Now, we haven't played in a few years- but before that, we played COH pretty intensely, starting in Beta. Since then, we've played WoW, AoC, and now we're playing Champions. Anyway, we got fairly excited by what we saw at PAX, and when my wife won a signed copy of the game at the Paragon party, we figured it was a sign.
So when we got home, we (re)installed the game. And...
... I'm not sure, yet. When we last played the game, everything was hopping. Heck, it was almost too crowded. Now, though... we played for two hours last night and I think we saw a grand total of six other players... and two of them were AFK. The city was a ghost town. I looked in Atlas Park, Steel Canyon, and parts of the Rogue Isles... and everything felt just so empty. Where the heck is everyone?
It may be that our server (Victory) is just deserted. Moving to another server would kinda suck, though, as it's unlikely we could get the same names (and I'm very attached to names).
We also found that we couldn't really remember how to play. One feature I was very interested in was the Level Pact system- but we couldn't find any documentation on it. How're we supposed to find out about features like that? And why couldn't I change the colors of my Peacekeeper's powers?

To level pact you have to both be level 5 or lower and one right clicks on the other and chooses to request the pact and the other gets a pop-up and accepts.
Overall online population is currently lower than a few years ago. It is also probably taking a hit to that from people in I17 beta and people waiting for I17 and Going Rogue and we had free server transfers for a few months and some probably migrated off Victory. You may want to head to the server forum and hook up with people there or find out what the global channel(s) used on Victory are.
Also depending on how long ago it was that you were playing people have really moved "indoors" in the missions with a lot less street sweeping and hanging out. Some play in the Mission Architect buildings so their time out of the missions is even less because there is no running to contacts and street sweep missions. -

I do enjoy our group conversation though, we should all get together for D&D or something. It is obvious we are becoming close friends. Let's see, we will need a fighter a mage, a rogue and a cleric. I call the mage! -

At what point would it become imperative to do something about it? Would it be too late when we reach that point if something isn't done sooner rather than later?
I doubt once I have made the effort to move my villains blue side through Going Rogue I would go through the effort to move them back even if the situation were later rectified. -

It seems unlikely I am the only one but certainly there are people who play villains less due to that very frustration.
There's already a shortage of villain players over heroes on the servers for a variety of reasons.
So the shortage is likely to grow due to behavior inequities between the two sides' markets.
Now certainly CoV can work with just 1 active player per server at any given time but that hardly seems like a good situation so you could argue that there is no harm in that situation but it would seem like something a game developer would want to address. So at what point does it become something to address? The same question holds for this situation. At what point does the disparity become something to address? -
Let's do our part to help the devs and pull down all bids/listings and cease all Black Market activity so they can just shut it down and link the BM interface to Wentworths. Then no technical hinderance would exist.

I was thrilled when they announced we would get DS with I17 instead of having to wait until Going Rogue in July. Now instead of anxiously waiting for GR I am anxiously waiting for I17.

I'd be willing to believe they also have much longer date ranges in the last 5 sales redside too.

I can go months without seeing one and then get several in an evening. Just remember last week if you go without one for the next year. -

You left out people who aren't afraid of getting killed to get the shinies (Shivans, Nukes, etc.) who would no longer get access to those shinies just to protect people who won't accept the same risks.

Always been that way.
To be clearer, we do not use our Patrol XP in AE (except if level 10 or higher to pay off debt if we die). -
I tend to turn off earning xp at 10 until I earn enough tickets to score a big recipe and sell it.

If 32-50 is a grind for you then I'm sorry to hear that, since that means a large majority of this game is a grind to you. To me, the 1-22 levels are a grind and thankfully they are over very quickly. -
