The OP's video card falls under the Legacy Driver system. The most current driver for those video cards is the 10.2 driver that Back_Blast linked to.

It's Windows XP. No need to right-click and Run as Administrator for CoH Helper. That's for Vista and Windows 7 only.
Also, you have CoH installed to the D: drive, and that drive has only 2% Free Space and only 8% Free Space on the C: drive. Windows is going to have problems with that little free space on the drives. You serioiusly need to clear space on those drives. I recommend not running any drive under 20% Free Space. Windows gets really wonky when it sees too low of a % of Free Space and can do some unusual things. -

I went to support and updated the ticket with more information and still no response. So Im not sure what Im suppose to do.
As the response you got indicated, it may take some time for them to review it due to the number of tickets ahead of you.
Also, as DumpleBerry stated, don't let it go the 72 hours. Keep updating the ticket so it doesn't auto-close. If it does close, immediately update it to re-open it if you've not gotten any response.
Then again, since you didn't say what the issue is, it's hard to know what type of response you may get or what the time factor might be. If it's a billing or store issue, those are rather difficult to resolve by email at times. -
Download and install Driver Sweeper but don't run it yet. Download the 197.45 drivers from nVidia but don't install them yet. Go into Add/Remove Programs and remove anything to do with the nVidia Display drivers. Go to Device Manager and Uninstall the nVidia video card.
Reboot the computer into Safe Mode. Run Driver Sweeper and have it remove any remnants of the nVidia Display drivers. Reboot the computer when prompted.
Cancel any New Hardware wizards that come up. Run the installation program for the drivers you downloaded earlier.
Make sure that the any settins in the nVidia software are set to Application Controlled and/or match the settings in the game. -

It's got the pertinent information that the DXDiag reports (albeit in an easier to read format) as well as your ingame settings.

You won't get responses from a crash report. That's something for the Devs to look at for problems.
Start a new thread listing your problems and paste the results from running CoH Helper into that thread. If you are running Vista or Windows 7 be sure to right-click it and select Run as Administrator. -

Just as a note, a fix for this very problem is on the Test Server.

I'd look for a Tuesday release as a most likely candidate. They'll come in on Monday, assess the results from the weekend testing, look at any /bug reports or other issues that were reported and if all looks good start to get it ready for a Live roll-out. That's if nothing unexpected happens and something majorly wrong is reported. You may not have run across it, but someone else may have. It may only occur in a particular situation, but it's one that is likely to occur on Live.
That's the only type of thing I can see delaying it. So, likely Tuesday, possibly Wednesday. That gives them time if something is reported once it hits Live that didn't happen on Test that they can identify the problem, find a solution and put up a build to Test over the next weekend. -

Update Windows Vista to Service Pack 2. Get all recommended updates available through Windows Update.
You can download the standalone Vista Service Pack 2 installer from this page on the Microsoft site.
Your audio drivers are also rather old. You can download the official drivers from Dell for your computer here. These aren't much newer (Jan 2009) but they are the newest Dell will likely offer.
I don't know if Dell does customization of the audio drivers to tie in with different features on the system such as the keyboard or anything else, but if not you may want to download the latest Realtek drivers that can be found here. Please note the warning text on this page before you install them. If you choose to do so anyway and something else is affected, I gave you warning so don't blame me. -
The nVidia cards will run hotter, will require more power, and of late the ATI cards have been topping them in comparisons I've seen. I haven't seen anything lately, but I don't really think it's changed from a price/performance standpoint.
When you weigh in the power requirements and heat increase, ATI is an easy choice to me. -
This text is a link to Father Xmas' Public Profile. There are two links in the Signature section. One is for a $750 build the other is for a $1375 rig. Neither are a water-cooled system and both include a Windows 7 64-bit installation cd.
At times one or more parts may be out of stock due to popularity, but you should be able to find a comparable part made by a different manufacturer with similar or identical specs. For example, if he lists an EVGA nVidia 475 video card and it's out of stock, you may be able to find an nVidia 475 video card with similar specs made by XFX to replace it. -
First off, update Windows to Service Pack 2. Install any and all security updates from Windows Update. You can get the Standalone Installer from Microsoft on this page if you are having trouble using Windows Update for some reason.
Second, your video drivers are nearly 2 years old. I'd start with the Intel Driver Update Utility to have it check for the most current drivers. The Acer site still lists the driver you have as the newest driver, which isn't unusual for OEM's. There isn't any money in it for them to package updated drivers for older computers so they don't, whether it hampers their customers or not.
I'm pretty sure that I know which drivers it will recommend, but if the drivers won't install due to tweaks Acer did to keep you from installing drivers other than those they post (many OEM's do this, not just Acer) you can find some information on this page on the Intel site.
After updating to SP2 and updating the graphics drivers, post a new CoH Helper output. Make sure that you right-click on CoH Helper and select Run As Administrator to run it. I think that may be why there are so many Unknown entries in your current report. -

This will give us specific information about your computer and your in-game settings.
That should give us enough information to begin trying to offer suggestions to improve your performance. -

Don't run any other programs while you are gaming, nothing in the background, nothing in the system tray. Open AVG and disable the Real-Time Protection. I think that's the closest you can get to turning AVG 9 off.

I've noticed on the systems at work that they seem to be running a bit slower since we switched to AVG and I can generally pinpoint it on a new install or imaged system to being at the point that I install AVG. -

The only current issue I'm aware of is one minor issue with the 5xxx series of cards.
Besides, the system with the ATI card isn't having problems. It's the one with the nVidia 7600 GS having the problems. -
G_A, I have the same model of computer although I'm running Windows 7 on a dual boot off of a second hard drive. I was running mostly Vista until right after I started in the I17 Beta when I switched to 7 completely.
I don't think there were any motherboard updates on the Dell site the last time I looked, which was likely in February.
As a side note, one of the first things I did was uninstall the Dell Dock. I think it's a customized and skinned version of Stardock's ObjectDock program. I know that Stardock's WindowBlinds caused some problems with CoH, so I didn't want to chance that they may share some common code. It can be disabled if you want to try that instead of uninstalling it.
