That's pretty much my tale right there. Though I'd have described it as an "under-the-table" high-five to see if anyone picked up on the reference and subsequently felt mildly disgusted by it. -

Mine had a fiery aura is indeterminate effect. Also Speed Boost, so I'm not inclined to complain.

I'm pretty sure you can walk right on by them without incident. I never would, 'cause how much fun would that be; it's just an option.
On a related note, this weekend's Steam deal is Batman: Arkham Asylum for 25 bucks. There's also a pack with B: AA and the first Just Cause for a bit over $22, for those of you that like getting more for less. -

Then there's no incentive to complete story arcs at all. I don't like the "IO instead of contact" thing a bit. I don't feel the least bit comfortable calling it a bad idea, mind you; just one I don't particularly like. -

If the B drops need changing too, then change them too. But the arc-only delivery needs changing regardless.
Like a contact in PI/Grandville, with a 50 requirement, that offers a story-arclike series of missions against your choice of a selection of 2-3 groups (so you don't spend a week/month/year straight taking on CoT due to RNG hatred.) Said contact may have a timer to prevent receiving multiple arcs in a set period of time, or require you to do some work for an officer/broker before each series, or both. -

There's no equivalent mechanism to make up for people that teamed for other people's tasks that'll make it by 9. Which makes it a touch non-fair. I say we give everyone the same amount of nothing to start with and tweak the recipe drop pools to include some of the outleveled recipes, at least for the first few months.
That, and Unspecified Repeatable Content That Awards Story Arc Recipes should give everyone a chance to get the stuff they want. -
I have a crazy idea that I have no idea as to the logistics of implementing.
How 'bout for a month or three, after Issue 9 hits; you tweak the recipe drop tables to add some outleveled IO recipes? Just as a short-term opportunity to make said recipes available to those that see utility for them beyond just their level. -

A large team could easily minimize the number of "filler" missions needed in order to unlock large string of Mayhem/Safeguard missions. Additionally, Safegards take at most ~5 minutes to complete. This would greatly encourage MM/SFG teams over running Story Arcs. I would be against this unless the chance of a Story Arc drop was reduced to make it happy, but uncommon occurance, on finishing the mission for the mission holder.

How about if it keyed off of also completing a set number of mayhem/safeguard side missions, or only in certain mayhem/safeguard locations, or both?
