/Thorn's redraw is pretty ordinary, especially if you're not pairing it wht a long-lasting control set. Mind/ is a bit too hop-around for /thorn to go too well, in my opinion... plant/, you fire one control and kinda ignore the primary after that point.

Mind/NRG is still going to likely be king for 'cheap permadom', but that would involve playing /nrg, something I recommend people avoid. -

I just checked test. Yes, you can socket Dominator pets with recharge-intensive pet sets.
Also: Gaze of the Basilisk is all rares. Pool B, it seems, all the pieces worth 125-150. Note that a single LOTG is worth 200 merits. This suggests to me that while I love Gaze to pieces, it won't really be as big a cornerstone to the future builds of Dominators as I thought. You could get 4 pieces of Basilisk for 400-500 merits, or you can get a pair of LOTGs for that.
Basically, all the new sets that amp recharge are rare and sell for 100-ish merits apiece. Hopefully, the market will not undergo too hard a conniption fit and these things will be available on the market, but ultiumately, it looks like lotgs - at 200 merits each - are the gold standard for permadom. -
The notes I found indicated that all pets will take 'em. I could be wrong, this is talking about beta stuff.

If you think it's worthy of it, I'll do so. I mean, I kinda look upon this information as likely to become common knowledge in a few weeks time.
I almost didn't want to do it - like I'll somehow be influencing the price of these gems upwards unreasonably. Then I figured that I don't have that kind of influence, and they're going to sell well anyway.

With only two of the cheap purples, this build is permahasten. Dark Consumption would probably be Soul Drain. With Build Up, Soul Drain, the 20% global damage buff, the 10% global damage buff from Assault, Domination and socketing, I think you'd be looking at constantly being at the damage cap. That's pretty remarkable stuff.
This build has perma-hasten. This build also has very few of the existing platinum sets (Decimation, attack purples, LOTG globals), but nonetheless doesn't skimp on socketing. Bonus, the build is itself amazing, and I would be happy to play with almost all of these powers myself - with the only exception being Zapp!
If my math is correct, this can not only perma-hold an AV, but can perma hold two. Dominate recharges in 2.43 seconds, lasts for 48.5 seconds, and provides Mag 6 of hold. Presuming that calculates as 6*(48.5/2.43), that leads to 119.75 mag, more than enough to permanently hold two full AVs.
Myself, I can't help gibbering at this build. I'm really tempted to race out and grab all the parts I can on one of my 50s, and start making a Mind/Elec tonight. -
A level 50 set of Obliteration is 66% accuracy, 96% damage, 18% end redux and 89% recharge at 5 slots, with room for a proc or otherwise. Note that that's effectively 75% accuracy, 99% damage and 94% recharge due to the set bonuses.

