I saw the Pumyra thing coming the moment they wondered how Mumm-ra was always finding them.
Absolutely loving Legend of Korra. -
Notably... the only one of my 50s I've gotten to +3, and which I just recently acquired Hybrid on, is my Electric/Energy Blaster. With a Boost Range (auto'd) view of League action, it almost seems to *not* be a pile of chaotic madness sometimes.
I often forget about that character's Build-Up, Aim, Power Build-Up, and Hasten buffs. They just sit there on the power bar gathering the dust of inconvenience most of the time. -
Gender neutral does not necessarily equal monstrous. The J'naii from Star Trek the Next Generation, for instance.
But if you're wholly tied to the concept of gender, the big dumb (and occasionally bestial) male who turns out to be smart has, in my estimation, been done quite a bit. However, it seems like you want the character to have some reason to be judged as unintelligent based on appearance, which may be difficult to pull off with a female form. -
As far as gender is concerned, while I'd likely go with a Huge body for basic shape, I'd consider it gender neutral.

I finally got around to getting Hybrid and find it to be suitably meh. I'll probably take it off my bar and just let it sit in the background being a minor buff. They should rename it to Sometimes-Pseudo-Hybrid.
I was disappointed in the numbers I was seeing on beta, but in my experience it does little good to battle over it. At some point I did pipe up to complain about the change from constant to inconstant, and it did about as much good as I'd expected. -

No. Having played a hyperbolic bajillion of the durn things, I've found that deviation from what is known to be safe is a Very Rare item with the lowest of low drop chances. And even if one game out there managed it, unless said game managed the money-printing secret of the select few its innovations would fall by the wayside rather than spread.

I kinda like the Gigahorse, though not as the hero's main car. Max's car should be a bit less visually modified than all the baddie cars that show up.
I'd further modify the "Gigahorse" to have a shielded chariot-like area in the trunkspace, and possibly replace the monster truck tires with wedge tracks. -

Many changes to the game have been and will be "code intensive", and likewise fail to satisfy everyone. There will always be complaints - the fact that there would still be is hardly an argument against anything.
How far should the scaling go? Down to Lieutenant, at least, I'd say. As mentioned, there's already an option to turn off bosses, and it should darn well turn them off - Elite or otherwise.
As for Sappers - I think the whole Endurance system is bunk to begin with. But that's a whole other discussion. -

Random EBs in newspaper/radio missions would be a great option for certain higher difficulty settings. One would have to be a bit of a jerk to tell you you shouldn't have that option simply because they don't like high difficulty - which is also a truth that extends in either direction. -
EDIT: SPOILERS! Potentially...
The issue of the Skull isn't a problem with Superman's philosophy. If the Skull's death is in the public's best interest, then the justice system should have decided that after he was captured. Superman had clearly shown that lethal force was *not*, in fact, required to stop the Skull and capture him - at least twice in the movie, with the implication that he's done it a number of times prior. If the justice system continually decides not to execute him in an expeditious fashion, that doesn't suddenly give Superman the right to be judge, jury, and executioner. -
