Well, I respecced my emp last night and played a bit in RV. I can confirm that good emps can still make a big difference, especially when teamed with other buffer(s).
Phase does seem to be enough to survive. I went with PB, like some here suggested. Don't think I died a single time...although the heroes were kinda camping the vils in their base. -

I disagree. I used to have pyre, but earth works a lot better for me. The extra damage is pretty absurd. Fossilize hits noticeably harder than Ko Blow from 80 foot range, and the immobilize is strong too. Pyre's attacks are a lot weaker. -
Fortunata - was my most fun toon in I12 and I13. Close to useless now.
Night Widow - Same toon, 2nd build. Was also extremely fun, and now even worse than the fort.
Fire/EM blaster - Been playing mine since CoH came out. Was probably the first fire/EM in CoH PvP. Eventually the build got to be #1....but now it's just meh. I still do well with it, but it sure used to be a lot better.
Ill/emp - obvious reasons. He's a pure hosp buffer now lol. Thanks I13.
Claws/regen scrapper - Was lol before, now just super lol. At least before it could get kills, and then they had to nerf claws damage in I13. Wow.
Ill/FF - Was a good team toon..couldn't kill anything, but was really survivable. Now after the PFF nerf, it still can't kill anything, and can't survive anything either.
DM/SR scrapper - Was bad before I13, pretty good in I13, and absolutely horrible in I14. Unlike the others above, this one I don't even attempt playing anymore. It's so bad, there's no point. -

DR affects it like it does any defense power....quite a bit. It's still worth taking though.
The hold is actually bugged and therefore a lot more effective than other holds. It has a knockdown built into its animation, so even if someone has tons of KB protection, they will go through the animation of being knocked down from the hold. -
What mac said. That power isn't really an attack at all. The proc is only effective if it's part of a regular attack chain.

Rage is basically a permanent buildup. So when you look at numbers, you have to consider the SS numbers with +80% damage.
On top of that, even epic pool attacks become stronger. And you get constant +tohit for all your attacks, as well.
Yeah, EM just doesn't compare anymore. It's still playable, but if you're making something new, there is literally zero reason to make anything but SS. I13 balance ftw. -
Sonic does hit harder, but it has one huge negative aspect - the rooting attacks, especially shout. Psy has faster attacks, meaning it can chain stuff faster. The placate proc is also ridiculously powerful for psy, which no other blaster has access to. And it has longer range than sonic...again because of shout.
Fire basically revolves around just chaining the first 2 attacks. They do slightly better damage than other sets' first 2 attacks, and they're very fast. So fire is capable of high continuous damage....but it falls really short of psy and sonic in terms of burst, because it doesn't have a single true big hitter. Blaze does essentially the same damage as fireblast, so it's purely optional. -
That's probably the best build of the 3 for PvP. Archery is actually pretty underrated. And /MM is not bad either.

I'm with mel on this. It's not really any harder to play now....everything you do just has much less of an effect. And that sucks, if you played a buffer before I13.
Before, a good emp could make a bad team good, and a good team unstoppable. Now, not so much.
But hell...maybe I should make a new build for my emp. What do most emps take these days, hibernoob or power boost? For zone PvP. -
There's still handful of good emps left that can swing the tide in a zone. But most buffers tend to play on vilside now. With a corr, you can kind of play an offense toon that happens to have some buffs. I think most just do that. Emps tend to be pure buffers, and almost nobody plays that anymore, since it's so annoying.
I use my emp just to buff my other account. But I do use my therm corr all the time. When not buffing, I can actually kill stuff. -
Fire/fire....because ice/ice is just useless. At least fire has somewhat decent damage.
From /fire, all you probably want is firesword (don't really want it, but have to take), BU, and maybe burn (it apparently gives immob protection, due to a bug).
Maybe could take FSC as well, and be a MM killer or something. -
Well for all intents and purpuses it's nothing.

On my Ill/FF, PFF literally does nothing, because with dispursion bubble and frozen armor, I'm at 20% already. Adding PFF literally adds like 0.2% or something. It's a joke.

I still play the same toons I always played, pretty much. But some I play noticeably less.
My fire/rad troller used to be a beast...now he's just average. Same with fire/em. But most of all, I miss my fort. Was my most fun toon for a couple issues....now total garbage. -

Sounds good. I'm guessing you know Jimmay. I'm the one that got him into test arena PvP back in the day. So that makes me cool, right? I'm pretty much just interested in zone PvP...just looking for people to play with. I haven't given a crap about arena for a while now, but it sounds like you guys are finally coming to the same realization as me...that it's a joke.

elec/therm is the FotM now, since it's the best end drainer in the game.

Same as everybody else except stalkers. And no, they don't really stack because just one gets you to the cap. Only the defense stacks.
