  1. You're welcome to your opinion, but it's definitely bugged. Nowhere in the game is there a rule that click kb protection is completely superior to toggle kb protection. This has never been the case.

The only reason it's not being fixed is because, like you said, half the game is essentially broken. So instead of fixing all of it, it seems they're content with just breaking things further (i.e. defense nerf).
  2. [ QUOTE ]

Why would you think its bugged to apply mez first?

I never recall anyone saying this is not working as intended once the new PvP mez system was introduced

    [/ QUOTE ]

The fact that is bypasses toggle kb protection but not click kb protection is proof that it is bugged.
  3. Stay away from elec. It's always been horrible and will continue to be bad.

A stalker can rely on 2 main things...either defense or +HP/healing. Defense is becoming useless in I14. So +HP and healing will become prevalent. That means either regen or WP. WP is most likely to become fotm. You can get max HP, combined with decent res and a great self heal. Plus perception, repel protection, etc. No other set really has that much to offer.

Keep in mind. Defense will NOT be the same as it was in I12. It will be worse. The whole community just spent an entire issue making their toons be able to compete vs high defense toons. With defense being brough back to its original form, what we'll be left with is the same defense...but MUCH higher accuracy and tohit, on average. This will especially be noticeable in RV and arena, where the players with the biggest IO investments tend to play. Defense there is likely to become a complete laughing stock....at least outside of tier 9's.

I expect it's about the same with COH. A lot of the hiring was done in the last half of last year so I'd expect the payoff to come in the second half of this year. Time will tell.

You don't seem to get the problem. It's not that the programmers aren't smart enough. It's their management. You're a manager, you should know. Imagine this scenario: your customer base specifically tells you what they want from your product. You completely ignore everything they say, and instead redesign the product into a totally different program. Your customer base has no idea why you did that, and hates you for it, with many of them simply choosing to not use your software anymore.

Are your programmers at fault here? No, you are, as the guy that speficially told them what to do.

And in our case, the problem is that the management is telling the programmers to do the exact opposite of what the customers are actually asking for. Even the best programmer in the world can't fix that kind of idiocy.
  5. Look at the bright side. All the night widows and forts will die just as easily as you do! Or wait...actually your crab will be like 5 times more survivable. LOL.
  6. [ QUOTE ]
10% elusivity is better then no elusivity.

    [/ QUOTE ]

Not really. I mean sure, it is...but that's like saying that a car that goes 110mph is faster than a car that goes 109mph. Sure it is...but the difference is completely meaningless. Just like elusivity is going to be.

Right now, a person could use BU and have a 10% chance of hitting a defense toon. Clearly overpowered to the point of brokenness.

After I14, a person could use BU and have 95% chance of hitting a defense toon. Again, broken. Defense shouldn't be god mode, but it also shouldn't be a complete joke. Why is it so hard to actually do what they OFFICIALLY SAID they were going to do? Adjust it SLIGHTLY. Instead of cutting it by 2/3.
  7. Yeah the problem....our problem...is that we might not get to the point where this game is finally fixed to the point of actual playability. We seem to agree that it will take them like a year to fix even something as simple as elusivity. With those new games coming out, there isn't even a guarantee that this game will be alive in a year. It's currently still a cash cow for NCSoft. I believe it's the second biggest source of revenue behind GuildWars. But the upcoming competiton will surely change that.
  8. What rei said. It would be akin to the NBA deciding that it's too hard for players to get into the NBA...so they would lower the basket to 5 feet from the ground. And they'd make the court half the current size...so people don't have to run as much.

Except guess what....the actual NBA players would still dominate the rest. It's pretty simple logic. Unfortunately, logic is not the devs' strong point. Eating is.
  9. So umm...why even leave elusivity in the game at all? If the value is so low that it will not make ANY difference in any scenario, what is the point of all that extra code? Just get rid of it, and don't confuse people any further.

I mean, that's if the devs' goal really is to drive away as many people from PvP as possible. All jokes aside, I'm really starting to think that's the goal.
  10. Yeah, frost is right. Based on history, pretty much everything that goes up on test server ends up going live. So we can be about 99% sure that when I14 goes live, elusivity will be exactly as it as on test now....completely useless.

All we can hope for is that a year from now, it will be changed again.
  11. [ QUOTE ]
    That's a pretty HUGE nerf.

    [/ QUOTE ]

That's the funny part. They officially stated that they were slightly lowering elusivity. Turns out it's 1/3 of what it is currently? I mean....what else can we say at this point other than LOL?

Either they're just flat out lying to the playerbase, or this is a bug. And I'm pretty sure it's not a bug.
  12. Supermax

    PB or WS?

PB. It actually is kinda uber, if built and played correctly. It's like the one success of I13. Making PB's go from useless to good.

    /EM or Mental

Btw, PB has never affected boost range. Figured everybody knew that, but apparently not.

for that 1/200 to be true, you're going to have to go on a regular-play binge to make up for the hours you spent droning yesterday in RV.

    [/ QUOTE ]

In his defense (and I don't even know who he is), I'm pretty sure that getting TP droned in RV is more fun than the actual PvP that happens there.
  15. You're surprised? The people working on the issue are CoH developers. You really shouldn't be surprised that it doesn't make sense.
  16. I have probably the oldest PvP Ill/FF in the game. I wouldn't advise it. It's a pure disruption toon....you will not be able to do anything by yourself, other than annoy people. But there are better sets for annoying people.

It's an extremely safe build, but that will probably change once PFF is useless in I14. The problem is that it has NO offensive capability at all. Without any sort of -def or -res, it's pretty much impossible to kill anyone....unless they're an AFK squishy. Even then, it still takes a while
  17. Supermax

    /EM or Mental

Yes. Just as well as power boosting Rest.
  18. [ QUOTE ]

Lol, I was the blaster pew pew'ing you in SC. You kept getting killed while hidden because you kept coming within range of the SD tanker's AAO, which suppresses Stealth and Stealth IO, at that point we were able to see you with just Tactics + Perc IO.

    [/ QUOTE ]

Hehe and I was on that team as well.

Exactly what do you think powerboost is good for in pvp now?

Only thing I can think of is powerboosted BU. It's like having a second aim.

Haha wow. Thanks for the info guys. A few weeks ago I predicted this would happen. It's not rocket science. When a dev team has overnerfed in EVERY SINGLE CASE in the history of the game, chances are, they will do it again. Looks like I was right.

Gotta feel bad for people that specifically rolled new defense toons with I13.

At least the rad thing is kinda good. Debuffs did need to become stronger, considering they're so easy to knock off.
  23. Snow storm is ok...as an offensive toggle, it's really easy to drop...but it's decent. The main powers are the dull pain clone (huge heal and +HP)...plus hibernate. The shield is also nice, since it gives elusivity.

I guess the AoE sleep power can be used to slot a set of purples, which is fairly cheap compared to other purple sets. But I doubt you'd have much use for the power itself.
