The first thing I would suggest would be to update Vista to Service Pack 2 and install any other Windows Updates.

Log on with another character, even if it's one you create just for this on another server, and file a /petition. The GM's should be able to fix the problem. You could also go to the PlayNC support site and file a support ticket there.

Interesting. I run MSE on my 32-bit Windows 7 installation on my old computer that dual boots to XP with no problems. I dual boxed that Windows 7 install with my 64-bit Windows 7 install on the new computer (running AVG) during the last double XP weekend with no problems on either computer.
Then again, I haven't run that little memory on any computer since around 2002. -
Very odd, I've been online running missions for the past two hours with two minor brief hiccups (LCMS) that didn't even result in disconnects.
Guess it's because I play on Justice where the Awesomeness resides. -

You have to enter a payment method, such as Credit Card information in order to apply the serial code. It isn't trying to make you pay for anything, only to enter the information for paying if you DO stay past the free time.
You aren't charged for any time until the free 30 days is over. If you don't want to continue, simply log in to your PlayNC account and Cancel before the 30 days is up. -

Would you mind letting us know what Anti-Virus program it is? That way if someone else has a problem we can use the information to help them troubleshoot it.

Have you filed a support ticket on the PlayNC website? If they don't know there is a problem, they can't work on getting it fixed.

I'd recommend starting with setting your CCC and ingame graphics setting to those listed in the first post of Bill Z Bubba's excellent ATI Issues and Settings Recommendations thread that is stickied in this forum. Once you have everything running smoothly, using that post as a guide, you can start tweaking graphics settings if you really want to. I've found that those settings give me a gorgeous gaming experience so I just leave them at those settings unless I'm doing a Hami Raid or a Rikti Mothership Raid.
Secondly, post a log from running CoH Helper as it will give information about your system and the CoH installation and settings.
Thirdly, post a log from running HijackThis. This will show what else is going on on your computer while you are playing CoH.
I don't recommend setting it for Compatibility Mode at all, but DO recommend setting it to Run As Administrator on that same Compatibility tab. -

They are reading the posts there. They are just busy on other projects and don't have time to post much. Also, as WHF mentioned, Marketing keeps a close rein on what information is released. Almost any information on new features has to be approved by Marketing before they can say anything. Otherwise, they are putting their job in jeopardy and that isn't a wise move. -

ToT'ing doesn't use the same coding for spawns.
Solo I can get bosses, often with a couple of minions or a Lt. and I'm set on the basic settings.
Yeah, the Duo getting Bosses plus Lts. plus minions in missions is a bit rough. The new system doesn't exactly match the old system in terms of what the spawns are like. And level doesn't matter for the spawn rules either.
I'd like to see it adjusted a bit so that it's closer to the old spawn rules before SSK was implemented and the new settings. It makes it a bit rough on duos at lower levels or as a duo for one person with two accounts. Saw that during the last Double XP weekend. Next time I'll have to team my Scrappers with my lowbies to PL them. -

Also, it's very hard to tell from the text you listed, but you definitely want to make sure that you have updated Vista with Service Pack 2 and any other updates that are available through Windows Update.

I've seen some odd reports of problems from people using the 191.07 nVidia drivers that you are using.
You may want to try going back to an older version of the drivers to see if that resolves any of your problems. You can find older nVidia Vista drivers at Guru3d as well as the DriverSweeper program. Download the drivers, download and install DriverSweeper, then follow the instructions on the DriverSweeper page to properly uninstall the old drivers and get the new drivers installed cleanly. -
