you can run the tracert yourself if your ISP hasn't blocked them. Mine does which really irritates me as it removes a valuable troubleshooting tool.
Anyway, follow these steps:
1. Click Start.
2. Click Run
3. Type cmd and hit the Enter key on the keyboard.
4. At the DOS prompt that opens, type "tracert 216.107.248.3" without the quotes and hit the Enter key on the keyboard.
5. Watch the results and see where it either stops responding or takes a realllllly long time between hops.
Repeat Step 4 above but this time type "tracert 216.107.248.3" again without the quotes.
Repeat Step 5.
I would repeat it again using the 206.127.144.229 address and the 206.127.144.229 address, unless houtex comes in and corrects me.
If you can do this yourself, try flushing the dns cache using these steps:
1. Steps 1-3 above.
2. Type "ipconfig /flushdns" without the quotes and hit the Enter key.
Once you have seen where it is hanging, you can contact your ISP and they may be willing to work with you in contacting the ... hmmm .... offending party (not sure how to phrase that) and get whatever the problem is corrected.
Be sure to update your support ticket with the same information so that the CoH support staff can work from their end to try to get the problem resolved. -

That's a corrupted video driver installation.
Also, we've seen problems with Steam in the past, but I believe it was caused by the Steam download of the game and it being installed in the Steam directory. I "think" those were also Vista systems, but I can't recall the details now.
It's possible something in Steam is conflicting with the game.
If you continue to only experience this when Steam is running, that's a good indication that Steam is the likely problem. -

Just tried again 24hrs lata still unable to get into the WWW store. Tried different ISPs and a proxy server, still down on the billing side. The NCSOFT store carries AION, Guild Wars, Lineage games also, thought there would be a post somewhere.

Log into the support system and update the ticket asking that it be escalated to a Senior GM since the response you got had nothing to do with the problems you are having.
My experience with calling them? You get the Senior GM's. -
Wow, that video chipset is really not a good choice for gaming, especially not with how high you have some of the settings.
I'd recommend lowering (substantially, then slowly work your way up one item at a time):
Physics Quality
World Texture Level
Character Texture Level
I'd also recommend turning off the following (again, tweak them up one at a time once you get things running):
Vertical Sync
Water Effects
Bloom
Shadows
Geometry Buffers
If it were me, I'd also turn off Desaturation effects as well while testing.
Yeah, that video driver is rather old. OEM's are notorious for not keeping drivers updated on laptops, and "usually" the manufacturer's drivers won't work on them without modification. -

OK. Try this. Create a folder on your desktop called nVidia.
Download the file to this folder (click Save and not Run from the nVidia download site).
When you run the downloaded file after it finishes, instead of using the default location point it to the nVidia folder on the desktop.
The other option I find that should resolve this is to log in as Administrator on the local computer. Not an account that has administrator rights, but the actual Administrator account. IF you've never logged into this account, the password should be empty.
You don't get an option to select or enter Administrator as the username? OK, here's how you fix that. Go to the Control Panel and open the User Accounts applet. Click the blue text of Change the way users log on or off and on the next screen, uncheck Use Welcome Screen. If it is checked and not greyed out, uncheck Fast User Switching as well. You may need to do this one first. Clci the Apply Options button, then close everything out back to the desktop.
At this point, restart the computer. When the login box appears type Administrator as the username and leave the password box empty, unless you've set a password in the past.
After you get logged in as Administrator, you can go to My Computer, select your H: drive, select Documents and Settings, select your Username, select the Desktop folder, find the nVidia file you downloaded to there and run it. -
Eh, it's an HP. I've seen them do some really odd things in how they name the primary drive.
I've seen computers with H: as the primary (ok, H for HP, some sense there), M: as the primary (that one made no sense at all), P: as the primary (Pavillion, ok, some sense there as well, but still) that were all HP's. -

That's not what I was thinking of. The datastream and the terminals have to have data updates on a semi-regular basis. I'm wondering if these framerate drops are coming at the same time as the AE terminals are getting updated data.
Of course, WE have no way of checking that, it's just a thought based on a small amount of knowledge.
Yes, I know I said laggy in my previous post. I've been thinking about this for a while and wondering if the AE updates are contributing to the lag. Since AE is cross server, cross faction and cross zone in posting the available missions.
You might try sending a PM to pohsyb asking about this. -
This is a known issue. Has been since Beta for I13 (?).

There is a known workaround. You can go to Paragon Wiki, City of Data, or use Mid's Hero and Villain Planner to see the information on each patron and their powers. -
The AE buildings are NOTORIOUSLY laggy. In AND around the buildings.
Out of curiosity, which zone was this in? -
It's fine to run HijackThis while the Updater is processing files.
It could be that those odd entries I noted in my above post are the reason for the updater downloading files. -

It could also be due to not having the correct .Net Framework installed. I'm not sure what .Net CoH Helper was written to use, so can't be sure. DirectX is up to date.
Still, it wouldn't hurt to update through Windows Update (use the Custom option and skip SP3 if you want, as well as any others that you don't want for whatever reason) and check in the Software, Optional section as well for .Net related updates.
Also, update your nVidia graphics drivers to at least the 185.85 drivers.
EDIT: Edited to correct DirectX information. Had to load up an XP system and patch it quickly to check the versions. -

Okay, half the memory.
Looks like it does include a VGA connector on the card, and after looking at it on the BFG site I see that it also includes a low profile adapter, which would make it attractive to anyone running a computer with a slim case.
The only real con I see on the 250 GTS you linked is that it takes up two slots and the 9400 takes up one slot.
Well, one additional possible problem is that it requires a 450W PSU where the 9400 only requires 350W. Although, several major manufacturers computers have been known to ship with smaller PSU's than this. Even fairly recently.
Since I haven't seen any mention of what size PSU you have, it's pure conjecture on my part as to whether or not your PSU is beefy enough for either of these. -
I'd recommend starting with Zloth's ++ Common Solutions & Posting Guidelines ++ thread that is stickied in this forum.
Secondly, post a log from running CoH Helper as it will give information about your system and the CoH installation and settings.
Thirdly, post a log from running HijackThis. This will show what else is going on on your computer while you are playing CoH.
And, unless your ISP has a direct connection to the CoH servers, there are a number of hops along the route that could be having a problem. Many ISP's "techs" will look at what their screens are showing them and take the approach of "it's not on our end, so it's not our problem". -
Not sure what you are asking, but I "think" I can guesstimate it.
The GTS 250 has two DVI-I ports on it. There IS a DVI to VGA adapter included with the card. This allows the video card to be used with monitors that don't have the DVI ports, including the paperweight series of CRT monitors.
As for the 9400, I can's get the link to work. It takes me to a Staples site for Canada and wants me to enter a Postal Code to get "an accurate list of available items and inventory in your area." -
Of the two? I'd take the GTS 250 any day over the 9400 any day.
Just remember not to install the 186.xx driver if you are running Vista or Windows7. Stick with the 185.xx driver instead. -

Get the 185.xx drivers instead. The 186.xx drivers that you have installed are known to cause this problem in CoH with Vista and Windows7.
