Just a helpful idea since there is little to no useful troubleshooting information in your post, befrore zoning type /unloadgfx and let it clear the buffers of data.
It could be any number of things, but I won't speculate without adequate information. -
There are 2 different passwords, and it depends on which one you changed.
One is the Game Account password, the other is the NCSoft Master Account password.
At least it is now letting us get the Server selection and stuff on the Character Copy Tool. It's only been letting us log in for a while now. Possibly it is backed up with requests since being fixed. Possibly it's not totally fixed. -
Roll back your nVidia drivers to the 185.85 drivers. The 186.xx drivers have this issue with CoH.

No, it supports ATI, you just have to massage it a bit.
I'm currently running on an ATI HD4850 and the game looks great.
Of course, if I'd had the option I'd have had an nVidia card installed in it instead. But ... that wasn't an option on this model and I'd have had to jump too many price levels to get one that offered an nVidia card with the rest of the specs this one has.
It's ATI that doesn't support writing drivers that work correctly with OpenGL. -
You most likely got the small patch before you got logged on today. You can check the timestamps on my posts and TerminusEst's posts to see how that corresponds to when you got on. Sometime between when TerminusEst posted that he was getting the error and my 2nd post after his was apparently when they put up the patch to be downloaded.

Mateo, he's not talking about the real numbers information in the Respec screen. What he's talking about is the tooltip information that's been popping up for as long as I can remember when you hover over a power in the slotting screen during the respec. It's the same as you get in the Management screen when you hover over a power. It doesn't lst real numbers, just the percentages of the slotting.

Just follow Bill's settings in the first post.
Those will get you a very playable game.
You can tweak from there if you know what you are doing or are willing to have it look awful for a bit.
EDIT: By "follow Bill's Settings" what I meant is, adjust the in game video settings as he specifies and the ATI Catalyst Control Center settings as he specifies. You'll have to use Advanced Mode on the CCC to get to the settings. -

To do "just the last few updates", you'd have to already have the installation DVD from the Architect Edition and install the game from there, then run the updater and let it get the Issue 15 update and minor patches since then.
If you don't have an installation DVD you will have to download the entire game including the updates, or if you have a really old installation CD, it will take a long time to download the updates since that cd came out. -
No. By talking about downloading the whole game I meant "the entire game" as opposed to having it installed and just downloading "the last few updates".
There is no resume function that I know of when downloading the game this way. Then again, I've never tried to download the entire game, so I really wouldn't know.

EDIT: If I still had my old ISP I had in Colorado, I'd have my FTP site running and would put up several piecemeal downloads to get the game client files out to other players using this method. Unfortunately, my current ISP blocks outside access to servers, plus it would be really slow since my ISP is wireless and slow as it is. Maybe someone that has a decent connection and ISP that has an FTP server would be kind enough to zip up the game into multiple parts and host them so that new players can get the basic game easier and then only have to download smaller updates until Paragon Studios puts up a similar download on their end.
I really wish Paragon Studios would put back their old FTP where you could download the entire game installation. I think it was in two parts.
If I hear back on a PM I have in to Ghost Falcon I'll bring that up to him. -
I'm getting a download right now when I try to connect to the Test server that I didn't get earlier. Perhaps they've been patching Test.
I'll edit this when it finishes to give the version number.
EDIT: I now have the .4T version and am able to log in fully. Looks like the server got patched and they forgot to push the patch to the clients. Or something similar. -
I've gotten no Read Receipts saying that any of the 4 have opened my PM's, which isn't surprising seeing it's the weekend.
I don't think CS will generally do anything with support tickets for the Test server, so I'm not going to bother there either. Hopefully one of the Devs will log in to check something at home, realize there is a problem, and get it resolved. -
50 hours? Are you on downloading the entire game?
Why not just purchase the Architect Edition in a store and install from the DVD. The the updates will only take a short time. Also, for the $20-$25 price of the box set, you will get a free month of play time ($15 value) and a choice of the Cyborg or Magic Super Booster ($10 value).
Also, if you have a friend that has the game installed, have them copy their installation to a DVD (or multiple cd's), copy those files to C:\Games\CoH, start the updater and point it to that directory instead of the default C:\Program Files\City of Heroes path.
Much faster download. -

