Just to put things in perspective, I've never had to forward ports on my routers for CoH. I've run multiple computers with the game running with no problem.
As recently as just a few weeks ago, so it still works after Issue 17. -

If it is still in warranty, point their techs to this thread, they can read it even though they can't post. They'll see why it appears to be Hardware related just from seeing things that should have an effect NOT have an effect or not be accessible (Ultra Mode settings in Safe Mode for example).

makes me think you may have an infection. I'd suggest running a scan of your system with something like Malwarebytes and see what it finds. Whether that is the cause of your issue is unknown but if you are infected, it can't hurt to get cleaned.

I'd recommend scanning with the free versions of both Malwarebytes and Spybot S&D
Be sure to update them after installation and before running scans. -
This was a work-around to a problem that came up when they redesigned the Positron Task Force to be 2 TF's instead of just 1.
ALL "talk to Positron" missions had to be changed since all that you got when you got to Positron was information on the TF's. Apparently they haven't figured out how to get those missions working yet as they were previous to the TF changes.
Since the I17 CB boards are gone, I can't check to see which other missions were tested and found to be broken. I believe one of them was in the Synapse TF but it's been long enough that I can't recall the details. The only reason I remember this one was because I was the one to report it and then re-tested it after the "fix" and found that the mission was simply removed. -
OK, that seems to indicate that there is something else on your computer that is keeping CoH Helper from reading the registry settings.
Please download and run HiJackThis and paste the log of the results. Don't remove anything, just have it run a scan and then paste the output of the log here. -
Jade, I'm not sure why but we aren't getting the complete CoH Helper log when you paste it here.
Are you right-clicking the file and selecting Run as Administrator from the menu that opens? If not, please do so and paste the results here. If you are doing it that way, something else is interfering with it gathering all of the data. -
I keep looking at this and looking at this and feel like I'm beating my head against a wall.
Everything I can think of has been done (sometimes more than once) and it still doesn't make sense that this is happening much less why it's happening.
I'm going to keep looking at it and hopefully a light bulb will go off or I'll get a wild hunch and ask you to try something that sounds ridiculous on the off-chance it might help.
This one will haunt me. I hate when things don't make sense. -
I believe it's caused by one of the buffers as well. I think either TheTelevision or Tex referred to it once as the "back buffer" or something similar.
A decent workaround for this is to use the Snipping Tool that was introduced in Windows Vista and is also in Windows 7.
If you have your Print Screen key mapped to take screenshots in CoH, those should be in your screenshots folder inside the game folder. The only exception is using it in the Character Creation or Icon screens. For those, the Snipping Tool works wonders. -
Post a log from running CoH Helper as it will give information about your system and the CoH installation and settings.
Then, post a log from running HijackThis. This will show what else is going on on your computer while you are playing CoH. -
I'd recommend asking in the Titan forums since it's their update.

Another thing to consider is when you are planning on purchasing this. If you wait until closer to the date when you come home, a higher model card may be available at a price closer to what you are already looking at with the 5770.
It may be worth it to wait until closer to purchase time to decide on the specific card and model. -

On the Compal site, in the Downloads listing for Drivers there is a video driver that looks to be the Catalyst 10.1 drivers (judging by the date in the inf files). It is labeled as "vga driver for TV tuner issue" but since it appears to be the 10.1 driver it should be good to install.
Here is the direct link to the file download. The page doesn't give a full address so I'd have to give step by step instructions on getting to the driver. The direct link is just easier. Since this is specifically for the NBLB2 system you have, it should install with no problems. If it gives the same UglyNoDrivers look after install, I'd suspect a hardware issue and would be contacting iBuyPower very fast to have the system replaced.
If it does install and you can adjust the resolution as you normally would but you still have the same problems of flickering, I think I'd still call them about getting it replaced.
If it does install, you might want to try downloading the regular 10.5 driver and the Mobility Modder tool and using the instructions on that site to modify the standard driver to allow it to install. -
Right-click your My Computer icon (or just Computer on the Start list in Windows 7 and possibly Vista) and select Manage.
Click on Disk Management. Right-click on your External drive in the list and select Change Drive Letter and Paths. Set it to a specific drive letter that you'll likely never reach, such as X.
Now, Copy and paste the cohupdater.exe file to your Desktop. Don't create a shortcut to it, just copy and paste. When you want to run the game, click THAT icon on your desktop. The first time it may ask where to install it so just point it to the X drive.
The reason you are getting that error is that one of the files it is trying to update is the cohupdater.exe file itself and since that file is in use, it can't update it. Yeah, the error message isn't really clear, but Microsoft has never been known to be really clear in any of their error messages. -

It's the Compal NBLB2 system. Oddly enough, it doesn't list on the Products list on their website but it does list in the Drivers section.
Just looking at Compal's site makes me leery of their systems. I just get a bad vibe off the site and it looks like a really cheap setup.
Looking at the downloads and seeing how sparse the driver files are for the system doesn't make me feel much better. -
Bah. This is driving me nuts.
There is no reason it should act like that.
Hopefully someone can look at this with fresh eyes and spot something I'm missing. -
One more thing to try that I just thought of.
McAfee's suite I believe has a Firewall in it. Go into the McAfee control center and disable the firewall. It's possible that since the updater has changed the file since you ran it last that the firewall is blocking it.
I'm so used to disabling software firewall's that I almost didn't think of this. -
Sorry. I'm apparently missing seeing something in the logs. Hopefully someone else will spot whatever the problem is and be able to help.
Right now, I've looked over the reports so much that I can likely look right at the problem and not see it for looking too hard. -
I'd also recommend trying to launch the game in Safe Mode in case something in your graphics settings is causing an issue. Not Windows Safe Mode, City of Heroes Safe Mode.
Launch the Updater and click Next. BEFORE you click Accept, put a mark in the box that says "SAFE MODE" then click Accept. This will load the game on the lowest graphics settings and should allow you to get in and then adjust the graphics settings.
I'd recommend the following settings:
Physics Quality: Medium
Maximum Particles: between 10000 and 25050
Depth of Field: Off or No
Shader Detail: Off for now or Disabled, not sure exactly how it lists.
World Texture Level: Medium or High (this may be on a percentage, if it is then I think 100% is High)
Ambient Occlusion: Off
Once you have the game running and letting you in, adjust one setting at a time, close the game completely and then relaunch it and see if that setting messed you up. Rinse, repeat. -
Turn off the Dell Dock. I uninstalled it since there had been problems with one of the Stardock programs and CoH and I haven't missed it a bit. Others have reported that turning it off or uninstalling it resolved their issues with the game.
You have a lot of programs running at startup (all the 04 entries in the HJT log). Most of them don't need to run at startup, and most probably don't really need to be running when you are trying to play the game.
Click Start, type in msconfig in the search box and launch the program. Click on the Startup tab. Uncheck AT LEAST the following items:

SP2 was released on May 26, 2009. Dell and other OEM's have to build a new image to install on their system to incorporate the new Service Packs and have to have new Reinstall cd's printed up.
That takes a bit of time.
I got my Dell a day or two before SP2 was released and as soon as it was available I downloaded and installed it. Of course, I knew it was being released already due to updated info we'd received in the School District's Technology Department I work in.
I'd recommend making sure Windows Update is set to, at the very least, let you know when new updates are available. For most non-technical people, I recommend just setting it to Automatically Install the updates and set the time to Wednesday night at Midnight and make sure the computer is on then.
