Did you pick a costume option on that slot that is not cape friendly? I can't remember if you can use capes with say, trenchcoats or wings.

Not really a direct answer I know, but...
My daughter plays on a Dell XPS Studio with a 9500M-GE SLI Hybrid. But.. it won't play in SLI Hybrid mode. I assume this is because CoH doesn't officially support SLI.
The other thing you might want to look at is the RPM rating of the hard drive. Picking a 7200RPM drive over the standard 5400 RPM drive can make a noticeable difference in the performance of most everything you run. -

Do you have a price range? Are there any constraints such as your power supply? What operating system since I think DX11 and higher is only for Vista and Windows7 if I'm not mistaken.
Off the top of my head and making some assumptions from your email, my recommendation would be an ATI 5770. I think you can get one now for about $150 and they draw less power than cards offering similar capabilities. Plus it should be able to handle most of the Ultra Mode goodies.