First up, PVPers? This thread's not for you. Go test moar.
I have at this point on my account, on my main server, three Dominators: a mind/energy, a plant/thorn, and a fire/fire. Now, in I13, we're getting a handful of new invention sets. I might just have kept out of the loop for dev information what with all the DOOOOOMCasting that was transpiring during Closed Beta, but I did not see any official word about these new sets. The dev attitude seemed to be to ignore their presence, like they were a dismembered tongue lying on the doorstep, and assume that we'd notice it when we went out to get the newspaper.
Anyway, there are three real gems in the new IOs, guys. Some of this is obvious to you guys, but trust me when I say this: The new IO sets are going to, rightly, command an absolute ton of inf, and they're going to be worth it.
My plant/thorn has gone through four or five iterations of a permadom build, including one where Thorn Barrage and Ripper were six-socketed with Kinetic Crash. Another build, which I use on Live currently, has the eternally-weird Presence Pool, which I've backed up repeatedly. With Gaze of the Basilisk in the pool, however, there is no need to regard the presence pool as anything other than an amusing cul-de-sac.
Most of my holds on my dominators actually go rather anemically socketed, because I just couldn't find good bonuses for them. My Mind/NRG and Plant/Thorn have the same socketing - 4 Thunderstrikes and 2 Acc/Rech/Holds.
The good news is that Gaze of the Basilisk's best bonus kicks in at 4, meaning you can get 7.5% recharge nice and easy, easier than even the infamous Sting of the Manticore snipe set. With only 4 slots, you can use the other 2 slots as, say, Acc/Reches, Acc/Hold/Rechs, Acc/Mez HOs, and so on, or even not slot them at all. This is going to lead to my plant/thorn and fire/fire picking up their AOE holds, just to have another Basilisk mule.
There's also Obliteration. My Plant/Thorn is looking at this set with much eagerness - it can go in Ripper and Thorn Burst, - but even his longing for the set pales alongside my Fire/Fire's. Obliteration offers 9% accuracy, 3% damage and 5% recharge, all in PBAOE powers. For my Fire/Fire, this is includes Hot Feet and Combustion, again, quite appealing. BOTH can benefit from the set going into Soul Drain, too.
(I'm not mentioning Obliteration in PSW, because we all know anyone with that power has a full set or Armageddon to go in it.)
Finally, Expedient Reinforcements. While it's not as good as Gaze, the Reinforcements offer up their 6.25 enhancement at 4 slots. It seems common for most people to want to 5 or 6 socket their pets anyway, which makes Expedient Reinforcements a shoo-in. The socketing isn't bad - you wind up with something like a 'free' SO of recharge, without seriously harming the pet's damage and accuracy.
At least right now, you can't put Expedient Reinforcements in Carrion Creepers or Bonfire. Oh well. It's still going to be a guaranteed 4-of in any pet-getting Dominator I play now.
Now, my mind/nrg only gets incrementally better, because he lacks PBAoEs and AoEs to exploit, and he was already amazingly inexpensive to build.
As for my Plant/Thorn, here's his relevant stat block, after ditching Presence. In addition to all this, I have enough free slots to put things like Achilles Heels procs in my Thorn AOEs, and still come up with stuff like [ QUOTE ]

[/ QUOTE ]Almost 20% bonus damage, 90% global recharge, and 74% global accuracy. This brings Aim down to 20 seconds recharge, and puts Skewer's recharge at 2.6 seconds.
That's pretty hot, in my opinion.
The real winner of the three, however, is my Fire/Fire. I've complainted at length about the expensive involved in creating Fire/Fire permadom builds; classically, they've had to pick up a purple hold or immobilize set, or used Decimation heavily, even with silly shenanigans like Presence. [/ QUOTE ]Is very satisfying for a build that lacks any stonking, Decimation-valuae pieces. For perspective, that allows for things like 4.5 second recharge on Combustion (its cast time is 3), triple-stacking Bonfire, Cinders every 80 seconds (I know, I know, but still), and Flashfire every 30 seconds.
I'd be satisfied with that.
Note: All the above blocks are only using the cheap purples (sleep, confuse), no lotgs, no decimations.
I'd post Mid chunks, but right now, my copy of Mids' works with a bashed-together database that I edited myself, and it won't save the information from version to version. -
A lot of the comparison I've heard has been from... well, Billz, whose main complaint is that it doesn't solo as well as the other sets and that its team buffs are meaningless for solo performance.
I might be missing some nuance there, but I think that's his stance. -

FG: Issue 13 offers two new powersets for players to use: Shields, a defensive powerset for Brutes, Scrappers and Tankers, and Pain Domination, a buff/debuff powerset available to Corruptors and Masterminds. The Shields set is being made primarily in response to hero player requests to fulfill a character theme, while Pain Domination is being made in response to villain player requests for a villainous version of the Empathy powerset.

I can't wait until I have my hands on the Architect, so I can actually appreciate how hard this guy's job is. Because from where I sit, as he talks about the narrative and the difficulty he had overcoming issues like character development and connectivity, it sounds like he's complaining about how difficult it can be to blow his nose, since he has two whole hands to choose from when he does it.
