I'm not sure whether Air Blast is a good idea for a powerset.
You know, we already have a powerset that could be called Air Blast: Sonic Attack. (Sound is just motion in the air, after all.) In order for Air Blast to be a different powerset, maybe it should rather be Weather Blast, or something like that?

When the ancillary power pools were proliferated to villains, stalkers gained access to the Body Mastery pool. The scrappers' version of Body Mastery includes the Conserve Power power. Back then, scrappers didn't have access to the Energy Aura powerset, but stalkers did, and back then, Energy Aura also included Conserve Power.
The developers didn't want certain charas to be able to learn two copies of the same power, so the stalkers' version of Body Mastery was changed to include a passive power instead of Conserve Power. By now, Energy Aura was proliferated to scrappers and also got a makeover, losing Conserve Power for Energize in the process, but the ancillary power pools weren't changed.
Superior Conditioning works very similar to the accolade power The Atlas Medallion, it increases your maximum endurance (unslotted) by 5 (and therefore also boosts your recovery slightly). If your stalker has endurance problems, this power might help you. Also, if you don't want Focused Acurracy, Superior Conditioning can be an easy prerequisite for Physical Perfection, which increases both your regeneration and your recovery.

If a team member is eligible to earn XP for a defeat caused by another team member, that team member is also eligible for any badges associated with that defeat.
So yes, you need to be in the same zone and close enough to the fight for Sally's "defeat" to count towards your badge, but you're not required to hit her yourself.

Before Freedom, the monthly subscription fees were basically the only income available to pay for the servers and the game development. They were calculated very differently from now.
If you actually earned the eight years badge, you are asking for a refund of more than $4 per month for those full eight years, from a time where your monthly payments weren't calculated to include a stipend. If you had less than eight years in your account before Freedom, the numbers get even worse.
Just removing a couple of badges from all the players that have them without removing anything else the players actually paid for does not justify any compensation, let alone in the order of hundreds of dollars.

And since Freedom launched, there are no rewards associated with the yearly badges any longer. It's the same for all players, so why should anybody be compensated?
Are you talking about losing a few badges from your badge collector, reducing him from, say, 1402 to 1395 badges? Does that really matter if all other players also lose theirs? (Also, if you just want to show the age of a character, there's still the anniversary badges for that.)
Or are you complaining that you won't be able to gain the ones that other people already had? Yes, they might have received one more character slot for each YEAR the played longer than you, but they actually paid their subscription for that long time. Buying a character slot now is much cheaper than subscribing for a full year. Again, it's the same for all players, so nobody's put at a disadvantage.

That is not a new bug. I experienced it last year.
Completely clearing your phone's browser's cache usually helps, but that drastic measure might not be necessary. I found that logging into another forum account also resets the relevant entries.
So, logging into a different account, then back into your account will cause your phone to remember that you successfully logged in.
If you don't have a second account, you can create one for free. (Having two game accounts has its advantages, too.)

I guess now we know why the Praetorian sewers always look so much cleaner than the primal ones...
Anyway. FUN! Looking at so much water never was better! (Luckily, my chara had added rubber boots and the bubble helmet to his outfit, so logging out dry wasn't too much of a challenge, either.)

When Lambda and BAF were released, those trials were the only way to acquire iXP. And people did complain about that. Eventually, we got more trials, not because people complained about Lambda and BAF, but because it had been planned that way to begin with.
There will be more incarnate slots, and they, too, might require advanced iXP. There will be other trials that also offer advanced iXP. Just not today.

As an ice-based chara, I'd call him Perpetual Cold (for his apparent longevity). For some reason I feel the outfit looks more like a water blaster, though, so I also offer Pressure Valve.
This costume just said Serpent Moon to me. Alternatively, something like Lunar Serpent might also work.
Personally, I'd name him the Winning Trick, but I also offer Top Deck as an alternative.
(I've reserved all my suggestions on Virtue for you; please let me know if you want to use one and I'll free it immediately.)

In that case, I recommend creating a second game account into your existing master account. That way, you don't need to use a new e-mail address or password. (Your second game account's name needs to be different from your first account's, of course.)
Log into your master account, and then click on "NCsoft store" and select the City of Heroes(R) tab. Either buy the City of Heroes Freedom (Europe) VIP Starter Kit (that's a link), or click on City of Heroes Freedom (Europe) FREE * (no link, because that has no product ID and works only inside your account).
With that, you can set up a new European account in your master account.
You won't be able to transfer any characters from your first account to your second, but you could still use your first account as a premium account whenever you feel the need.

No, sorry, you're stuck. That's an US account. It has nothing to do with the game; the game client (the software from Paragon Studios) has been the same since they merged the server lists. The difference is at PlayNC's side. (Note that PlayNC and Paragon Studios are two different entities.)
Unfortunately, it's not possible to convert PlayNC accounts. Some years back they discontinued the service to transfer your characters from an US account onto a new European account. Since there are no paysafecards in the United States, PlayNC has no reason to offer that service for US accounts.
EDIT: It won't hurt to ask; you could still ask the PlayNC billing customer service whether they can enable payment by paysafecard for your account, and hope for the best.

Well, when you select your account, does it read "City of Heroes Freedom (Europe)", or just "City of Heroes Freedom" in the top left corner of the account management page?

Yes, you can buy points as well as extend your VIP subscription with paysafecards, provided that you aren't using an US account.
1. Log into your PlayNC account.
2. Click onto your CoH account in the right-hand column.
3. Select "buy more points" (or upgrade to VIP).
4. Choose the amount of points you want to buy.
5. Paysafecard should be one of the payment options listed. Click on "Buy with Paysafecard".
6. You will be redirected to the Paysafecard website.
7. Check the box to indicate that you accept the business terms of the service.
8. Enter the code from your paysafecard. If you want to use more than one card, click on "Enter more PINs" (or the Dutch or French equivalent, whichever you use).
9. Confirm the payment.
10. You are returned to your account page and PlayNC will process your purchase.
The paysafecard server stores the amount of money that's left on a particular paysafecard, so if you buy, say, a 25 euro card, and spend 15 euro of it, you can still use the remaining 10 euro the next time you want to buy something. Also, it's possible to use several cards to pay for a single purchase, so you don't lose anything.
