Does your video card have a fan on it? Is the fan turning at a normal steady speed?
If you used compressed air to get rid of the dust and you didn't do something to keep the fan from turning it is possible you damaged the fan or dried out the lubricant it had that allowed it to turn freely. -

Kaspersky. Probably saw a change in the CoHUpdater file and it won't let it past. Re-add it to your Safe List (or Allowed List, or whatever it's called) in Kaspersky.

Same manufacturer (Intel) but I think that's all. I think that the X4500HD is a newer chipset.
I don't keep up much with the Intel video chips because, well, they aren't for gaming.
EDIT: Oddly enough, when I look at stuff for the HD series of cards, it leads me to the same driver. -

Lower the Maximum Particles to between 5-10 thousand. Lower the Character Detail level. Put Texture LOD Bias back to Smooth. I'd also turn off Desaturation Effects, Shadows and Geometry Buffers if it were me. Then again, I wouldn't be trying to run a graphically intense game like this on a laptop with that video card.
You may want to update the drivers using the ones on the Intel website. Dell is notorious for not updating video drivers for laptops, as are most OEM's. Yours are a bit old.
As a side note, when posting logs, please don't change the formatting. It makes it much more difficult to read. The breaks are where they are for a reason. -

Download the Catalyst 10.2 Suite but don't install yet. Download and install DriverSweeper but don't run it yet.
From the Control Panel's Programs and Features panel Uninstall all of the ATI Catalyst Control Center, Drivers, and anything else related to Display or Video.
From Device Manager, uninstall the Drivers again. I've found this to be particularly useful as a step as it gives a visual indication that you've uninstalled them.
Boot into Safe Mode. Run DriverSweeper and have it Clean all of the ATI Diplay entries it finds. Reboot when finished and let it load fully into normal Windows.
Cancel any new hardware installations that try to start. Once everything has finished loading fully, run the installer for the drivers you downloaded earlier.
Follow the settings in Bill Z Bubba's first post in the stickied ATI Issues and Settings Recommendations thread for configuring the ingame settings and the Catalyst Control Center.
Right-click the shortcut you use to launch the game and go to the Compatibility tab. The only thing that should be checked is to Run as administrator.
If you are still having problems after this, post a new CoH Helper log and post a log from running HijackThis. -
We've had odd behavior in the past with it set to 500 posts per page. I've had mine set to 100 posts per page since we switched to these vBulletin forums.

To expand further, and give links, post a log from running CoH Helper as it will give information about your system and the CoH installation and settings.
Then, post a log from running HijackThis. This will show what else is going on on your computer while you are playing CoH.
This may sound silly, but when you say your drivers are up to date, do you mean that you downloaded the drivers from nVidia and installed them or that Windows Update showed new drivers available and you installed those? There is a huge difference. -
You may want to give some details about what you have for a computer, headphones, etc.
Magic 8 Ball doesn't work well for troubleshooting.
If you aren't sure what we might need, post a log from running CoH Helper as it will give information about your system and the CoH installation and settings.
Then, post a log from running HijackThis. This will show what else is going on on your computer and may give indications of where to look. -
Well, the Jerk Hacker's post is on a permanent sticky with a non-delete tag (finally, or so we've been told) due to it being a player-voted award winning thread. It's accidentally gotten unstickied a few times, deleted a few times and restored, but it always comes back with a PM to the Community Team since it was an award winner.
This one is just epic lulz and brings a smile to my face every time I read through it.
Strong/pretty I can't comment on since I haven't looked at it. No need to look at it with this thing around.

Video card drivers. Unfortunately, being a laptop and a QuadroFX card, you'll have to do some work. The Mobility Modder tool for nVidia is one thing, and drivers are the other thing.
I'd recommend starting reading with this post from another Quadro user (albeit using a newer card and Windows 7 instead of XP) and follow the posts afterwards ( ncluding mine) and his final post (with a link to the Mobility Modder for nVidia).
Follow the Mobility Modder instructions closely and you may be able to get the game working right again.

I know that when I tried a few days ago I wasn't able to get on. So no, pre-purchasing GR doesn't let you get onto the Test server to use DP. It's simply Closed for testing Issue 17 items.

Don't recall ever seeing a HJT log with only 2 services and no O4 entries at all. I'm used to seeing an O4 entry or two from some of the ATI software.
I've got no clue at this point.
