What you're doing in the LGTF and the whole of the RWZ is fighting off an alien invasion. It's all pretty clear in the contact and mission texts. I can think of a number of good reasons why some of my villains would sign up for that. And with the few that wouldn't, well, I simply don't put them through the RWZ.
1) Get treated like they are all jolly good fellows who should totally play along with the Heroes
2) Get all these random people who they've never even heard of (i.e. ALL Hero side contacts, allies and/or villains) thrown in
3) Generally get treated like they do in the rest of the old stuff which should have been learned from ages ago; Lackeys.
That said, I still love RWZ. It'd just be nice to get some, ANY distinction between Hero and Villain at times. As it is, it reads like ALL the arcs were designed for Heroes. -
It's...well, self explanatory, really.
Shapeshifting seems to give PPD PBs no problems, even if you might have to limit the NPCs to one form or the other.
And VEATs have no excuse. Just make it so they *have* to have custom picks, and limit how many they can have.
It's immensely frustrating trying to make arcs for and including an Arachnos SG when I have no access to VEAT sets. Not to mention that, while all the others can at least be re-coloured, Crabs can't.
Oh, and no EB or AV class bosses other than signatures. Which fails on a massive level.
So, some AE love, please?

It should not be, nor ever have been, a ST attack. That's just...stupid. On so many levels, especially given that animation.
I find it highly ironic that the attack power from a SPEED set is actually the slowest of the three travel attack powers (Air Superiority is fastest) -

Are there jerks blueside? Sure. But I get far more just spontaneous heals, buffs, etc. than I do redside.
Are there good people redside? Sure. But I run into more jerks there, and they stand out more because of what I said.
I'm not. I'm just pointing out that your view on that is entirely subjective. I, for instance, have most of my friends redside and from my main redside SG. Blueside is...well, kinda dead for me.
It also may well be different on the US servers. Union's always been fine for me both sides; equal mix of nice peeps and jerks -
Oh, and No; Hell No to Dual Pistols MELEE set.
Fact: You need a MELEE weapon to hit people in MELEE.
There are various exceptions to that rule, but they also tend to obey a sleugh of rules from TvTropes, and tend to involve either martial arts or 'lolSuperstrength' (see: Alucard, Hellsing)
Sword/Blade and Pistol works fine. Melee and range, and people have been asking for it since day one, afaik.
Fighting someone in CQB with dual pistols isn't heroic or villainous, it just makes them look like a damn retard. -

Though the attitude in your post does remind me of one of the OTHER reasons I rarely play redside, besides all the others listed here (no variety low level, depressing, trashy look, etc.) Unfortunately, it's not one the devs can program away.
Redside seems to give some players the impression they have free rein to be complete jerks to others.
Don't lump everyone else in with the bad-mouthed garbage -

For Unlockable, see every badge-related weapon option, and every contact unlocked by badges, especially red-side. -

And that is a problem, picking apart wording is in no way going to help fix this.
In my experience, I find plenty of population on both Red and Blue sides.
Possibly because I am no longer of the PUGing mentality, and instead play with friends and folks on channels. Which does wonders for that. -

Forgot about Titan Weapons (I know, I know...)
So, yeah, only for Sword, Axe and Mace. Katana maybe, but it has all two handed animations as well. That would need a 'Sword + Pistol' set to work right, not just an Epic. -

I don't see Swap Ammo coming in at all. That's Dual Pistols 'Thing'. -

It's bad enough that dam/animation isn't actually factored in, making DP weaker simply by the length of animation in relation to the (lack) of bang for the buck.
Which is a shame, 'cos I *love* the set. I'm not asking for it to be a Fire/Fire clone; I just want it to suck less... -

Could totally get behind a pistol Epic, although I would advocate they take the time to animate it for a (Hand weapon) + Pistol stance to avoid stupid amounts of redraw...
That said, I would STILL /sign for an actual Scrapper Primary and Dominator Secondary that was a Blade + Pistol combo. Dominator version would be a standard mix of blade for melee and ranged for pistol, and would be arguably easier to balance.
The Scrapper version would use the pistol in tandem with the blade for melee range, and the pistol on it's own for a few pure range attacks in the same vein as Focus, Impale, etc from other sets.
Quick-cutting someone with a blade and then taking a step back to shoot them seems like perfectly viable melee tactics to me. And anyone who's played Assassin's Creed: Brotherhood will know that sword + pistol is incredibly viable even when it's not an actual held pistol -

In my opinion, the key defining attributes of CoH minions are:
1. faceless.
2. glowing green eyes
3. baggy clothing/robes to hide their lack of musculature.
This concept art loses all of that.
Even when you're not talking about minions, they should always look like they use magic instead of muscles. Giving any of them this kind of musculature just feels totally wrong to me. I'm not talking about the demons, they can be muscle-bound hulks, but the humans should not look like they've dedicated their lives to getting their money's worth from their gym memberships. They should look like they've dedicated their lives to sitting quietly in a library reading books, mastering esoteric knowledge and plotting revenge on society.
The one exception I could see is the Thorn Wielders (who should really be a 30-54 mob), who I could see being clad in ancient, full Orenbegan Thorn Plate armour. Which, again, hide body mass and also is probably enchanted up the whazoo. -