Ok, now that the 500 lb. Gorilla has been acknowledged, some more pointed questions.
What is the path to the old install? What is the path to the new install?
Right-click the new shortcut. What is the path on the Target line? Is it pointing to the new install or the old one? If it is pointing to the old install, change it so it indicates the new path. -
Glad to hear you are getting some assistance on the ISP and CoH side both.
Sorry it will take them a bit to get it straightened out. Unfortunately, when it's something not under their direct control, it takes a bit longer.
The good thing is both are willing to work from their respective ends to bring their weight to bear in getting things fixed to help resolve your problems. -
You can run HijackThis, select Do a System Scan Only, check those items you want removed, and then click Fix Selected.

I know the current Live version ends in a T52, so the T isn't solely for the Test server.

I just got the same error, and I was on the Test server earlier. I haven't seen the 19.20090702.4T version on the Updater screen since I seldom pay attention to the numbers there unless there is a problem. I currently have the 19.20090702.4 version. The error I get is that the server is running the 19.20090702.4T version and the client is the 19.20090702.4 version.

EDIT: Also, the .4 version with no T is the one Niv posted about that has no patch notes. No sign of a comment on a .4T version.
Additional Edit: Also sent same PM to Nivienne, Castle and BackAlleyBrawler. Hopefully, one of the 4 of them will be online to catch it and be able to notifiy the proper people. -
Update Vista to SP1 through Windows Updates.
I'd recommend updating your Video drivers as well at least to the 9.3 Catalyst drivers if you don't want to update to the 9.3.1 Catalyst drivers.
Your Free Space on your Hard drive is very low. Well below where it needs to be for Windows to have enough free space for a swap file and to do routine tasks. Programs also need a bit of extra space as they run. You may want to look at cleaning up some unneeded files, or at least temporarily burning some off to CD or DVD.
By any chance did you download this through Steam? If so, that may be causing some of the problems. You can download the PC Client from here to your desktop and choose a different install directory such as C:\Games\CoH and see if that helps. Of course, you'll need more free space for that. Ideally, you should leave at minimum 30% free space on your OS drive and 25% free space on any additional drives.
Some Stardock programs such as Window Blinds cause different problems with the game. I'd recommend closing out ImpluseNow as it may use some of the same programming code that Window Blinds uses that causes problems with the game.
There seem to be a lot of ... misbehaved ... programs installing themselves into your Startup routines. Programs DON'T need to load at Startup aside from AV programs, Anti-Spyware programs, etc. A well behaved program should launch when needed then close completely. These items are the ones in the HijackThis log that start with O4.
As far as the game settings, try Disabling these two items just for testing:
Suppression of Extra Player FX Enabled: Yes
Suppression of FX When Camera Close Enabled: Yes -
I'd recommend starting with Zloth's ++ Common Solutions & Posting Guidelines ++ thread that is stickied in this forum.
Secondly, post a log from running CoH Helper as it will give information about your system and the CoH installation and settings.
Thirdly, post a log from running HijackThis. This will show what else is going on on your computer while you are playing CoH.
Please do not put the results from CoH Helper and HijackThis inside the Quote tags as it removes the formatting and makes it more difficult to read. -
Try shutting down Steam first. We've seen some reports lately of people having trouble launching the game when it is running.
Also, if you downloaded the game from through Steam, there've been reports of problems there as well, although I'm getting fuzzy on the details.
You can download the PC Client here to your desktop, run it but don't let it install to the default directory. Instead point it to C:\Games\CoH and let it install to there, then try running that installation instead, again making sure Steam isn't running.
Also, you have a LOT of stuff running that really doesn't need to be running when the game is running. Especially with only 1 Gig of RAM.
